That is the exact reason why EBA became a multi millionaire because of this mega projects with MEGA TAKING (stealing) of money from the public fund-the hard earned money of the tax payers and the public. What a shame!, pretending to have created huge developments in the island HOWEVER, most of it are unrealized and anomalous undertakings. Whew its a waste of public money. It threatens his credibility and integrity as a leader. Now that we already know who you really are, expect that you and all the candidates that you have endorsed will received nothing from us, boholanos. Thank you for 9 years of deceiving and abusing us.

In the meantime, and while Chatto and his group yet feel it is most necessary at this time to familiarize the people with their programs of government,  truths can wait to come from behind the cases of anomalies involving certain big projects in Bohol.  These include the following:

1) Bayongan Dam---The most expensive dam ever built on Earth.  According to then NEDA Director General Romulo Neri, the dam is the most expensive dam ever built in the world that caused the government to lose more than P3.6 billion

Aumentado defended the project.  The late Press Sec. Cerge Remonde had then claimed that the governor had made several follow-ups and guarded the issuance of checks.   Aumentado had sought Remonde’s assistance.

2) P165 million Talibon Dam---The Boholanos Against Corruption and Oppression led by architect Bobby Cericos, engineer Nilo Sarigumba and lawyer Timmy Cabatos had raised this issue to the Ombudsman.

3) Malinao Dam Spilllway---The dam falls short of its original spillway height by two meters, causing the government to lose P1.4 billion.  This is aside from another amount about to be loaned for the upgrading works costing P800 million.

4) The Bohol Circumferential Road Improvement Project (BCRIP), roads constructed by contractor RSD, and other road projects---Aumentado owes the Boholanos many explanations for the many substandard parts of BCRIP which were reworked (back jobs) when the budget of the project almost doubled the locally-funded projects.

Favorite big-time contractors Hanjin, CM Pancho, China and Gorones ought to follow international standard.

Local road projects which were implemented by other favorite contractor such as the RSD had work quality lesser than substandard.  Cracks were everywhere from Dagohoy to Trinidad.

There was apparent waste of public money.  Instead of demanding from the contractor to redo the bad works, Aumentado had secured additional budget for the asphalt overlay of the substandard project with reported overprice.  In cases as this, contractors could pocket government money twice.

LGU Philippines / POISON LETTER EXPOSED
April 20, 2010, 08:07:31 PM
Chatto cited facts and bared the truth to expose the ill intent of Aumentado’s published poison letter addressed to the Boholanos.

Aumentado was deceiving in claiming that he nominated Chatto for governor under Lakas.  He did not nominate Chatto until he was done in securing slots for Herrera and Abapo in NP.
Afterward, he submitted the Bohol line-up of Lakas with Chatto as governor naturally because he was already sure of Herrera and Abapo in NP.  The Lakas slate he submitted did not include Rep. Cajes for vice governor as earlier agreed.  This had surprised Cajes and later caused him to protest.

Recent events have proved that Abapo is the bet of Aumentado for vice governor.  But before and during the filing of candidacy, Aumentado also instigated Lim (now Chatto’s vice governor) to run for vice governor as an independent candidate.  He sensed that Cajes would beat Abapo.

If there is traitor then he is not Chatto but Aumentado and Herrera who both know the original grand design of fielding NP and Lakas slates in Bohol.  Aumentado has been obsessed to protect his vested interests in Villar and Pres. Arroyo, Padayon Bol-anon said.

Aumentado harbors hatred over his 52-vote lose for governor in Balilihan in 2004 election.  He would not appreciate the campaign of the Chattos which explains for the over 2,000 more votes he got in the same election compared to his votes there in the 2001 election.

Lakas workers in Tagbilaran City asked why Aumentado would not blame ex-Mayor Jose Torralba for his defeat in the city also in the said election.  “Is he afraid that Torralba would tell him that he also funded Mayor Lim in that election?”

