Dr. Rene Azurin, management professor and columnist, writes that the failure to address the requirements of automated election may cause an irreparable damage to our democratic institutions. “Our democracy teeters on the brink of a precipice” he notes in this book that was recently launched together with the CenPEG (Center for People Empowerment in Governance) Report before a large group at the Ateneo. In 30 chapters adapted from his columns in Business World, Azurin convincingly presented the threats of automated polls. But he also provided alternatives which should be carefully considered by policy makers and concerned citizens. Among the concerns and issues that he had raised are:

We don’t realize that while automated polls eliminate some cheating, new (more dangerous) forms are introduced – that wholesale cheating is easier in automated polls – as all it requires is one knowledgeable programmer and a handful of strategically located officials who can provide access to the technology.

The PCOS machine of Smartmatic offer no way for the public to know that the returns printed by the machine is how the voter actually voted (Gus Lagman).

“We are aware that AES Watch, a broad coalition of more than 40 major national watchdogs and study centers monitoring poll automation, is up against powerful conglomerates of election operators that, in the final analysis, would have their way of running elections again in May, 2013.”

The automated system provided by Smartmatic might have been acceptable without the security safeguards if good faith could be assumed for all participants in the election exercise.

Automated cheating can happen by introducing subtly altered software code into each voting machine or canvassing server. It can be done during the data transmission and consolidation stage if the cheater has access to the private (digital) keys of authorized personnel.

Counting and canvassing is done by machines using the system vendor’s proprietary software. The public cannot view this process.

No review to test the trustworthiness of the software program because of the absence of the source code.

Just recently, Comelec Chairman Sixto Brillantes explained that he had just filed a $10-million suit against Smartmatic for its failure to produce the source code. How then would Comelec proceed?

Dr. Azurin also raises this question which he answers by saying that Smartmatic may provide Comelec an unlicensed software that it had retained, but which could contain the “faults and security flaws that were shown in the last election. Smartmatic had admitted that Dominion’s (company that owns the license of the PCOS software) software had glaring errors and demonstrated a failure to function fully.” Is this something we can live with?, he asks.

I will not go as far as boycotting this election but will strongly suggest (after listening to a number of arguments by independent-minded individuals and groups) that the Comelec consider using the “open election system” in 2016. Here, voting and counting at the precinct level would revert to the traditional manual style, but transmission, canvassing, and consolidation of votes will all be automated.

Azurin concludes by saying that “it is foolish to conclude that just introducing automated technologies into our election processes will mean the elimination of the long-standing problem of election cheating; that the incentives to cheat will be as strong as ever. Election rigging infrastructure – gangs of operators and collaborating officials – will remain in place and ready to perform for the appropriate sums.”

In fact, DILG Secretary Mar Roxas warns the public about a new technology that is easily available in the market (a relatively inexpensive gadget with four antennae) that can jam signals. This could block or delay transmission of data during election day and can trigger turmoil in polling places.

The message of Hacking Democracy, is clear – that we must continue to exercise vigilance. Everyone who is concerned about the future of our country should read the book. I wish, however, that he would be more optimistic about what he describes as our experiment with democracy.

We commend the appointment of Comelec Commissioners Lui Guia and Al Parreno, both very able and committed professionals.

aguy.  samot.  dinhi ra ba sa ato, when it comes to elections there are only two results; the winner and the cheated.  no loser ever said the election and canvassing and vote counting were fair.  now even computers are not coming clean.
