HOUSE LEADER SERVES NOTICE ON FLOOD CONTROL, DREDGING PROJECTS, DAMS
I call upon all the national agencies and the local governments with flood control and waterway dredging projects, as well as those managing dams, to be on preparedness or yellow alert status now. Not later. Now.
The rainy season comes upon us every year, but some agencies, cities, towns, and provinces do not seem to learn lessons of the past. DREDGE THOSE RIVERS AND ESTEROS NOW.
Daig ng maagap ang masipag. Isa ito sa mga kasabihang Pilipino na totoo lalo na sa larangan ng pamamahala (governance). Matuto nawa tayo sa mga aral ng nakaraan.
Mag-ulat na dapat sa bayan at sa Kongreso ang mga ahensyang gaya ng MMDA, DPWH, LLDA, PAGASA, NAPOCOR, at mga punong bayan sa buong Luzon, pati na rin sa Visayas at sa Mindanao. HANDA NA BA SILA LABAN SA MGA BAGYO AT BAHA?
Evacuations will be more challenging now because of the pandemic. Crowding must be avoided at the evacuation centers. Vacant land must be identified as locations for temporary shelter facilities. Evacuation centers on high ground must be readied now.
Rivers and esteros overflow because they have become shallow. Their carrying capacity or ability to take and flow water out to the sea has become shallow because of silting, sedimentation, garbage, and toxins. The waterways must be desilted and cleaned of garbage before the monsoons and storms come.
Until now, many people responsible for disaster management, do not understand how the dams work. Some disregard dam notices and warnings. Instead, they wrongly blame dam managers. The time to educate the LGUs about dams was yesterday.
Evacuations are often done last minute. No more of that please. Thousands of residents on rivers, esteros, and canals should be evacuated days and weeks before the rains come, not when the floods are hours or seconds away. (END)
