All bank notes will have a color almost similar to the ones used on the current bank notesâ€"orange for P20, red for P50, bluish violet for P100, green for P200, black/gold for P500 and blue for P1,000. They, however, will carry some monochromatic color schemes in some parts of the bank notes.

Two-year lead time - The source said that the new designs took the BSP’s numismatic committee, headed by Deputy Governor Diwa Guinigundo, two years to complete. Members of the committee who initiated new design studies and proposed upgraded security features for consideration by the Monetary Board include renowned historian and newspaper columnist Ambeth Ocampo.

The new images found on the bank notes, which were all designed by Filipinos, were approved by the heroes’ and past presidents’ immediate families. Also, the source said that the new bank notes will be hygienically treated, making them less prone to sweat and dirt.

“Mas matagal yung buhay ng bagong bank notes [The bank notes will last longer],” he added.

“They are being printed on the latest banknote machine installed in the world,” the source said.

The bank notes will be shipped from France. The source said that printing the new Philippine notes in France is cheaper compared to doing it locally. Oberthur Technologies was the winning bidder for the production of the bank notes.

The contract, which cost 25.3 million euro, gives the firm until the middle of next year to deliver some 702 million pieces of new bank notes. The source said that the BSP is slating to launch the bank notes this month, and will start circulating them next year. Oberthur was also able to produce the bank notes only eight weeks after it received the new designs.

The BSP was further pleased with the cheap production cost of the new bank notes. The P20 and P50 denominations will cost P1.50 each to produce; P100 at P2 each; and the P500 and P1,000 denominations at P3.50 each.

The French-based firm, during the bidding in August, offered a 30-percent lower price than the English, Dutch, American-Swedish, French-Sino, Swiss and Australian firms that also were interested in the contract. Oberthur will source the paper that will be used in producing the bank notes from Sweden, United Kingdom, Germany and France.

Oberthur Technologies is a French printing firm that was responsible for the new Costa Rican bank notes, as well as the Thai and Belgian e-passports. The France-based firm was also the winning bidder for the country’s first ePassport project, which was implemented last year.

Questions:

1. Kinsa ang mo orient sa mga new/old voters?

Albay to evacuate 47,000 around Mayon
By Rey M. Nasol

LEGAZPI CITY, Albay, Philippinesâ€" (UPDATE 3) Albay Governor Salceda has recommended the immediate evacuation of 47,285 residents (9,946 families) from 45 villages around Mayon Volcano on Tuesday morning after Mayon's alert level was raised from 2 to 3 Monday night.

The preemptive evacuation will cover Tabaco City, and the towns of Malilipot, Daraga, Camalig, Guinobatan and Ligao, Office of Civil Defense-5 director Raffy Alejandro said in a phone interview.

The figure comes from a total of 20 villages composed of 2,728 families or 12,803 people within the six-kilometer permanent danger zone, said Cristina Ador, statistician of the Albay Public Safety and Emergency Management Office.

She added that there are also 25 villages with 7,218 families or 34,482 persons at the 6- to 8-km extended danger zones at the southeast quadrant of Mayon affected by the evacuation orders.

As of 10 a.m. Tuesday, at least 1,801 families or 7,881 persons have evacuated from the villages of Quirangay, Sua, Cabangan, Tumpa, Salugan and Anoling in Camalig town, Ador said.

In the municipality of Daraga, at least 810 families or 4100 people have been evacuated from the villages of Banadero and Matnog.

The PDCC is still awaiting the statistics of evacuees from the towns of Guinobatan, Ligao and Camalig where ashfalls were also reported, Ador said.

Glowing lava fragments were seen continuously detaching from the crater of the volcano, which came to rest on the upper and middle slopes, about 3 km from the summit, said a bulletin from the Philippine Institute of Volcanology and Seismology during the past 24-hour observation period.

Seismographs recorded 83 volcanic earthquakes compared to 43 on Monday while the sulfur dioxide emission rate increased to 757 tons per day from the previous 535, the bulletin added.

During the emergency meeting of the Provincial Disaster Coordinating Council and the Regional Disaster Coordinating Council on Tuesday morning, all municipal or city and barangay (village) disaster coordinating councils around Mayon have been ordered to immediately convene and activate emergency operation and execute evacuation procedures.

Officials asked affected households to prepare emergency provisions like clothing, basic utensils, and beddings.

The joint AFP-PNP Task Force Mayon was tasked to assist in the evacuation of the population involved and strictly enforce checkpoints at strategic areas to ensure that nobody enters the danger zone at any time.

“A major eruption of Mayon might occur within the period of two weeks if ever the abnormalities would continue and further intensify,” said Alex Baloloy, science research analyst.

He said a team of geologists, volcanologists and other scientists from the central office in Diliman, Quezon City just arrived this morning to help the observatory center closely monitor Mayon.

Mayon Carlos Baldo of Camalig, one of the Albay towns affected, told the joint PDCC-RDCC meeting that residents in affected barangays are now at the holding areas and awaiting transportation support for the massive evacuation efforts.

In Guinobatan town, Mayor Juan Garcia appealed for dust masks and evacuation vehicles as the volume of ashes that fell on the town last night seemed like “we were having a white Christmas.”

In a telephone interview, Phivolcs director Renato Solidum said the towns of Bonga, Mabingit, and Buyuan are the ones in immediate danger due to the direction of the lava flow.

Solidum added that there is a possibility that the alert level would be raised even higher if Mayon Volcano will show hazardous explosions.

"We cannot estimate if there will be a bigger explosion but as long as there is lava coming out of the volcano, then there is a possibility that the alert level will be raised higher," he said.

He noted that in Mayon Volcano’s history, most eruptions are explosive in nature.

