THE HONORABLE
BERNADETTE “BH†HERRERA-DY

Chair, Committee on Public Information
Reaction to the public debate on fake news and purveyors of fake news FREEDOM, RESPONSIBLY
We now have an ecosystem of media. In this ecosystem, the traditional or mainstream media are the newspapers, radio stations, broadcast networks, and magazines, while the new media are the emails, websites, social media, and blogs. A third genre is emerging: virtual reality.
In this ecosystem, all the creatures great and small interact and are influenced by each other and the environments they happen to exist in. To keep matters organized and as sane as possible, we, the people, have the common good and rule of law as our guides, the beacons of light when darkness and confusion set in. The role of government in all of these is to lay down policies that are faithful to and implement the law and seek the common good.
Trusting in the common sense and sanity of responsible adults, I support self-regulation by each of the different sectors of the media and laws that will promote self-regulation and freedom of information.
To advance self-regulation, I, as Chair of the House committee on Public Information, am open to proposals from the exponents of mainstream media, new media, and virtual reality on how Congress can encourage, not hinder, self-regulation.
Free speech, whether spoken or written, are protected human rights. No matter how senseless, abrasive, or fiery. However, protected free speech is not absolute. Freedom of speech must be exercised responsibly. The right to freedom of speech ends where the rights of others begin. These are principles that transcend time and space and technologies.