The vote count in the city for governor in 2001 was totally reversed in the 2004 election against Aumentado.  It was a classic case of electorate distrust in a major candidate in the history of Bohol politics.

It was attributed to later proofs that Aumentado had lied to the people in the 2001 polls just to malign and defeat Relampagos.

Padayon Bol-anon asked that if Chatto and Cajes are the traitors to Lakas, why was Aumentado’s CONA revoked and not theirs.

Last night, National Party President Francis Manglapus denied Aumentado’s poison letter claim that Lakas presidential bet Gibo Teodoro, Manglapus and Gov. Migs Dominguez, also a ranking national party official, apologized to Aumentado.

There was no cause for sorry on their part for revoking the CONA because Aumentado himself knew that he deserved it, Manglapus told Chatto last night.  He said Aumentado did not ask for apology either.

Aumentado’s revocation was reconsidered strictly because certain senior party members cited the factor of relationship and not realities, according to Manglapus.

Finding himself already fallen from the grace of Lakas for his own doings, Aumentado invented the “grand alliance” with the local NP and other groups to justify his raising of the hands of the NP candidates in Lakas (Aumentado wing) proclamation rally in Talibon earlier.

This is part of his grand design of deception so that he can “legitimize” his act of distributing NP sample ballots with Villar’s name, Lakas analysts hinted.

They said Aumentado put malice to the unity mass with Chatto, Cajes and other Lakas leaders hours before his CONA was revoked.  He would not admit that not one of them was already aware of an imminent CONA revocation until it was transmitted here from national Lakas in the closing minutes of the deadline of the filing of candidacy.

The tag “smiling assassin” can only best describe Aumentado himself, Padayon Bol-anon countered.

For the first time, Chatto confessed that Catigbian Mayor Roberto Salinas had long then cautioned him to “watch out Aumentado this election.”  Salinas, now a conspirator with Aumentado, must have known well of the grand design of deception.

Chatto and Cajes said Aumentado could always smile when he needed the support of the three Bohol congressmen in securing development projects and their funds from Malacanang and various agencies.  When implemented, the projects would appear as a solo performance of the governor, they lamented.

Aumentado would love to accuse certain projects of being substandard and blamed Chatto or anybody and not the proper agencies implementing them.  As a veteran in Congress then, Aumentado should have known that congressmen would only secure or assist in getting funds and not implement the projects since they are assigned to proper agencies, Chatto said.

Aumentado did not tell the public that Chatto demanded from DPWH to order the contractor of a Panglao road project to redo a substandard portion.

If the governor is so concerned of the state of the development works in Bohol, then he should explain the anomalies-laden dams worth billions of pesos and road back jobs wasting additional taxpayers’ money in the Second District, Lakas supporters said.

Chatto said the grand design of deception has been unveiled for the people to judge, and the “good governor may be guided by whoever his god may be because it is certain that his conscience will be disturbed as time goes by.”

Bohol Chronicle

A grand alliance of deception is born with the formation of a rainbow coalition which only common shade is the color of election money, according to the advocacy group of faithful Lakas-Kampi-CMD leaders.

The Padayon Bol-anon was referring to the long-expected execution of a major part of the sinister plan of Gov. Erico Aumentado to pull to his side Vice Gov. Julius Caesar Herrera and former Provincial Administrator Tomas Abapo, Jr. of NP and Tagbilaran City Mayor Dan Lim of NPC and PMP against leading Lakas gubernatorial bet Rep. Edgar Chatto and his firm group.

The alliance includes Lim’s protégée, Oscar Glovasa, who is running for congressman in the First District against ex-Gov. Rene Relampagos, who is conceded by many as unbeatable.  Relampagos belongs to Chatto’s group.

In their press conference on Friday, Aumentado tried to ennoble their new union by calling it the Grand Alliance for Bohol’s Sustainable Development.

But Lim declared in the same forum that the alliance, which they also dubbed the rainbow coalition, is for the fall of Chatto, Rep. Roberto Cajes, whose wife Trinidad Mayor Judith Cajes runs for congresswoman in the Second District, and their steadfast allies.

