On December 13, 1990, President Corazon Aquino signed RA 6975, transforming the law enforcement agencies from military to civilian units, placing thereof under the jurisdiction of the Department of the Interior and Local Government (DILG). This was in accordance with the provisions of Section 6, Article XVI of the 1987 Philippine Constitution, which is to form "one police force... national in scope and civilian in character, to be administered and controlled by a national police commission." From this reorganization came the present-day Philippine National Police (PNP), the Bureau of Jail Management and Penology (BJMP), and the Bureau of Fire Protection (BFP). These units were formerly part of the Armed Forces of the Philippines known as the Philippine Constabulary-Integrated National Police (PC-INP) by virtue of Presidential Decree No. 765 of President Ferdinand Marcos in 1975. Nonetheless, prior to PD 765, police forces were previously under the direct control of the local government units.
While the BJMP and the BFP are directly under the administrative control of the DILG, the PNP has devolved into the supervision of another entity — the DILG's National Police Commission (formerly under the Department of National Defense), with the DILG Secretary as the Commission's ex-officio Chairperson. The PNP, likewise, assumes the police functions of the Philippine Coast Guard and the Philippine Air Force. It is also mandated to establish the Philippine Public Safety College (PPSC), an institution tasked to provide training and continuing professional education to all PNP, BFP, and BJMP personnel.
In 1998, RA 8551 amended some provisions of RA 6975 pertaining to PNP's personnel qualifications and role in internal security operations. It also laid down the vision of the PNP as "a community and service oriented agency responsible for the maintenance of peace and order and public safety." Later amendments were added concerning the BJMP and the BFP's further professionalization through RA 9263 in 2004.
