A grand alliance of deception is born with the formation of a rainbow coalition which only common shade is the color of election money, according to the advocacy group of faithful Lakas-Kampi-CMD leaders.
The Padayon Bol-anon was referring to the long-expected execution of a major part of the sinister plan of Gov. Erico Aumentado to pull to his side Vice Gov. Julius Caesar Herrera and former Provincial Administrator Tomas Abapo, Jr. of NP and Tagbilaran City Mayor Dan Lim of NPC and PMP against leading Lakas gubernatorial bet Rep. Edgar Chatto and his firm group.
The alliance includes Lim’s protégée, Oscar Glovasa, who is running for congressman in the First District against ex-Gov. Rene Relampagos, who is conceded by many as unbeatable. Relampagos belongs to Chatto’s group.
In their press conference on Friday, Aumentado tried to ennoble their new union by calling it the Grand Alliance for Bohol’s Sustainable Development.
But Lim declared in the same forum that the alliance, which they also dubbed the rainbow coalition, is for the fall of Chatto, Rep. Roberto Cajes, whose wife Trinidad Mayor Judith Cajes runs for congresswoman in the Second District, and their steadfast allies.
In other words, to sustain the development is an alibi for the partisan merger appearing legitimate in cause and purpose.
For all the liars and their lies, some thus interpreted the grand alliance as “Grand A LIE YAN†or “Grand All Liars.â€
Padayon Bol-anon sounded almost pretty sure that in creating the alliance, Aumentado thought he could pool the money and other resources from parties involved
He would then use them for his congressional comeback against the lady Cajes while hoping to end the otherwise useful political and public service careers of Chatto, the group said.
Second District leaders from practically all partisan sides observed that Aumentado’s congressional comeback against the Cajeses could be his political Achilles’ heel.
Lim has been so obsessed to destroy Chatto, believing that in succeeding he could at the same time frustrate the chance of his mayoralty rival, Vice Mayor Jose Antonio Veloso, to unseat him. Veloso is a brother-in-law of Chatto, himself endeared to the Tagbilaranons.
Padayon Bol-anon said the rainbow coalition is blasphemous to sustainable development because it is by ways and motive a “grand alliance of deception or GAD,†which is the “grand executor of the grand design of deception.â€
Lakas supporters need no explanation for the involvement of Herrera and Abapo in the alliance since the NP candidates were a part of original planners, according to Lakas vice gubernatorial bet Concepcion Lim.
The rainbow coalition could end up a “collision of storms†once they collide in getting advantage over the other within the alliance, self-styled analysts hinted.
Observers asked how could they be trusted to truly carry their respective national candidates to victory when they already declared, too, that they molded the alliance only for their own local political preservations.
ALLIANCE IS
NOT CREDIBLE
The grand alliance of deception or GAD lost its credibility as soon as it attacked Chatto and other true Lakas men and firm political leaders in its launching press conference.
Padayon Bol-anon asserted that Chatto is a good leader attacked by people of questionable and dubious characters.
Lakas mayors recalled that Aumentado loudly endorsed Chatto for governor in their party meeting prior to the filing of candidacies.
On Chatto’s birthday bash last February 21, Aumentado raised Chatto’s hands while citing the congressman’s credibility to succeed him. It occurred inside the Balilihan gym.
The Lakas advocacy group said some destroyers of Chatto and his allies are politicians whose leadership and government rule are unprincipled, unfaithful, corrupt, dishonest, deceitful, autocratic, dishonest, oppressive, arrogant, immoral or trigger-happy.
Talks are awash about moves to reduce the votes for Herrera and share them to Cesar Montano for governor in exchange for the few LP men to join the alliance. Herrera most likely does not know it yet if indeed the reports are true.
It has to be confirmed yet if Montano allowed his few LP candidates to coalesce in an alliance instigated by Aumentado and Herrera and legworked by Lim.
Aumentado is leading an honesty campaign when he, as a politician, is Bohol’s worst liar, Padayon Bol-anon blasted. Years back, Herrera assailed Aumentado as a great pretender. Their conflict then sprouted from the Hamracu purchase and treasury bills.
The alliance with many presidents accordingly only showcases the very absence of principled politics.
In this regard alone, the rainbow coalition cannot thus claim to be composed of leaders who are sincere and not traitors, some sectors commented.
WHO GOVERN
FOR BUSINESS?
Supporters said it is not Chatto being heard having interest in Panglao island reclamation, City Square or formerly Agora, or running a recruitment agency right inside the office using government-paid staff.