In other words, to sustain the development is an alibi for the partisan merger appearing legitimate in cause and purpose.

For all the liars and their lies, some thus interpreted the grand alliance as “Grand A LIE YAN” or “Grand All Liars.”

Padayon Bol-anon sounded almost pretty sure that in creating the alliance, Aumentado thought he could pool the money and other resources from parties involved

He would then use them for his congressional comeback against the lady Cajes while hoping to end the otherwise useful political and public service careers of Chatto, the group said.

Second District leaders from practically all partisan sides observed that Aumentado’s congressional comeback against the Cajeses could be his political Achilles’ heel.

Lim has been so obsessed to destroy Chatto, believing that in succeeding he could at the same time frustrate the chance of his mayoralty rival, Vice Mayor Jose Antonio Veloso, to unseat him.  Veloso is a brother-in-law of Chatto, himself endeared to the Tagbilaranons.

Padayon Bol-anon said the rainbow coalition is blasphemous to sustainable development because it is by ways and motive a “grand alliance of deception or GAD,” which is the “grand executor of the grand design of deception.”

Lakas supporters need no explanation for the involvement of Herrera and Abapo in the alliance since the NP candidates were a part of original planners, according to Lakas vice gubernatorial bet Concepcion Lim.

The rainbow coalition could end up a “collision of storms” once they collide in getting advantage over the other within the alliance, self-styled analysts hinted.

Observers asked how could they be trusted to truly carry their respective national candidates to victory when they already declared, too, that they molded the alliance only for their own local political preservations.

                                         ALLIANCE IS
                                       NOT CREDIBLE
The grand alliance of deception or GAD lost its credibility as soon as it attacked Chatto and other true Lakas men and firm political leaders in its launching press conference.

Padayon Bol-anon asserted that Chatto is a good leader attacked by people of questionable and dubious characters.

Lakas mayors recalled that Aumentado loudly endorsed Chatto for governor in their party meeting prior to the filing of candidacies.

On Chatto’s birthday bash last February 21, Aumentado raised Chatto’s hands while citing the congressman’s credibility to succeed him.  It occurred inside the Balilihan gym.

The Lakas advocacy group said some destroyers of Chatto and his allies are politicians whose leadership and government rule are unprincipled, unfaithful, corrupt, dishonest, deceitful, autocratic, dishonest, oppressive, arrogant, immoral or trigger-happy.

Talks are awash about moves to reduce the votes for Herrera and share them to Cesar Montano for governor in exchange for the few LP men to join the alliance.  Herrera most likely does not know it yet if indeed the reports are true.

It has to be confirmed yet if Montano allowed his few LP candidates to coalesce in an alliance instigated by Aumentado and Herrera and legworked by Lim.

Aumentado is leading an honesty campaign when he, as a politician, is Bohol’s worst liar, Padayon Bol-anon blasted.  Years back, Herrera assailed Aumentado as a great pretender. Their conflict then sprouted from the Hamracu purchase and treasury bills.

The alliance with many presidents accordingly only showcases the very absence of principled politics.

In this regard alone, the rainbow coalition cannot thus claim to be composed of leaders who are sincere and not traitors, some sectors commented.
                                       WHO GOVERN
                                       FOR BUSINESS?
Supporters said it is not Chatto being heard having interest in Panglao island reclamation, City Square or formerly Agora, or running a recruitment agency right inside the office using government-paid staff.

Aumentado, Lim, Herrera and others in GAD can help the people to know the truth, Padayon Bol-anon suggested.

Lakas supporters asked how many businesses like arrastre services in many Bohol ports, smoke emission testing centers, lotto outlets and others are held by Aumentado or his children?

Padayon Bol-anon asked whose business interests are involved in Panglao real estate, Alicia-Ubay Forest Management Agreement, jathropa project, power transmission, Loboc hydro-power plant by Santa Clara, Bohol-Cebu water supply thru the Kantakoy Falls of Inabanga and Danao.

