Besides Sergio Osmena and Carlos P. Garcia, will there be another Cebuano-speaking President of the Philippines?

Another Visayan was Manuel Roxas, however, he did not speak Binisayang Cebuano, but spoke Kiniray-a (A dialect of Ilonggo).
