The sad politics of relief efforts

I-DILG Ninu Ning Mayora
Ang pagrasyon ug tubig sa atong lungsod pinili kadto rang tao sa Mayor ang guitaga-an. when the earth rumbles, it rumbles for everyone.  and god forbid, it can swallow everyone.  PLEASE LANG UNTA, no politics in relief operations.

once one becomes mayor, one becomes everyone's mayor, not just to his supporters.  let's pray that this mayor in this particular town would not hijack anyone's effort to further her own family's dynastic ambitions.  the campaign period is a long way off.  never have i heard of relief operations that need a mayor's go-signal to operate.

Relief goods started to arrive in Sagbayan town in Bohol on Saturday and hundreds of residents lined up at the municipal hall expecting to receive food packages donated by private groups and business organizations in Manila.

But many went home empty-handed.

Resident Tita Fajardo said only allies of local officials got top priority in the distribution of the goods, leaving nothing for indigent people who had been waiting for help for five days.

Fajardo said 30 people from remote villages lined up for relief at the municipal hall on Wednesday but were turned away.

“They prioritized their allies rather than those who badly needed [help],” she said.

Fajardo said she decided to give to the rejected villagers 15 relief tickets that she had planned to give to her neighbors because the indigents really had nothing to eat.

Valte said the Palace had received reports that “some local politicians” were withholding relief from towns where the goods were needed.

She said Interior Secretary Mar Roxas had issued orders to make sure that relief operations were not “tainted with politics.”

“If these allegations are proven against some supposed politicians, then we will not hesitate to move against them,” Valte said.

I've watched punto for punto this morning, and the discussion was about "dapat bang idaan muna sa mayor ang relief goods ng red cross at other NGOs" .. For me, okay lang mananghid sa mayor since siya man nakahibalo sa lugar pero dapat ang magdumala is kadtong organizations nga gusto manghatag ug relief gyud.. There was a misunderstanding between the Red Cross and the mayor of Maribojoc about the distribution of relief goods... The Red cross wanted to distribute the goods by their organization to make sure nga maabot gyud sa katawhan ang ilang hinabang but the mayor confronted them and telling them that he was disappointed bakit hindi idinaan sa kanya ang goods. He told also to Red Cross not to give any relief goods unless kung i-agi sa iyaha.. As what I've heard about the Mayor's side, mura'g defensive na man kaayo siya sa iyang tinubagan.. and it turned out, he was disappointed kay didto sa iyang kalaban gi agi ang relief goods..

My point is, political issues / conflicts should be set aside muna at times like this.. lalo niyong pinahihirapan mga tao.. so many people / organizations donated relief goods, money and many other pero gamay ra man ang natagaan.. Even other countries donated millions of dollars pero wala man matagamtaman sa mga tao just like the victims of Bagyong Pablo at Davao oriental, comval... ang mga sinakong bugas naa ra sa warehouse nangadaut... ang mga kaldero, gipanglawalawa-an lang... I pray to those government officials nga ihatag ang para gyud sa katawhan ug dili sa ilang kaugalingong interest lamang... and oh, one more thing, kani pod nanagan nga mga barangay candidate, nanghatag ug lighter and candle, pakapinan pa ug sticker nga nipilit ilang nawong ug name didto... hay naku.... :o

a little silver lining of this dark cloud of politics in the relief efforts--kadtong mga nawong sa barangay candidates nga gipilit sa kandila, masunog man gyod intawon ug apil... well, they asked for it.

Mel Abandula-Castro:

Their house badly damaged, my grandparents moved to safer ground camping out in a makeshift tent in a remote barrio in Maribojoc. My grandmother has never left my 92 year-old grandfather's side, who is still recovering from a stroke. She has been sleeping on a wooden plank for several nights now; and when the rain would pour in the night, she would curl up her knees to keep her feet from getting wet. When I visited them for the first time since the earthquake, I found they were not given their relief goods because 'they could no longer vote'. I'm casting aside my outrage at this utter disrespect to my grandparents, senior citizens who deserve to be given utmost attention and courtesy especially at this time of need. But if there's one thing I realized, it is that true love will always stand the test of time that not even the most terrible of tremors can shake, much less destroy. — with Israel B. Malasa.

Binay lambasted online for ‘epal’ relief bags

By Kristine Angeli Sabillo
INQUIRER.net
Tuesday, October 22nd, 2013

MANILA, Philippines – Netizens have been blasting Vice President Jejomar Binay for “electioneering” in earthquake-devastated provinces after photos of his labeled relief bags surfaced online.

At least two Facebook pages have shared the photo, showing a pile of relief bags labeled with Binay’s name and office logo.

The page “Expose Graft and Corruption in Government” posted the photo with the caption “Our money, Binay’s glory” while the “Anti-Epal” page said, “Pati relief goods for Bohol may pangalan o (Even relief goods for Bohol has his name). Not good. You’ve reached a new low, Mr. Vice President.”

Both posts have at least 2,800 shares each.

Netizens said there was no need to label the bags while others said it was a sign of early campaigning.

One person questioned if it was Binay’s personal money that was used to buy the relief goods but someone pointed out that the important thing was that the Vice President was there when he was needed by the people.

