MANILA - House Speaker  is backing the appointment of Chief Superintendent Raul Petrasanta, Central Luzon regional police chief, as the next Philippine National Police (PNP) chief.

Belmonte said he made the recommendation based on Petrasanta's performance in Quezon City when Belmonte was mayor.

He said that while he is happy with the work of PNP OIC Leonardo Espina, the PNP needs a chief. He confirmed that Petrasanta approached him for a recommendation.

"Unfortunately, he [Espina] could not be named as chief and his time is running short. He will be retiring very soon. As I found out now, there are quite a number of candidates and one of them is Petrasanta. I wasn't even aware he was a candidate. He approached me and sure enough, I know him. He served as station commander in Quezon City and my own recollection, he served well. He has become a regional director," he said.

The Speaker said there were many good police officials when he was mayor of Quezon City.

"When I was mayor of QC, it was really a good time because there were a lot of very good officers who were in rank of major or lieutenant colonel or even captain. Marami sila magaganda. Some of them have gone on. One is General [Leopoldo] Bataoil who is now a congressman. Another is Congressman [Samuel] Pagdilao. They all served during that period. Quite a number more waiting in the wings for their chance to be promoted for their collective professionalism," he said.

Belmonte defended Petrasanta from his pending case over the alleged sale of high-powered AK-47 rifles to enemies of the government, for which he was suspended.

He said the House already investigated the controversy and could not find proof.

"My own information is - his case had been looked upon by committee of [public order and safety] Jeffrey Ferrer. Pinapatignan ko in which they found nothing to connect with the sale of AK-47 to insurgents. Nakasali nga siya. It's a hurdle he has to go over but as far as I can see...

"It's better to have no 'bahid' but in a politicized situation, all sorts of people get 'bahid' and it's unfair to keep that against them for their entire careers even when their cases have been dismissed or no cases have prospered," he said.

"Sa police, it's almost like a risk that they all face. Obviously, before I recommended him, obviously the committee that will look upon it will have to closely examine that case or any other case. I'm just saying the case has been looked at by House and there was no adverse finding against him."

The Office of the Ombudsman earlier ordered the preventive suspension of Petrasanta and other police officers for their involvement in the missing 1,004 high-powered AK-47 rifles that were allegedly sold to the New People’s Army (NPA).

Petrasanta was also included in the list of officers who were suspended over links to the courier service contract between the PNP and Werfast documentary agency in 2011.

In both cases, Petrasanta was then chief of the PNP Firearms and Explosives Division.

The PNP Criminal Investigation and Detection Group (CIDG) earlier said it was able to validate information that firearms matching the serial numbers of the licensed AK47s issued to security agencies and a mining company were recovered following encounters between the military and NPA rebels in the Caraga and Western Mindanao regions.

Meanwhile, Belmonte said President Aquino still has the final say over who will be appointed PNP chief.

"That hasn't happened yet and mine is a recommendation based on his track record. The appointing authority has additional obligations to look at all those allegations. One other thing I quoted, I mentioned is the fact that he is relatively younger and will be able to remain in office two or more years," he said.

Espina is set to retire next month while former PNP chief Alan Purisima is set to retire later this year.

Petrasanta served in the Presidential Security Group (PSG) during the term of former President Corazon Aquino, which reportedly made him close to the Aquino sisters.

Other contenders include current PNP deputy chief for operations Deputy Director General Marcelo Garbo, PNP Logistics chief Director Juanito Vaño, and PNP Criminal Investigation and Detection Group chief Director Benjamin Magalong.