Meanwhile, Phivolcs has recommended the evacuation of residents living within the 6-kilometer permanent danger zone around the volcano and local authorities and the provincial disaster coordinating council have implemented the preemptive measure.

"What we recommend, they (local officials) follow," Solidum said.

The Phivolcs chief said that most of the earthquakes recorded between 8 a.m. Monday until 8 a.m. Tuesday were due to "falling lava fragments."

"From time to time you will see incandescent lava fragments rolling on the south east side of the volcano," Solidum told INQUIRER.net.

Scientists are now collating the ash explosion intervals, aside from sulfur dioxide emissions, volcanic quakes, crater glows, “bulging” of the slopes and steaming activities.

Prior to this Monday’s episode, the seismic network around Mayon Volcano recorded an explosion-type earthquake at 7:59 p.m. on Friday, which lasted for three minutes.

Phivolcs’ Monday bulletin said its seismographs recorded 43 volcanic quakes, the highest number of such quakes since alert level 2 was raised last July 10 this year.

“But sulfur dioxide emission registered only 535 tons per day, a bit higher than the minimum of 500 tons per day and is causing us a special concern to reconsider all the available parameters pertaining to Mayon’s abnormalities,” science research analyst Alex Baloloy said.

He added that the intervals between minor ash explosions that Mayon manifested in the past weeks were considered a new parameter that might warrant raising alert status from level 2 to level 3.

Baloloy said residents along the volcano’s slopes such as in Camalig town at the western side, part of Daraga at the southwestern side, and this city claimed they heard rumbling sounds during the explosion.

Despite a barrage of criticisms hurled against her, President Gloria Macapagal Arroyo on Tuesday formalized her intent to seek a congressional seat for the second district of Pampanga, her home province.

Mrs. Arroyo filed her certificate of candidacy at the Commission on Elections (Comelec) office in San Fernando City. She was accompanied by her husband, First Gentleman Jose Miguel Arroyo.

Earlier, she heard Mass at the St. Augustine Parish Church in Lubao town. She also delivered a speech before her constituents, who applauded and cheered her.

Her frequent visits to the province â€" she went to Pampanga at least 50 times this year â€" had fueled assumptions that she will run for congresswoman of Pampanga’s second district after her term expires in 2010. But Malacañang had repeatedly parried questions on whether Mrs. Arroyo was gunning for a House seat.

On Tuesday, the President ended months of speculation and said she could not completely step down from “public service."

No legal impediment

A report by GMA News' Michael Fajatin quoted constitutional expert Fr. Joaquin Bernas, SJ, as saying there is nothing in the law barring Mrs. Arroyo from pursuing a congressional seat.

University of the Philippines (UP) law professor Harry Roque agreed with Bernas, saying "Ang sabi ng probisyon ng ating Saligang Batas ang ipinagbabawal ay reelection kung ikaw ay presidente. Ang ordinary meaning niyan, reelection sa posisyong presidente muli kapag ikaw ay nakaupo (Under the provision in our Constitution, only a sitting president is barred from seeking the same position again)."

"So sa tingin ko, gaya ng walang pagbabawal kay Erap (former president Joseph Estrada) para tumakbo muli bilang isang presidente, wala ring pagbabawal para kay Mrs. Arroyo na tumakbo pagka kongresista ng Pampanga (I think, there is nothing barring Mrs. Arroyo from running for congresswoman of Pampanga in the same way that Erap is not barred from running again for president)," Roque said, adding that Estrada's case is expected to go all the way to the Supreme Court.

Critics of Mrs. Arroyo acknowledge that while she is legally eligible to run for a lower office, her decision to run for Congress was motivated by "political survival." [See: Arroyo bid for House seat slammed]

Bayan Muna Rep. Teodoro Casiño called Mrs. Arroyo a "megalomaniac, a person who is obsessed with [her] own power, a person who has delusions about [her] own power and importance."

"This latest political stunt by Ms Arroyo is absolutely linked to her desperate attempt to attain immunity and the prolongation of the culture of impunity and violence in the country," said Anakpawis Rep. Rafael Mariano in a statement.

Three weeks ago, Mrs. Arroyo's half-sister former Pampanga vice governor Cielo Macapagal-Salgado appealed to her to give other candidates a chance to run for the same post. [See: Half-sis asks Arroyo to give way in 2010]

"Nakasiyam na taon na siya, di ba? You have reached the highest post na binigay sa iyo ng mamamayan. Binigyan ka na ng pagkakataon, bigyan mo naman ng pagkakataon 'yung iba (She has been there for nine years, right? You have reached the highest post given to you by the people. You have been given the chance, now you must give chance to others)," Salgado said in an interview with GMA News.

Macapagal-Salgado said she has been eyeing Pampanga's 2nd district congressional post for some time but had to give way to her younger brother Arturo, who in turn had to give way to Mrs. Arroyo's Mikey who is the incumbent representative of the district.

Salgado and her brother Arturo are children of former president Diosdado Macapagal by his first wife Purita de la Rosa, who died during World War II. She was the sister of Macapagal's close friend, the movie star Rogelio de la Rosa.

No impact on Lakas campaign

In Manila, former Defense chief and ruling party Lakas-Kampi-CMD standard bearer Gilberto Teodoro, Jr. said that the candidacy of President Arroyo won't affect his national campaign.

Teodoro made the statement after filing his certificate of candidacy (COC) for president early Tuesday at the Comelec national headquarters in Intramuros.

“Siya ay kandidato para sa kongreso, kami focused sa national campaign, hindi ito makakaapekto sa campaign sa buong bansa (She is a candidate for congress, we are focused on the national campaign, this will not affect our campaign nationwide)," Teodoro said.

