The revised time line of activities for the construction of the Panglao Bohol International Airport, as prepared by the detailed engineering and design consultant, will be presented to the President in a dinner meeting at Malacanan Palace on Dec. 3.

Our fellow Boholanos, our stakeholders, and all those who care for Bohol's future can be rest-assured by the fact that the Provincial Leadership is looking at the bigger picture in the implementation of the airport project.

We totally agree with the concerns raised -- the urgency of having a reliable water system to meet the increasing demands, environmental impact, improved vehicular access to Panglao Island, and other legitimate issues. Yes, these issues can and are actually being addressed simultaneously (rather than dealing with the water supply issue first, as suggested by some distinguished members of this forum) especially that we cannot afford to delay the operation of the new airport in view of the continuing dangers we experience while using the Tagbilaran Airport.

I am very pleased of the private sector's interest, such as the members of this forum, to help develop the potentials of the Chocolate Hills. The truth is, I have heard comments that the Chocolate Hills is just a 30-minute thrill. I am very delighted when one of the outputs of the team of provincial government employees whom we sent to Australia for a 1 week training on economic enterprise came up with a business plan for the Chocolate Hills entitled, "A Thousand Thrills for the Chocolate Hills".

Please encourage everyone and help us campaign for the Chocolate Hills to make it to the New 7 Wonders of Nature.

Salamat, Mr. Ligalig, niining topic.

Please allow me to add on the statement that there is no need for the provincial government to waive its right to buy-back the Salcon group's 70% equity in favor of the city government before the latter could make its offer to buy.

A waiver of the the "right to first refusal" is only necessary when we are talking about unsubscribed shares. The "right to first refusal" is intended to prevent the dilution or the equity of a shareholder. For example, a corporation has 2,000 shares of which only 1,000 shares are subscribed (meaning: owned). If the board of directors decide to increase the company's capital by selling the remaining 1,000 shares (which are still unsubscribed; no owner), the existing shareholders have the right to exercise the right to be the first to buy these unsubscribed shares in accordance with the proportion of their existing equity. So, if one stockholder owns 10 shares, he is entitled to be given preference to buy 10 shares out from the remaining 1,000 shares. Other interested investors can only buy from the remaining 1,000 shares when the existing shareholder will refuse to buy (hence the term right to first refusal). In the same manner, existing shareholders can only buy additional shares in excess of the proportion of their existing equity when the other shareholders are not interested. So, when a share holder has an existing 800 shares and he wants to buy 900 shares from the 1,000 shares being offered, he can only buy the excess of 100 shares when the other shareholders interpose no objection.

It's a different thing when the shares are already subscribed because the stockholder can sell it to whoever he wants. In this event, there is no diminution of the equity of the other existing shareholders. The proportion of their equity remains the same.  Unless, of course, it is a closed corporation wherein there is a provision in the articles of incorporation that any sale of shares of stock can only be made to the existing shareholders or incorporators.

The 70% to be bought back is already subscribed by the Salcon group.

Palihug magpablin kitang mabugnawon.

Mga pinangga kong mga Bol-anon:

Please let us not over react to the report that the road leading to Boom Boom's village will no longer be concreted following because of his defeat.

Is it not a common practice for government officials to announce that he or she will allocate this much amount for winners in important sports competition? This is an incentive to those who trained hard and a fitting recognition of a glorious achievement in sports. This is also in line with government's promotion of sports as a tool for nation building.

In the case of a boxer like Boom Boom, a promise could have been made that if he will win, he will receive say P500,000.00 which he can spend in whatever way he like for his own personal benefit. And this would be perfectly fine as the government did to our gold medalists in the SEA Games and other international sports events.

But--and I hope you have not lost sight of this--instead of promising cash incentive for Boom Boom alone, the promise was made that a project will be pursued that will benefit the entire village; not just for one man, not just for one family.

It was a great misfortune that Boom Boom lost and my heart bled for his defeat. Had the promise been a cash prize for Boom Boom alone had he won, I am sure you would all understand when this prize will not be given to him -- because he lost.

But why condemn to high heavens now? Is there a difference between promising a prize for the individual's personal benefit and a prize that will benefit many people -- when both promises are based on the same condition: for the Boholano boxer to win the match?

Sometimes, we express our thoughts hastily without really thinking things through carefully. Often jumping into a conclusion that, in hindsight, will be looked upon with regret.

But this is perfectly understandable and at any rate, the non-concreting of the road is only temporary (if you have read the report carefully).

You are all forgiven.

Onicul85,

Your observation may be explained this way: The Visayas is usually pro-administration and gives its support to the sitting president--whoever he or she is.
Those in Luzon usually take the side of the opposition.

Ginoong Ferniz,

Matinahuron,

Erico

Oil exploration per se is not an affront to our national sovereignty because even the Constitution, ratified by the Filipino people, allows a joint effort with foreign corporations to utilize our natural resources.

This is not theft of natural resources because the State, the owner of every natural resource in our jurisdiction under the regalian doctrine, has consented to the exploration activity.

The oil exploration is part of national policy. Sa pagkatinood, the realistic options available to the local officials are:

- Negotiate with DOE and Service Contractor  to ensure the small fishers are compensated for the adverse effects of their livelihood. This responsibility is handled by the municipal local governments.

- Ensure the commitment of the project proponents that they will have to rehabilitate whatever environment damage will result out from the activity and on the tourism industry.

A court action was already filed asking for a Temporary Restraining Order to stop the conduct of the seismic activity. No TRO is issued yet and the court will still hear the side of the respondents (DENR, DOE, NorAsian).

Ug sa gikasulti ko na sa miagi, only the Supreme Court can issue a TRO to stop this kind of activity undertaken by the national government. By filing the complaint before the Regional Trial Court, wrong venue na and the judge will not risk to be held liable for ignorance of the law.

Laing punto mao nga ang Cebu did not show any opposition to the project, so it can be concluded its officials are in favor of it. Since the oil deposit is in the Cebu-Bohol Strait, the proponents can put the oil rig within the seawaters of Cebu but this does not mean the oil deposit within Bohol waters will not be "sucked" by the pumps.  This is the dilemma of the Boholanos. Basin na unya hinoon ug Cebu ra ang mabulahan and, whether we like it or not, the site of the oil rig would have an impact on our tourist's impression of our paradise.

Magkinahanglan kini ug mga scientific study (nga gisugdan karon og himo pinaagi sa Environtal Baseline Data Survey Technical Working Group nga giapilan sa Silliman University Marine Laboratory [now Institute for Environmental and Marine Studies]) to back up the needed change.

The NPAs will not lift a finger. Sulti-an ko kamo ngano:

- The bulk of the profit will go to the investor. This will not harm their cause.

- The bulk of the remaining profit will go to the national government which will go to the general fund which will ultimately go to the pork barrels of senators, congressmen and yes, including the party-list representatives -- a number of which have been suspected to be using their pork barrel to finance the operations of their armed counterpart.

- The remaining portion of the profit will be shared by the LGUs which may not generate substantial impact for the benefit of the local constituents.

Busa, nagatoo ako nga walay TRO nga ma issue.

My doctor said that the red wine that is good for the heart is the cabernet sauvignon. Any brand so long as it is of this kind. It also lowers blood sugar level based on my personal experience.
