THE HONORABLE RON P. SALO KABAYAN Party-list
Assistant Majority Leader

PRC, PRBS, CHED, SUCs ASKED TO MAKE CONTINUING PROFESSIONAL DEVELOPMENT AFFORDABLE, ACCESSIBLE
KABAYAN solon urges professional organizations to be more proactive in assisting members fulfill CPD requirements

In response to the growing dissatisfaction of PRC-registered and licensed professionals with how Republic Act 10912 (Continuing Professional Development Act of 2016) is being implemented by the PRC, I am urging the Professional Regulation Commission and all the various professional regulation boards to amend their “operational guidelines” for the CPD Law.

I appeal to the PRC and the Professional Regulatory Boards to make CPE (Continuing Professional Education) courses affordable by:
1)  instituting a reward system that will encourage professional organizations to be more proactive in helping their members fulfill the CPD requirement;
2)  regulate fees and rates of CPE training; and
3)  expanding the role and participation of state universities and colleges in the delivery of CPD programs or training.

The professional organizations should be more proactive in assisting their members fulfill the requirements set by RA 10912. PRC should reward those organizations that go for extra miles to make continuing education accessible and affordable for fellow professionals.

It is lamentable that the PRC and PRB IRRs for the CPD Law seem to have spawned a legion of private CPD providers that have become a new industry and have made CPD upgrading an expensive and elusive goal for many licensed professionals.

The SUCs are well-suited to provide CPD upgrading and updating for our professionals all over the country. They can be better implementors of the CPD Law than many of the private CPD providers.

I urge the Commission on Higher Education to, through the exercise of its power via the chairmanship of the SUC governing boards, to implement deeper and pro-active involvement of the SUCs in the delivery of CPD programs.

Lastly, I take this opportunity to congratulate the 13,025 passers of the criminology and the 762 soon-to-be new dentists who passed the dentistry licensure examinations.  (END)