Teodoro filed his COC with his vice presidential bet actor-turned-politician Edu Manzano, and his senatorial bets broadcaster Rey Langit and Binalonan Mayor Ramon Guico.

Also running under the administration ticket are Senators Ramon “Bong" Revilla, Jr. and Manuel “Lito" Lapid.

Manzano echoed the former secretary’s statement in saying that Arroyo’s candidacy for a House seat will just be focused in Pampanga and should not have any implications on their nationwide campaign.

“I think she has her own campaign to worry about and we have our own campaign to worry of. We don't want to micromanage our campaign, we want to look at the big picture," he told reporters.

But Teodoro said he expects Mrs. Arroyo to help the party in their campaign in the province.

“Kung siya ang administration candidate, natural lamang iyon, makakatulong din ang Pangulo sa aking kampanya sa Pampanga (If she is an administration candidate, that is just natural, the President will be able to help our campaign in Pampanga)," he said.

SOMEDAY WHEN WE TATS
(by Manny Pacquiao)

They asked you if you'll fight me
And you choked on your reply
I'd rather Arum deal with you
Than mislead you with a lie
And who am I to judge you,
On what you say or do
The fans are now beginning
To see the real you...

Got this song from PacLand website.
And someday when we tats
My LEFT will be too much
That you have to close your eyes
Where do you hide?
I wanna pound you til you're white
'Til your face breaks down and cry
I wanna beat you
'Til you dream and say, goodnight.

You think you are a strategist
That you can insult my pride
But through your insecurities
You're ZERO loss seemed right
You're just another fighter
So far from what is true
An overrated boxer
Who never gives his due

And someday when we tats
My RIGHT will be too much
That you have to close your eyes
Where do you hide?
I wanna pound you til you're white
'Til your face breaks down and cry
I wanna beat you
'Til you dream and say, goodnight.

At times I'd like to break you
And drive you to your knees
The fans would like to watch you
And see your first defeat

Your huggers understand you
And we know how hard they try
I've watched your Dad protect you
And your Uncle loves to smile

My coach thinks your a loser
Still searching for a break
You think your odds are better
But then the public bets AGAINST!

And someday when we tats
My SPEED will be too much
That you have to close your eyes
Where can you hide?
I wanna pound you til you're white
'Til your face breaks down and cry
I wanna beat you
'Til you dream and say, goodniiiiiiigggghhhhhttttt!

Gov't to bid Panglao airport this month

Bidding for Panglao airport phase one finally opens this month, reports transportation Undersecretary and former city Mayor Jose Torralba in a radio interview.

Torralba, who is manning the airport project management office here said the multi-sectoral consultative meeting held last Tuesday at the Bohol Beach Club was the last procedural requirement needed to seal the fate of the airport's initial construction phase.

The National Economic Development Authority (NEDA) Investment Coordinating Committee initially nodded to the project even after consultants proposed drastic changes leading to major project funding realignments.

With the changes, the entire project bloated to nearly double its initial cost, needing the NEDA ICC nod anew to use the early appropriations of P4.2 billion to fund the initial phase of the airport project.

The project go-signal was on the condition that Bohol provincial government conducts another multi-sectoral consultation to address ecological or environmental issues, Usec. Torralba explained.

Moreover, the preconditions also include that Manila International Airport
Authority (MIAA) conducts value engineering of the project and that budget cover be issued to the Department of Transportation and Communications by the Department of Budget and Management.

The recent multi-sectoral meeting in Panglao churned out the resolutions, which would engage the NEDA to finally green-light phase one of the project.

Phase one of the project comprises the construction of the airport's 2.5 kilometer runway and its lighting facilities.

This phase also uses up the funds NEDA has earlier earmarked for the entire project, explains Gov. Erico Aumentado, weeks back.

From the initial P4.27 billion, the total project now costs P7.54 billion.

The project cost blew up due to increase of item prices and quantity, design modification and additional acquisition of 14.5 hectares of land.

The Panglao airport project aims to develop a new airport facility in Panglao Island
, Bohol to comply with domestic and international standards for operational safety and efficiency.

It also envisions to open up the entire region (Region VII) to more economic activities
and to enhance the tourism potential of Bohol province. (PIA)

Game show host Edu Manzano is Lakas bet for vice president

By Katherine Evangelista

Filed Under: Politics, Elections, Eleksyon 2010

MANILA, Philippinesâ€"(UPDATE 4) Popular television game show host Edu Manzano is joining the 2010 political contest as Defense Secretary Gilbert Teodoro’s running mate.

Teodoro paraded Manzano, 54, as his vice presidential candidate at a news conference in Makati City Friday, a move seen as a bid to boost the administration party’s struggling campaign.

"I need a running mate who will be able to influence the way our people think," said Teodoro after the pair engaged in awkward fist bumps for the cameras.

"He would be a big influence, a motivating tool to launch our platform," he said.

Teodoro, 45, is the presidential candidate for the ruling Lakas Kampi CMD but he is lagging badly in the polls with just a four percent share of the projected vote, according to the latest surveys.

Senator Benigno Aquino III, son of the late democracy icon Corazon Aquino, is the clear favorite with 60 percent support.

Local Government Secretary Ronaldo Puno said he initiated talks with Manzano, who was being wooed by rival parties to join their senatorial slates.

"I felt I have the obligation, after helping initiate his (Teodoro) candidacy, to assure him with a partner that can live up to his expectations," said Puno, who was also being eyed for the vice presidency by the Lakas-Kampi-CMD but backed out, saying he wanted to focus on his work as chief of the Department of Interior and Local Government.

Teodoro said he was happy that Manzano, a former vice mayor of Makati, has accepted his invitation through Puno to be "the next vice president of the Philippines."

Asked what was his initial reaction when offered the vice presidential candidacy, Manzano said: “I was stunned.”