According to Cajes, lying has become as natural as breathing for Aumentado, adding that a liar advocating honesty this time is only aiming at perpetuating his lies.

Chatto agreed to the common observation that the alliance only amplifies Aumentado’s fear which is a shadow of his own doings.

Over a week before the rainbow coalition was announced, Aumentado already declared Herrera his candidate right on the stage of the rally of Lakas (Aumentado wing) in Talibon.

                                              NOT THESE
                                            CHARACTERS
God-fearing and well-meaning Boholanos would not want to be delivered to the hands of any leader who is oppressive or has hoodlum tendencies.

In the city, many residents have clamored for a leadership that is not associated with druglords, illegal gamblers and flesh traders or prostitution den operators.

Some Calapenhons, meanwhile, are traumatized whenever they recall the fate of a political worker of a lady congressional candidate gunned down in their town during the election in 1998.
                                    DECEPTION BY
                                     â€œIGNORANCE”
Town and barangay officials noted that Aumentado, Herrera and company pretended to be ignorant just to deceive the people using the Special Allotment Release Order (SARO) issued by the Department of Budget and Management (DBM) for various LGU projects of Chatto and Cajes.

To put the record straight, Boholano DBM Usec. Mario Relampagos clarified that SARO is a document proving the availability of fund. The notice of cash allocation will follow but a recipient LGU can start the project without it yet since the SARO itself is a guaranty of allocation.

Aumentado knows that a SARO is an obligation of the government and its recipient LGU can have the project performed after which the corresponding fund for the work is collected.

Just late last year, the DBM released P2 million to the provincial government after it issued the corresponding SARO for the fund from Chatto.  The fund covered Chatto’s aid to the province for the STARS Project and Panglao island masterplan.  Herrera and Abapo themselves wrote and requested Chatto to help fund the two Aumentado programs.

Chatto and Cajes assisted the Aumentado administration and never sabotaged any development projects.  In fact, Aumentado hailed the three congressmen on several occasions for contributing to the development of the province.

In the case of the Bohol Circumferential Road Improvement Project â€" Third Phase (BCRIP 3), the provincial government’s failure to speed up the right-of-way acquisition caused the delay of the approval of the nationalization of roads involved.

The congressmen passed a necessary bill in House but it stumbled in the Senate for lacking requirements by the provincial government.

But then again, each time that a project is delayed or fails to materialize, Aumentado would love to point a blaming finger to Chatto and, this time, Cajes, too, as the governor’s scapegoat for his own blunder.
Leaders in affected towns confirmed that Chatto succeeded to nationalize the provincial road from Antequera to Tubigon passing San Isidro and the Balilihan-Hanopol-Batuan road, apart from nationalizing the circumferential road in Panglao isl;and.

In the press conference, Aumentado was mad at his failure to secure the execution of the multi-billion-peso Panglao island airport project.  He said the next administration would implement it because of kickbacks.

The Boholanos have come to know that the expensive airport work has huge commission based on Aumentado’s own words.

That is precisely why Herrera said in the alliance press conference that corruption is natural and, thus, he sees nothing wrong with crookedness, they said.

According to the Philippine Daily Inquirer, there were attempts to rig the airport project bidding and that the project underwent pressures to be implemented now because it is “meant to raise funds for the coming elections. The story about it appears in the column “As I See It” of Neal H. Cruz and is published elsewhere in this issue.
                                     GOV’T SHOULD
                                 BE PARTICIPATIVE
Aumentado, according to Rep. Cajes, have dealt with capitalists, including foreign investors, to do business in Bohol without consulting other Bohol leaders.

Even the courtesy of a mere information is wanting in some of these projects, he stressed.

“This was what he did about the Panglao reclamation.  He had it supported by the Herrera-led capitol board in record speed despite the project’s tremendous impacts on ecological dignity, said the last-termer solon who is now running for mayor in Trinidad.

