BILL FILED TO ALLOW VOLUNTEER WORKING ADULT PINOYS TO JOIN THE AFP AS RESERVISTS

Rep. Raul 'Boboy' Tupas (Iloilo 5th District), House Committee on National Defense and Security Chairman, has filed “Reservist Employment Rights Act” a bill that seeks to remove impediments to military reservist duty for working Filipinos.

"In recent weeks and months, a number of prominent people, mostly showbiz celebrities and government officials, have been admitted into the reserve force of our country's armed services. We also want to open the doors to reservist service to ordinary working Filipinos," Tupas said.

"However, there are chains preventing employed citizens from opting for reservist training and duty. House Bill 6077 seeks to remove those stumbling blocks and gain the open cooperation of employers in the private sector and government," the ranking solon and PMA alumnus added.

Tupas said, "the goal of HB 6077 is to encourage well-meaning and interested applicants from the private sector who would want to be given the chance to serve our country as members of military service preferably in non-combat units."

"Enabling working Filipinos to serve as military reservists will also help the AFP and Defense Establishment’s objective of increasing the percentage composition in the officer corps and ranks of enlisted personnel to a substantial figure," the former army captain also said.

The congressman explained, "legislation is needed to make sure reservists have jobs to return to without any demotion and no loss of pay, benefits, and seniority."

"HB 6077 is also needed to prevent employers from discriminating against job applicants who are reservists or intend to become reservists," he added.

"One way to appreciate the win-win gains of HB 6077 is how, through the implementing rules, the DOLE, DND, CSC, ECOP, and organized labor can institutionalize a reservist program for working Filipinos," Tupas suggested.

Tupas pointed out that HB 6077 provides for seven days of military duty leave with pay per year. The bill also has a provision for tax benefits and incentives for employers who enable their personnel to be reservists.

"The implementing agencies can, using the IRR,  make the military duty leave and the incentives key features of a reservist program because companies and government offices can schedule volunteering employees for availment of the military duty leave,"

"Participating companies and offices would be sharing in the honor of reservist duty. The IRR can provide for awards for employers who participate. They, too, can have their own badge of honor," Tupas said.

The congressman said, "soldiers have a massive reservoir of goodwill among the citizens they serve. Citizens see our soldiers as heroes, not as oppressors, criminals, protectors of organized crime, or human rights violators."

"HB 6077 seeks to tap into this reservoir of goodwill so there can be more volunteer reservists from able-bodied and patriotic working citizens," Tupas said. (END)