He likened the feeling to having been hit by a “Pacquiao punch.”

“I wasn’t expecting it,” said Manzano, who also served as Optical Media Board chairman. “I think it was a Pacquiao punch. I felt dizzy.

Earlier, Manzano’s name cropped up as a possible senatorial candidate for Aquino’s Liberal Party.

Media reports also said former president Joseph “Erap” Estrada, who is seeking to run again for president next year, was considering getting Manzano for his senatorial lineup.

Manzano confirmed that he was offered the positions, adding he had spoken to all political parties.

“As a matter of fact, I was able to talk to all parties. But I think that the Lakas-Kampi made the right pitch,” he said.

“I have high hopes on the capability of Secretary Teodoro,” he said.

Filipinos have had a penchant for electing celebrities to high office.

Most famously, B-grade movie actor Estrada became president in 1998, before losing power in a bloodless coup three years later amid allegations of massive graft.

Estrada was jailed for life for corruption but later pardoned by President Gloria Macapagal-Arroyo.

His actor son Jose “Jinggoy” Estrada, is also a senator, while incumbent vice president Noli de Castro rose to prominence as a television presenter.

Arroyo, who cannot run for re-election, narrowly defeated the late Philippine movie king Fernando Poe in the 2004 election.

Born in the United States to Filipino parents, Manzano joined the US military at 17, serving for four years, before moving to Manila to pursue a full-time career in the local movie industry.

He has a child but is no longer with former movie queen-turned-provincial governor Vilma Santos, whom the ruling party had also briefly considered for the vice presidential post.

Manzano is currently dating a television presenter at GMA 7 television network, and hosts a game show program at the same station. With reports from Jocelyn Uy, Inquirer; Agence France-Presse

The people want an empire, apparently, with that unassuming little black VW bug at the head of it.

The U.K.’s Guardian explains, "Volkswagen-Porsche has overtaken Toyota to become the world's largest car manufacturer as the German group benefits from state-backed stimulus packages around the globe." VW has "produced 4.4 million vehicles so far this year, outstripping its Japanese rival which has seen four million cars roll off production lines since January."

ronically, VW reached the milestone in part by taking over Porsche â€" which it was forced to do after Porsche failed in an attempt to take over VW earlier this year.

"Of course," Autoblog notes, there is "some number play involved" in the Guardian’s numbers. "We're talking about the combined entity VW-Porsche, which has built 4.4 million cars to date, which is roughly 400,000 beyond Toyota's mark. However, Toyota halved its production earlier this year and shut down all its plants in February." VW also "benefited much more than Toyota from the European cash-for-clunkers programs," though Toyota saw more sales than VW spurred by the U.S. version of the car-swap program.

The news doesn’t just push Toyota down a notch. Jalopnik notes that VW has "passed Toyota and GM at the top of the heap." America’s largest automaker â€" the world’s largest just three years ago â€" now sits in third globally.

The change may not be permanent. The Guardian notes that Toyota "has the capacity to make 10 million vehicles a year but it expects to make seven million vehicles in 2009" as production picks back up. VW, however, may see its production increase long-term enough to stay ahead, or at least to take the title again even if it loses it later this year.

After all, Autoblog notes, "VW's also got the edge on Toyota" in the huge Chinese market, "where it has spent years introducing models."

Kinsa ninyo naka experience ug ingon ani nga binuang?

November 04, 2009, 02:38:00 PM

Kong kamo papili-on, Yuta o Motor?

Sakto ba siya?

1,600 city voters fail to beat last night's deadline

DEADLINE BEATERS. City Comelec Registrar Ariel Celna (inset) personally supervised the last hours of registration at the city Comelec
offices last night where some 1,600 qualified voters can no longer be accommodated.

Some 1,600 qualified voters in the city failed to register as the closing of registration period came to an end at midnight last night.

"We were disappointed," said young voters who expressed excitement to exercise their right of suffrage in next year's elections when interviewed by dyRD's top-rated "Tagbilaran-By-Nite" radio program last night.

The deadline beaters were among those who jammed the city offices of the Commission on Elections last night.

Comelec Registrar Ariel Celna expects voters in the city to increase from 40,046 in 2007 elections to 49,600 for next year's election.

As of the last election board hearing last Oct 19, the voters list already revealed some 46,600 city electorates.

Celna told the Chronicle that with only one computer/machine at the city Comelec office, it was impossible to accommodate the deadline beaters.
The request for an additional machine was not granted by Comelec central offices.

LABARIA

He estimated some 170 voters accommodated/registered daily by the machine. However, they were able to accommodate some 400 voters yesterday as the office was opened up to midnight last night.

Meanwhile, Prov'l Comelec Supervisor Eliseo Labaria, in a separate interview said he expects a 10 percent increase in the entire province.

In 2007, there were 696,445 voters, he recalled.

He expects the total for next year's election at 750,000 voters. Awareness on the people's sacred right to vote seems to draw more voters to the Comelec offices during the last few days of the registration period.

However, the Comelec official admitted that even as he witnessed a heavy influx of new voters, figures would show that only 50 percent of the expected new registrants came out to register until yesterday's deadline.

Facebook spammer ordered to pay $711 million

The social networking site wins damages against noted spammer Sanford Wallace for bombarding its users with junk mail

NEW YORK (CNNMoney.com) -- A California judge awarded Facebook $711 million in damages against spammer Sanford Wallace for bombarding the Web site with junk messages.

"We won another battle in the fight against spam," said Facebook, which announced the Oct. 29 ruling on its Web site on Friday.

Wallace, who has also been called the "Spam King," accessed Facebook members' accounts without their permission and sent out "phony" Wall posts and messages, the company said.