Cajes said the same is true with the sprawling bio-ethanol or seaweed processing business which will cover point one million (.1 million) hectares spanning a 75-years lease of the Danajon waters without any consultation with the stakeholders.

LGU Philippines / CCHOPE loses credibility
April 11, 2010, 04:48:21 PM
The Coordinating Council for Honest, Orderly and Peaceful Election (CCHOPE) created by Gov. Erico Aumentado and headed by Provincial Local Government Operations Officer (PLGOO) Rose Mascariñas has lost its credibility, its recent activities have indicated.

Some quarters, meanwhile, would like to know if some CCHOPE members have been used in the “unwanted and unwarranted” deployment of armed units to certain areas in Bohol to serve certain political interests.  The CCHOPE includes the police and military.

The lady director of the Department of Interior and Local Government (DILG) in Bohol was herself electioneering when she allowed the Nacionalista Party (NP) candidates to distribute provincial aids in the recent orientation on automated election, according to barangay officials.

Mascariñas’ vice chairman of the CCHOPE is lawyer Eliseo Labaria, provincial head of the Commission on Elections, who was not in the orientation.

The orientation, held at Bohol Tropics days before the start of the campaign period for local candidates, was attended by the barangay captains from First and Second Districts.

While the intent of the affair would suggest what activity should take place, the giving of financial aids by NP candidates Vice Gov. Julius Caesar Herrera and Ex-Provincial Administrator Tomas Abapo, Jr. instead highlighted the event, captains said.

They said the local DILG notices said provincial aids would be given during the orientation, but there was no mention of who would distribute the financial assistance.

No captain would believe that Aumentado had no brain part of the plan to benefit the NP candidates despite his self-claim to be still a faithful Lakas-Kampi-CMD man.

Abapo declared in a press conference after the orientation that the NP would adopt Aumentado as its guest candidate.

Aumentado’s group using Catigbian Mayor Roberto Salinas and few others as fronts had abandoned Lakas by declaring support for the NP bets.

Aumentado did not appear in the gathering of the captains but Abapo, who is no longer a provincial official, instead came together with Herrera to distribute the provincial barangay aid.

Reports said the group, still using Mascariñas and the CCHOPE, would gather other barangay figures like tanods.

Well-meaning Boholanos said Mascariñas should not have allowed the CCHOPE to be used for whoever’s politicking.  The council membership alone of figures held with high esteem like Bishop Leonardo Medroso should have been respected, they said.

It was the PLGOO herself who announced in the captains’ automated election orientation that they had come to the part of provincial aid distribution.

A governor’s office worker then got the microphone to introduce Herrera together with Abapo for the giving of the financial aids worth P10,000 to each captain.

Abapo, despite his being no longer officially connected with the provincial government, would then shake hands with the captains as soon as Herrera turned over the aids.

Herrera was made to deliver campaign promises to the barangay officials on the same occasion.

Board Member Concepcion Lim joined her fellow captains in that activity, but she left the venue when the NP bets distributed money aids.  Captains said Lim was the one who felt ashamed for Mascariñas, Herera and Abapo.

Lim, the vice gubernatorial candidate of Lakas and runningmate of gubernatorial aspirant Rep. Edgar Chatto, attended the affair also in her official capacity as the provincial federation president of the Association of Barangay Councils (ABC).

Lim was not accorded respect even if she is the Bohol head of all barangay captains or the Liga ng mga Barangay.

Meanwhile, Mascariñas suddenly disappeared, leaving the captains whom she otherwise all called to the automated election orientation.

“We expected the DILG officer to give us any additional advices before our orientation would formally end,” one captain said.

Some captains made sarcastic remarks.  They said there had been barangay requests for aids from Herrera but they had not been acted for years until this election season has come.

Si Chatto maoy unang kalihim=heneral sa Union of Local Authorities of the Philippines (ULAP).

Siya maoy principal author sa Kongreso sa National Tourism Act of 2009, Bohol Island State University (BISU) Law, Expanded Special program for the Employment of Students (SPES) Law, ug uban pa.