Aumentado, Lim, Herrera and others in GAD can help the people to know the truth, Padayon Bol-anon suggested.
Lakas supporters asked how many businesses like arrastre services in many Bohol ports, smoke emission testing centers, lotto outlets and others are held by Aumentado or his children?
Padayon Bol-anon asked whose business interests are involved in Panglao real estate, Alicia-Ubay Forest Management Agreement, jathropa project, power transmission, Loboc hydro-power plant by Santa Clara, Bohol-Cebu water supply thru the Kantakoy Falls of Inabanga and Danao.
According to Cajes, lying has become as natural as breathing for Aumentado, adding that a liar advocating honesty this time is only aiming at perpetuating his lies.
Chatto agreed to the common observation that the alliance only amplifies Aumentado’s fear which is a shadow of his own doings.
Over a week before the rainbow coalition was announced, Aumentado already declared Herrera his candidate right on the stage of the rally of Lakas (Aumentado wing) in Talibon.

CHARACTERS
God-fearing and well-meaning Boholanos would not want to be delivered to the hands of any leader who is oppressive or has hoodlum tendencies.
In the city, many residents have clamored for a leadership that is not associated with druglords, illegal gamblers and flesh traders or prostitution den operators.
Some Calapenhons, meanwhile, are traumatized whenever they recall the fate of a political worker of a lady congressional candidate gunned down in their town during the election in 1998.

“IGNORANCEâ€
Town and barangay officials noted that Aumentado, Herrera and company pretended to be ignorant just to deceive the people using the Special Allotment Release Order (SARO) issued by the Department of Budget and Management (DBM) for various LGU projects of Chatto and Cajes.
To put the record straight, Boholano DBM Usec. Mario Relampagos clarified that SARO is a document proving the availability of fund. The notice of cash allocation will follow but a recipient LGU can start the project without it yet since the SARO itself is a guaranty of allocation.
Aumentado knows that a SARO is an obligation of the government and its recipient LGU can have the project performed after which the corresponding fund for the work is collected.
Just late last year, the DBM released P2 million to the provincial government after it issued the corresponding SARO for the fund from Chatto. The fund covered Chatto’s aid to the province for the STARS Project and Panglao island masterplan. Herrera and Abapo themselves wrote and requested Chatto to help fund the two Aumentado programs.
Chatto and Cajes assisted the Aumentado administration and never sabotaged any development projects. In fact, Aumentado hailed the three congressmen on several occasions for contributing to the development of the province.
In the case of the Bohol Circumferential Road Improvement Project – Third Phase (BCRIP 3), the provincial government’s failure to speed up the right-of-way acquisition caused the delay of the approval of the nationalization of roads involved.
The congressmen passed a necessary bill in House but it stumbled in the Senate for lacking requirements by the provincial government.
But then again, each time that a project is delayed or fails to materialize, Aumentado would love to point a blaming finger to Chatto and, this time, Cajes, too, as the governor’s scapegoat for his own blunder.
Leaders in affected towns confirmed that Chatto succeeded to nationalize the provincial road from Antequera to Tubigon passing San Isidro and the Balilihan-Hanopol-Batuan road, apart from nationalizing the circumferential road in Panglao isl;and.
In the press conference, Aumentado was mad at his failure to secure the execution of the multi-billion-peso Panglao island airport project. He said the next administration would implement it because of kickbacks.
The Boholanos have come to know that the expensive airport work has huge commission based on Aumentado’s own words.
That is precisely why Herrera said in the alliance press conference that corruption is natural and, thus, he sees nothing wrong with crookedness, they said.
According to the Philippine Daily Inquirer, there were attempts to rig the airport project bidding and that the project underwent pressures to be implemented now because it is “meant to raise funds for the coming elections. GOV’T SHOULD
BE PARTICIPATIVE
Aumentado, according to Rep. Cajes, have dealt with capitalists, including foreign investors, to do business in Bohol without consulting other Bohol leaders.
Even the courtesy of a mere information is wanting in some of these projects, he stressed.
“This was what he did about the Panglao reclamation. He had it supported by the Herrera-led capitol board in record speed despite the project’s tremendous impacts on ecological dignity, said the last-termer solon who is now running for mayor in Trinidad.
Cajes said the same is true with the sprawling bio-ethanol or seaweed processing business which will cover point one million (.1 million) hectares spanning a 75-years lease of the Danajon waters without any consultation with the stakeholders.