In addition to the damages, Judge Jeremy Fogel of U.S. District Court in Northern California's San Jose division banned Wallace, and anyone affiliated with him, from accessing Facebook.

Facebook acknowledged that it doesn't expect to get much money out of the bankrupt Wallace, but it said that he could end up behind bars.

"Most notably, the judge referred Wallace to the U.S. Attorney's Office with a request that Wallace be prosecuted for criminal contempt, which means that in addition to the judgment, he now faces possible jail time," read the Facebook statement. "We will continue to pursue damages against other spammers."

Wallace lives in Las Vegas, according to the court, and a phone message for him was not immediately returned.

This isn't the first time that Sanford was successfully sued by an online company. In May, 2008, MySpace won a $230 million judgment against Wallace for sending junk messages. Wallace was also fined $4 million by the Federal Trade Commission in 2006 for his excessive pop-up ads

Typhoon No 4 rocks Philippines
November 01, 2009 Edition 1

MANILA: The fourth typhoon to whip the Philippines in a month lashed the capital and nearby provinces yesterday, leaving fresh floods and new misery before blowing out of the country. At least seven people were killed and several were missing.

Typhoon Mirinae, with winds of 150km/h and gusts of up to 185km/h, slammed into Quezon province north-east of Manila about midnight on Friday.

It quickly swept westward out to sea, south of the capital, and weakened into a tropical storm yesterday afternoon.

"It is moving away toward the South China Sea," said chief government forecaster Nathaniel Cruz.

Mirinae appeared to be heading towards Vietnam.

Philippine authorities evacuated more than 115 000 people in nine provinces east and south of Manila in the storm's path on main Luzon island, the National Disaster Co-ordinating Council reported.

Back-to-back storms in late September and early October killed more than 900 people, and a third storm then threatened the northern Philippines before veering towards Japan.

Initial reports from Mirinae yesterday indicated more flooding but relatively few deaths.

Police said six people, including a 12-year-old girl, drowned in a flash flood in Laguna province's Pagsanjan township, south of Manila. Four others were missing in floodwaters in other towns, regional police chief Perfecto Palad said.

A man drowned after being swept away by strong currents as he tried to cross a creek in Rizal province's Pililla township while carrying his 1-year-old child, who remains missing.

A man and his son who were in a car on a bridge that collapsed in nearby Batangas province were also missing.

Nearly 95 000 people who fled during the two earlier storms were still housed in temporary shelters when Mirinae struck, the national disaster agency said.

In the coastal town of Ternate in Cavite province, where the typhoon exited, a tornado destroyed 25 houses and injured one resident.

Typhoon-hit Philippines gets U.S. food aid
More than 123,000 remain in shelters a month after two deadly storms

updated 12:01 p.m. ET Oct. 27, 2009

MANILA, Philippines - The U.S. government on Monday announced $8.5 million in food aid for the Philippines, which is struggling to recover from back-to-back storms that killed more than 900 people.

U.S. Agriculture Secretary Tom Vilsack told President Gloria Macapagal Arroyo that the food aid, consisting of rice and dry milk, can feed nearly half a million people for two months, officials said.

The food aid "will help the people in the most need of assistance," said Vilsack, who led a trade mission to the capital, Manila.

Tropical Storm Ketsana last month triggered the worst flooding in Manila in more than 40 years, and Typhoon Parma early this month caused deadly landslides. The two storms killed 929 and flooded the homes of more than 7 million people.

More than 123,000 people remained in government-run evacuation centers Monday, according to the National Disaster Coordinating Council.

The damage in agriculture alone has reached more than $446 million, Philippine officials said.

The country is seeking $74 million in foreign assistance through the United Nations for food, water, sanitation facilities and health care. U.S. officials said their aid Monday is separate from that request.

The government has also postponed to next year a conference of the Non-Aligned Movement, a 118-nation grouping of mostly African, Asian and Latin American nations, so it can focus on rehabilitating typhoon-ravaged communities.

Government forecasters said Monday that they were watching a new tropical depression about 1,677 miles east of the central Philippines, over the Pacific. It could make landfall in the country later this week if it does not change speed or direction.

"It's too far to cause any worry. But by now our people know the importance of preparing early," government forecaster Nathaniel Cruz said.

About 20 typhoons and storms barrel through the Philippine archipelago each year, especially during the June to December rainy season.

Philippine Business News / P7-B Panglao Airport ok'd

P7-B Panglao Airport ok'd

MANILA. The National Economic Development Authority-Investment Coordination Council Technical Board and Cabinet Committee jointly approved last Wednesday the Panglao-Bohol International Airport Project with a new cost of P7.542 billion.

The joint meeting at the DOF Boardroom was presided by Sec. Augusto Santos, NEDA Director-General, upon orders of Pres. Gloria Macapagal-Arroyo.

Gov. Erico B. Aumentado, a key player in the project, was invited as resource person.

Dir. Marlene Rodriguez of NEDA Region 7 justified the Panglao airport as a new facility in Panglao Island, Bohol to comply with domestic and international standards for operational safety and efficiency.

She said the project would open up the entire Central Visayas to more economic activities and enhance the tourism potential of Bohol.

She added that the project is technically and economically viable with an economic internal rate of return of 18.16%, much higher than the NEDA threshold of 15% EIRR.

Dir. Rodriguez was ably supported by MIA assistant general manager Tirso Serrano who informed the joint meeting that all technical and engineering interventions are being put in place.

However, the approval of the project, upon motion of Budget Undersecretary Mario Relampagos, came after Aumentado's views were solicited.

The governor revealed that the project underwent environmental assessment study for which the DENR Environment Management Bureau issued the necessary environment compliance certificate.

Likewise, he said social preparations were also conducted by a team of technical men for which public discussions have been made in the process of the project.