Specially sa mga projects and donations, hindi naman nila personal money yun eh, dapat standard yun na “Project of the Citizens of the Republic of the Philippines.”

(Facebook user Herbert Cambe said, “Placing the name of public officials [on relief bags and other government resources] should not be allowed, especially for project and donations. That is not their money. It should instead have a standard text such as “Project of the Citizens of the Republic of the Philippines.”)

“What about the money spent to buy those bags and to get them printed? That could have been more food for the Boholanons,” commented Wendell Abellanosa Dagatan.

While others urged people not to elect Binay in the 2016 elections, some defended him for helping those affected by the earthquake.

INQUIRER.net tried to contact the Office of the Vice President (OVP) for a reaction on the issue but has yet to receive a reply.

The OVP, in an earlier statement, said they have distributed 8,000 bags of relief goods to earthquake-affected families in Bohol last week, in addition to the efforts of their rescue volunteer team.

While others urged people not to elect Binay in the 2016 elections, some defended him for helping those affected by the earthquake.http://technology.inquirer.net/

for making fools of voters once again, the underscored is the better option indeed.  he never learns...

Mayor drives out Red Cross workers distributing quake aid

ABS-CBNnews.com
10/22/2013

MANILA - Maribojoc, Bohol Mayor Leoncio Evasco defended Tuesday his decision to drive out Red Cross volunteers who were distributing relief goods to quake victims in his town.

The Red Cross has accused the mayor of insisting on turning over the relief goods to the local government, which the group opposed because it is against Red Cross policy.

Evasco, however, said he was only after the fair distribution of the relief goods since some families were getting more than their share.

He also appealed for understanding, saying he has no intention of taking credit for the relief goods since it is his last term as mayor.

"What I didn't like is they just came in and we were not given the opportunity to discuss the mechanism on how to do it...At that time we could not produce the list on our own because we were tied up in responding to the needs, people are dying, people need food... Yung tatay pumila, yung nanay pumila, yung anak pumila. A lot of people were disenfranchised, and I said if we keep doing this magkakagulo, nagkagulo nga," he said.

"So I said if you insist on doing this, better stop and get out of this place."

Philippine Red Cross secretary-general Gwendolyn Pang, meanwhile, explained they follow a strict criteria in selecting beneficiaries because they don't have enough relief goods for all residents. She said the Red Cross has its own list of beneficiaries in the quake-hit areas.

She said they have to be accountable to their donors.

"Yung ie-entrust namin yun goods hindi pwede yun kasi pagbalik natin sa Manila, tatanungin ng donors: 'Saan nyo dinala yun goods?' Di namin masasagot yun," she said.

"Very important talaga na kami mismo...nakavalidate sa listahan namin, sinong pamilya ang tumanggap at pipirma sila."

tapukon lang nato ani nga thread ang atong disappointment aning mga politiko ug mga pasikatero nga puro di tawo ha?  basin-basin diay mo-backfire nila come election time; who knows we can improve as voters diay.

from a very, very angry netizen:

Planned exposure exposed!

I don't rant here in facebook, but this time is an exemption (and I am purposefully repeating myself here).

Overheard something a while ago. This person was just a few inch away from me. His name is Mr. Cortes of Let's Do Business ABS-CBN Cebu host.

He called somebody sa iyang cellphone...

Mr. Cortes: Maayong gabie bay! I heard u are planning to run for a government position. Pareho diay ta ani. Don't you think this is the best time, a good timing for exposure in Bohol. I'll call someone para matabangan ta dala medical team.

Hanged up then called up another person.

Mr. Cortes: Hello amigo nako nga gwapo! I am planning to go to Bohol. Let's bring Southwester University Medical Mission Team..... Oh yes, for exposure pero ipasekreto lang nato that's why i need to bring ur medical mission team. This is the best time to go there.

Then I turned my back kay sobra pa sa kasukaon akong gibati.

Mr. Cortes, ako ni binisay-on dri dapita para ka makasabot every single letter in the alphabet.

- Jannine A.C. Pon

some observations on this facebook revelation:

1. if the subject's name is really cortes, then lumad ni sa mandaue city.  may dugong politiko.  ug katuhoan nga makahulbot tuod ug medical team from cebu-based southwestern university.

2.  bohol pay adtoon?  kay ngano, wa ba diay linog sa cebu?  fine, there's less damage in cebu and bohol needs help more, but it looks like he is eyeing a senate run if he's not limiting himself to cebu.  ergo, boholanos, BEWARE OF A CEBUANO SENATOR WANNABE in 2016!

with the imboy touch.  tan-awa unsay apelyido sa lumansaray ug barangay captain.  dangan sa politiko ning imboy sa loay. the new breed of dynasty, loay version.  way gipasaylo, gikan sa barangay captain, councilor, mayor, provincial board member.  hahay, wa ra ba gyod intawon madungog nga naay abilidad bisan kinsa nila, unya sa cebu pa gyod ang residence.  unsaon, loay voters vote where the money is man gyod kuno...

Naa na pud diay dynasty ang Loay? :P