Rep. Edgar Chatto’s gubernatorial bid has gained wider ground, this time with the support of the Bohol Provincial Federation of Parents â€" Teachers Associations (BPFPTA).

Not just that, the standard bearer of Lakas-Kampi-CMD drew affection from municipal and barangay leaders in Baclayon for converting their leading public secondary school into a national high school.

The umbrella organization of the PTAs in this province rallied behind Chatto “for we know that one of his priority programs is…the promotion of education.”

The BPFPTA expressed its “strong and unconditional support” to Chatto “for governor” in a resolution passed during the meeting of its officers and board of directors.

The federation cited his education programs that include separate scholarships for the poor but deserving students and the children of barangay officials, support to the schools and assistance to the PTAs.

No singular elected Bohol official has supported and sustained the education of already thousands of students than Chatto, according to sources from the education sector.

The solon has built classrooms and provided other facilities in practically all year levels from preschool to college.

The BPFPTA voiced its choice of Chatto for governor while his political detractors continue to inject malice into his many remarkable contributions to education in Bohol.

Another important program supported by Chatto is the promotion and enhancement of computer literacy and information technology in schools.

Department of Education (DepEd) officials and teachers lamented that there have still been partisan quarters who would charge that the computer units were overpriced.

They said essential instructional and reference softwares and programs in various subjects were installed by experts into the computer system, which explains for the additional cost.

Chatto’s role was only helping the DepEd secure fund for its computer literacy and information technology projects, they asserted.

Chatto poured millions for the construction of a spacious, decent and permanent DepEd-Bohol Division Office building.

To date, many have regarded the creation of the Bohol Island State University (BISU), which has six campuses, as Chatto’s most significant work for Bohol education.

He principally authored the law converting the then Central Visayas State College of Agricultue, Forestry and Technology into BISU, the first and only state university in the province.

The BPFPTA officers said “we know for a fact that the good congressman is very approachable, performing and an awardee of the Lingkod Bayan Award by the Civil Service Commission as most outstanding public servant when he was our vice governor.”

As one prize, the Philippine government raised Chatto’s salary at that time as vice governor equivalent to that of the provincial governor.

No other elected Bohol public official has been conferred such an honor and equaled him in this respect.
                                          BACLAYON LEADERS
                                               THANK CHATTO

The Sangguniang Bayan (SB) of Baclayon and Barangay Council of Poblacion passed in their joint session a resolution thanking Chatto for converting the Baclayon High School into the Baclayon National High School.

They cited Chatto’s law, Republic Act 9806, which establishes the national high school and provides regular national funds for its operation.  Pres. Gloria Macapagal-Arroyo signed it into law late last year.

“The nationalization of the school will contribute to the general welfare of the teachers, students and the whole community,” according to the joint resolution sponsored by Kag. Erico Joseph Cañete and approved by Mayor Alvin Uy.

The joint session was led by Vice Mayor Marilyn Rubillar Uy, SB presiding officer, and Poblacion barangay captain Jorge Naron.

Chatto nationalized several other schools in Bohol thru his laws in Congress.

More than proximate to the expectation of the Boholanos, Rep. Edgar Chatto has accomplished much in his diligent and intellectual nine years in Congress.

While crafting laws and policies, the solon of the First District of Bohol secured funds and all other supports to development projects and service programs affecting varied sectors and constituencies.
The upgrading of education, tourism and agriculture has been among his top priorities contributing to the fulfillment of the Bohol vision as a prime eco-cultural tourism destination and a balanced-agro industrial province.

Chatto led the formal launching of the Bohol Island State University â€" Clarin Campus as an effect of his law, Republic Act 9722, converting the then Central Visayas State College of Agriculture, Forestry and Technology into the BISU.
The Clarin school was the first CVSCAFT branch to be be formally launched into a BISU campus.  The BISI has five other campuses, including the main in Tagbilaran City.