The governor also reported to the body that the Holy Name University Research Center, under its annual Bohol Poll Project, came out with a survey result that 99% of the Panglao Island residents favored the project, and 98% of the rest of Bohol likewise supported the project.

He also informed the joint meeting that groups of Chinese tourists from Mainland China are now making Bohol as their tourism destination and they intend even to have chartered flights direct to Panglao Airport, once it is operational.

However, Sec. Santos requested Aumentado to conduct another multi-sectoral consultation to inform the public on the latest airport development for which the governor readily acceded and would even invite representatives from the NEDA-ICC TB and the cabinet committee during the hearing.

Aumentado immediately relayed the information to Pres. Arroyo and Sec. Leandro Mendoza of DOTC, especially on the funding requirements of P3 billion from the MIAA, and P4.542 billion from the DOTC multi-year appropriation.

Usec. Relampagos was also requested by Aumentado to help provide DOTC with the necessary budget cover.

As approved, the major project components are: land acquisition, 230.45 hectares; runway, 2,500 meters x 45 meters with 7.5 paved shoulders on each side; aircraft parking area, 26,500 sq.m.; two stub taxiways from apron to the runway, 40,260 sq.m.; vehicle parking, 294 slots; passenger terminal building 11,500 sq.m.; cargo terminal building, 1,400 sq.m.; administration building, 1,000 sq.m.; air traffic control tower 385 sq.m.; crash-fire facility for Category 6; airport maintenance building, 400 sq.m.

The other components are: airport utilities such as water supply, drainage, etc.; all necessary visual and navigational aids equipment for Precision Cat 1; power house and installation of standby generator; airport security fence, 13,600 meters; airport perimeter road and checkroad; airport access road, 1.46 kilometers; GSE road; and, landscaping. Dear friends,

I’m asking your help to spread the word. Tulungan po ninyo akong ikalat ito. Beyond this, we should also demand action. I disabled a plugin so you can copy the photos of relief goods rotting in DSWD warehouses. You can link this post to your blogs, facebook, websites etc. You can also email the photos.

Philippine News (US based Philippine newspaper) will use this as its front page story this week. Every Filipino has the right to know where the tons of donations from the UN and other counties go. Kahit po nakakahiya sa mga nag-donate. Kung sa ganitong paraan, matutulungan natin ang mga nasalanta, then by all means, let’s do it.

For those who have the time, please try to volunteer sa DSWD warehouses. Getting in was not easy. A friend had to put in a word for us. Let’s see kung madali nang makapasok sa DSWD warehouse ang mga volunteers.

Please read on and good luck to us.

Kahapon, tinanong ng Philippine News si DSWD Secretary Esperanza Cabral:

Editor of Philippine News: Why are the relief goods in DSWD warehouses not moving?

DSWD Secretary Esperanza Cabral: Wala kasing volunteers.

This short interview was done over the phone. Philippine News wanted to hear her side pero ayaw niyang makipag-usap sa press. After four tries, pinasabi na lang niya ang maikling sagot na ito sa secretary niya - “Walang volunteers”.

I don’t want to accuse her of corruption but at the very least she is showing signs of being totally incompetent. We are in a state of calamity where every second counts. May namamatay araw-araw dahil sa sakit.

In my opinion, these deaths could have been prevented if Secretary Cabral had tried a little harder to do her job.

Deaths from Philippine storms nears 1,000

“Tropical Storm Ketsana left 420 dead and 37 missing when it flooded 80 percent of Manila on September 26, a disaster the government said affected 4.35 million people.

Some areas are still flooded three weeks later and 189,000 people remain in evacuation centres,

Typhoon Parma hit the northern Philippines on October 3 and lingered as a tropical storm for a week, triggering landslides that killed 438 people and leaving 51 missing mostly in mountain communities.

The government agency said Parma affected 4.16 million people, including more than 32,000 who remain at evacuation centres.”

During the first week after the storm, lumabas ang “bayanihan spirit” ng mga Pinoy. “Makatulong lang kahi’t konti,” katwiran nila.

kung walang volunteers, ano ‘to, komiks?

From Stella Arnaldo’s blog:

“At the offices of many civic groups and private organizations, hundreds of people showed up to volunteer in packing relief goods.

At the Tulong Bayan center at the Expo Centro in Cubao, Most of the volunteers were adolescents as young as 10 years old, along with their kuya or ate in high school and college.

They came in huge numbers, many of them barkadas, classmates or siblings, dressed just in their tees and shorts, wearing their Havaianas. All were just enthusiastic to do their share!

Technology / Windows 7 erases bad memories of Vista

A Windows to Help You Forget

by Walter S. Mossberg
Thursday, October 8, 2009

provided by

Microsoft's New Operating System Is Good Enough to Erase Bad Memory of Vista
In just two weeks, on Oct. 22, Microsoft's long operating-system nightmare will be over. The company will release Windows 7, a faster and much better operating system than the little-loved Windows Vista, which did a lot to harm both the company's reputation, and the productivity and blood pressure of its users. PC makers will rush to flood physical and online stores with new computers pre-loaded with Windows 7, and to offer the software to Vista owners who wish to upgrade.

With Windows 7, PC users will at last have a strong, modern successor to the sturdy and familiar, but aged, Windows XP, which is still the most popular version of Windows, despite having come out in 2001. In the high-tech world, an eight-year-old operating system is the equivalent of a 20-year-old car. While XP works well for many people, it is relatively weak in areas such as security, networking and other features more important today than when XP was designed around 1999.
After using pre-release versions of Windows 7 for nine months, and intensively testing the final version for the past month on many different machines, I believe it is the best version of Windows Microsoft has produced. It's a boost to productivity and a pleasure to use. Despite a few drawbacks, I can heartily recommend Windows 7 to mainstream consumers.
Like the new Snow Leopard operating system released in August by Microsoft's archrival, Apple, Windows 7 is much more of an evolutionary than a revolutionary product. Its main goal was to fix the flaws in Vista and to finally give Microsoft customers a reason to move up from XP. But Windows 7 is packed with features and tweaks that make using your computer an easier and more satisfying experience.

Windows 7 introduces real advances in organizing your programs and files, arranging your taskbar and desktop, and quickly viewing and launching the page or document you want, when you want it. It also has cool built-in touch-screen features. It removes a lot of clutter. And it mostly banishes Vista's main flaws -- sluggishness; incompatibility with third-party software and hardware; heavy hardware requirements; and constant, annoying security warnings.I tested Windows 7 on 11 different computers, ranging from tiny netbooks to standard laptops to a couple of big desktops. These included machines from Lenovo, Hewlett-Packard, Dell, Acer, Asus, Toshiba and Sony. I even successfully ran it on an Apple Macintosh laptop. On some of these machines, Windows 7 was pre-loaded. On others, I had to upgrade from an earlier version of Windows.
In most cases, the installation took 45 minutes or less, and the new operating system worked snappily and well. But, I did encounter some drawbacks and problems. On a couple of these machines, glacial start-up and reboot times reminded me of Vista. And, on a couple of others, after upgrading, key features like the display or touchpad didn't work properly. Also, Windows 7 still requires add-on security software that has to be frequently updated. It's tedious and painful to upgrade an existing computer from XP to 7, and the variety of editions in which Windows 7 is offered is confusing.

Finally, Microsoft has stripped Windows 7 of familiar built-in applications, such as email, photo organizing, address book, calendar and video-editing programs. These can be downloaded free of charge, but they no longer come with the operating system, though some PC makers may choose to pre-load them.
In recent years, I, like many other reviewers, have argued that Apple's Mac OS X operating system is much better than Windows. That's no longer true. I still give the Mac OS a slight edge because it has a much easier and cheaper upgrade path; more built-in software programs; and far less vulnerability to viruses and other malicious software, which are overwhelmingly built to run on Windows.
Now, however, it's much more of a toss-up between the two rivals. Windows 7 beats the Mac OS in some areas, such as better previews and navigation right from the taskbar, easier organization of open windows on the desktop and touch-screen capabilities. So Apple will have to scramble now that the gift of a flawed Vista has been replaced with a reliable, elegant version of Windows.
Here are some of the key features of Windows 7.

New Taskbar: In Windows 7, the familiar taskbar has been reinvented and made taller. Instead of mainly being a place where icons of open windows temporarily appear, it now is a place where you can permanently "pin" the icons of frequently used programs anywhere along its length, and in any arrangement you choose. This is a concept borrowed from Apple's similar feature, the Dock. But Windows 7 takes the concept further. For each running program, hovering over its taskbar icon pops up a small preview screen showing a mini-view of that program. This preview idea was in Vista. But, in Windows 7, it has been expanded in several ways. Now, every open window in that program is included separately in the preview. If you mouse over a window in the preview screen, it appears at full size on your desktop and all other windows on the desktop become transparent -- part of a feature called Aero Peek. Click on the window and it comes up, ready for use. You can even close windows from these previews, or play media in them.I found this feature more natural and versatile than a similar feature in Snow Leopard called Dock Expose. You can also use Aero Peek at any time to see your empty desktop, with open windows reduced to virtual panes of glass. To do this, you just hover over a small rectangle at the right edge of the taskbar.Taskbar icons also provide Jump Lists -- pop-up menus listing frequent actions or recent files used.

Desktop Organization: A feature called Snap allows you to expand windows to full-screen size by just dragging them to the top of the screen, or to half-screen size by dragging them to the left or right edges of the screen. Another called Shake allows you to make all other windows but the one you're working on disappear by simply grabbing its title bar with the mouse and shaking it several times.

File Organization: In Windows Explorer, the left-hand column now includes a feature called Libraries. Each library -- Documents, Music, Pictures and Videos -- consolidates all files of those types regardless of which folder, or even which hard disk, they live in.

Networking: Windows 7 still isn't quite as natural at networking as I find the Mac to be, but it's better than Vista. For instance, now you can see all available wireless networks by just clicking on an icon in the taskbar. A new feature called HomeGroups is supposed to let you share files more easily among Windows 7 PCs on your home network. In my tests, it worked, but not consistently, and it required typing in long, arcane passwords.
Touch: Some of the same kinds of multitouch gestures made popular on the iPhone are now built into Windows 7. But these features won't likely become popular for a while because to get the most out of them, a computer needs a special type of touch screen that goes beyond most of the ones existing now. I tested this on one such laptop, a Lenovo, and was able to move windows around, to resize and flip through photos, and more.

Speed: In my tests, on every machine, Windows 7 ran swiftly and with far fewer of the delays typical in running Vista. All the laptops I tested resumed from sleep quickly and properly, unlike in Vista. Start-up and restart times were also improved. I chose six Windows 7 laptops from different makers to compare with a new MacBook Pro laptop. The Mac still started and restarted faster than most of the Windows 7 PCs. But the speed gap has narrowed considerably, and one of the Lenovos beat the Mac in restart time.

Nagging: In the name of security, Vista put up nagging warnings about a wide variety of tasks, driving people crazy. In Windows 7, you can now set this system so it nags you only when things are happening that you consider really worth the nag. Also, Microsoft has consolidated most of the alerts from the lower-right system tray into one icon, and they seemed less frequent.
Compatibility: I tried a wide variety of third-party software and all worked fine on every Windows 7 machine. These included Mozilla Firefox; Adobe Reader; Google's Picasa and Chrome; and Apple's iTunes and Safari.
I also tested several hardware devices, and, unlike Vista, Windows 7 handled all but one smoothly. These included a networked H-P printer, a Canon camera, an iPod nano, and at least five external flash drives and hard disks. The one failure was a Verizon USB cellular modem. Microsoft says you don't need external software to run these, but I found it was necessary, and even then had to use a trick I found on the Web to get it to work.