Mayor Hermogenes Dizon, himself a teacher, said never did it come to their minds that one day, and in his term at that, that a university would be established in a lowly fifth-class municipality like theirs.
Principally authored by Chatto, the BISU law established the first and only state university in this province of the country, making quality university education accessible by the poor in distance and cost.

The Tourism Act of 2009, a milestone legislation of both national and local importance, is another cause for the Boholanos’ pride in Chatto, who is the principal author of the law and chairman of the tourism committee of the House of Representatives.
The law declares tourism as an engine of national economic recovery and growth while industry keyplayers and stakeholders hailed it as the Philippine bible of tourism.

Chatto brought honors to the country when he presided over one of the four major plenary sessions during the 6th International Tourism Forum for Parliamentarians and Local Authorities initiated by the United Nations World Tourism Organization (UNWTO).

In Congress, Chatto secured funds for the agriculture sector whom he represents as senior vice chairman of the committee on agriculture.  He supported policies modernizing the agriculture and fishery on a laudable intent of capacitating even the most lowly farmhands.
The unwanted bureaucratic fats poison transparency, a wanting value in the government of men, and kill people’s trust in public servants.

Chatto thus crafted, as one of its principal authors in the House, the Anti-Red Tape Act.  The law mandates for a Citizen’s Charter in each local government unit and every frontline agency, among others.
One more Chatto legislative legacies is the law expanding the Special Program for the Employment of Students.  The law grants the poor students more opportunities to earn from vacation works that at the same time serve as their hands-on course training and earn for them academic credits.  Their wages will be used for their next schooling.

Chatto’s legislative efforts have addressed infrastructure concerns, too, like his laws nationalizing major and vital provincial roads.
Nationalized roads have regular national funds for annual maintenance and, ultimately, enduring improvement like concreting.

Chatto has, therefore, caused the provincial government to save millions in road funds and instead spend them for other essential projects or basic services like health care.
The congressman is a staunch advocate of a consultative and participatory government so that he would always confer with the local leaders on their priorities for support and assistance from concerned national agencies.

One of his current major projects is the concrete conversion of the sleepy Catagbacan port in Loon into an international cruise ship port.
He is a visible figure in Congress at sessions for which he has consistently been cited among the few solons with perfect attendance. He could always report to his constituents the doings in Congress.
One more landmark law, a socially sensitive legislation, of which he is one of the main fathers in Congress is the Cheaper Medicines Act.

Chatto’s other standout works as their author or co-author are the laws on rent control, the strengthening of the University of the Philippines Charter, amendments to the Cooperative Code of the Philippines, establishment of the National Book Development  Trust Fund, strengthening of the regulatory capacity of the Bureau of Food and Drugs, and strengthening of the Comprehensive Agrarian Reform Program.

He has a special law declaring every July 27 as a special national working holiday in recognition of the founding of the Iglesia Ni Cristo in the Philippines.

The Roman Catholic Church and Human Life International awarded him as a pro-God, pro-family and pro-life legislator.  His Eminence Ricardo Cardinal Vidal conferred him the honor.

His previous legislative contributions are now parts of the Anti-Money Laundering Act, amendments to the 1972 Dangerous Drugs Act, amendments to the Balikbayan Program, the granting of 10-year period for filing free patent applications, Magna Carta for Micro Enterprises, Government Procurement Act, Absentee Voting Act, Geodetic Engineering Act, declaration of every December 4-10 as National Human Rights Week, Anti-Trafficking of Persons Act, and the declaration of August 21 every year as Ninoy Aquino Day.
Chatto is one of the Ten Outstanding Boholanos Around the World (TOBAW) awardees given during the Tigum Bol-anon sa Tibuok Kalibutan (TBTK), the grandest provincial reunion of Boholanos held in every two years. The TBTK is unprecedented in the country.

Edgar Chatto.

Niingon bitaw si Abraham Lincoln "You can fool some of the people all of the time, and all of the people some of the time, but you can not fool all of the people all of the time".