System Requirements: Nearly all Vista PCs, and newer or beefier XP machines, should be able to run Windows 7 fine. Even the netbooks I tested ran it speedily, especially with the Starter Edition, which lacks some of the powerful graphics effects in the operating system. (Other netbooks will be able to run other editions.)
If you have a standard PC, called a 32-bit PC, you'll need at least one gigabyte of memory, 16 gigabytes of free hard-disk space and a graphics system that can support Microsoft technologies called "DirectX 9 with WDDM 1.0." You'll also need a processor with a speed of at least one gigahertz. If you have a newer-style 64-bit PC, which can use more memory, you'll need at least two gigabytes of memory and 20 gigabytes of free hard disk space. In either case, you should double the minimum memory specification.

Installation, Editions and Price: There are four editions of Windows 7 of interest to consumers. One, a limited version called Starter, comes pre-loaded on netbooks. A second, called Business, is mainly for people who need to tap remotely into company networks (check with your company to see if you need this). A third, called Ultimate, is mainly for techies who want every feature of all other editions. Most average consumers will want Home Premium, which costs $120 for upgrades.
The system for upgrading is complicated, but Vista owners can upgrade to the exactly comparable edition of Windows 7 while keeping all files, settings and programs in place.
Unfortunately, XP owners, the biggest body of Windows users, won't be able to do that. They'll have to wipe out their hard disks after backing up their files elsewhere, then install Windows 7, then restore their personal files, then re-install all their programs from the original CDs or downloaded installer files. Then, they have to install all the patches and upgrades to those programs from over the years.
Microsoft includes an Easy Transfer wizard to help with this, but it moves only personal files, not programs. This painful XP upgrade process is one of the worst things about Windows 7 and will likely drive many XP owners to either stick with what they've got or wait and buy a new one.
In my tests, both types of installations went OK, though the latter could take a long time.
Bottom line: Windows 7 is a very good, versatile operating system that should help Microsoft bury the memory of Vista and make PC users happy.

Crucial meeting on Panglao
Airport with GMA set Oct. 6

The fate of the multi-billion Panglao Bohol International Airport will be known during a crucial meeting with Pres. Gloria Macapagal-Arroyo in Malacanang on Oct. 6.

In attendance during the meeting will be the heads of the national government agencies involved in the proposed project which was earlier announced by the President to be completed by April next year.

Gov. Erico Aumentado who is known for his mega projects in the province categorically told the President that if the airport project would be derailed, then, it "could be the biggest issue in Bohol against the administration candidates."

The governor who is a known political leader of the President has oftentimes relayed Ms. Arroyo's commitment to complete the project within her term.

However, latest developments revealed that due to the delayed implementation of the project, the cost overrun of the project would cost 76%, increasing the project cost to P7.5 billion as against the outlay of P4.2 billion previously approved by the National Economic Development Authority-ICC technical board.

The governor, in his letter to Pres. Arroyo dated Sept. 23, 2009, said "we have to solve the funding deficiency which only Your Excellency can provide the necessary solution to the problem at hand."

He cited that what aggravated the problem in the sourcing of funds was the "realignment by the Department of Budget and Management (DBM) of the allocation for airports under the Department of Transportation & Communication (DOTC) outlay to the Civil Aeronautics Aviation Authority (CAAP).

"Time is running out for the project," Aumentado told the President as he requested that the runway and allied facilities be started within the year.

Invited to attend the Oct 6 Palace meeting were DOTC Secretary Leandro Mendoza, MIAA GM Alfonso Cusi, DBM Secretary Rolando Andaya, PTA General Manager Mark Lapid, Tourism Secretary Ace Durano, CAAP chief/PPA General Manager Oscar Sevilla, NEDA-ICC Technical Board Chairman Rolando Tungpalan and Rep. Edgar Chatto.

The meeting is expected to address the problems on the airport project, particularly on the funding requirement.

The new cost estimate came out after the Philippine Japan Airports Consultants (Phil-JAC) completed its detailed engineering works for the airport project recently.

With so much delay in its schedules and barely over six months before the election ban on awarding government projects, the bidding for the airport construction and civil works is still in jeopardy as the source of the additional outlay has yet to be identified.

ANOTHER OPTION

Aumentado has a ready second option though - construct the terminal building and allied facilities under the build-operate-transfer (BOT) scheme.

Aside from the governor, expected at the brainstorming in Malacañang on October 6 are DOTC Secretary Leandro Mendoza; Manila International Airport Authority (MIAA) General Manager Alfonso Cusi; DBM Secretary Rolando Andaya; Philippine Tourism Authority General Manager Mark Lapid; Tourism Secretary Joseph Durano;
Caap Director General Ruben Ciron; and Philippine Ports Authority GM Oscar Sevilla who are supposed to be involved in the funding of the project under Section 6 of President Arroyo's Memorandum Order 210; NEDA ICC Technical Board Chair Rolando Tungpalan and Rep. Edgar Chatto.

In justifying the increase, the governor gave a comparative analysis between the airports in Panglao and Laguindingan in Misamis Oriental.

He said as proposed, the former has a 2.5-kilometer runway compared to the latter's 2.1 kms. only. Panglao Airport's terminal building will have a 1.5-hectare floor area while Laguindingan's that is financed by Official Development Assistance (ODA) has 7,000 square meters only but costs more than the former that is locally funded.
