SK Should Be Abolished Now, Sangguniang Kabataan is Useless

The Department of the Interior and Local Government (DILG) on Thursday submitted a proposed bill to Malacañang, which calls for the abolition of the Sangguniang Kabataan and the subsequent election of a youth representative during the barangay elections on Oct. 25.

DILG Secretary Jesse M. Robredo said that he is proposing for the repeal of Section 423 to 439 of the Local Government Code that will in effect totally abolish the SK.

Robredo is also seeking the amendment of Section 387 (a) and 390 of the same Code to include a youth representative in the barangay, who shall be elected at large by the youth aged 15 years old but less than 18 years old during the barangay elections.

Robredo said there is a need to abolish the SK council since it has not proven itself to be functional and effective in delivering its services under the Local Government Code.

However, he said that this will not deprive the youth of their voice in the barangay because this will actually strengthen the position of the youth owing the position as a regular member of the barangay council as youth representative. (PNA)

about time.  unsa man gyod tuod ang nahimo sa sk?  offshoot ra man tingali ni sa kang imee marcos nga kb sa una.  niresulta lang hinoon ni nga naay pool of young campaigners for trapos and for these young campaigners to become trapos much too soon. 

look at how an sk leader in bohol has become the center of controversy.  a pity if she's not guilty, too bad if she is.  but it seems she has become an extension of her parents' political ambitions and dreams of a political dynasty.  without that unwitting greed for power and money, she could just have been a normal student in a good school. as it is, she's been marked for life.  a pity.

In fairness, during the time of Imee Marcos, the Kabataang Barangay leaders (1975 to 1986) were chosen based on their intelligence and leadership capability. Sports development and responsible citizenry were their main concerns. Every barangay was very proud to select its best youth to compete in the municipal and provincial elections. There was no vote buying, only raising of hands. As youth representatives in the municipal or provincial councils, they did not receive salaries but modest honoraria, like P30 per session in the case of big towns. In a month at least one regular session and one special session (usually with higher honoraria, about P50 to P75) were held. The concreting of basketball courts in the barangays started during the KB years. Funds were mostly donations, or generated through "benefit dances" or "bayle tibuok kalibutan", or through the "envelopmental" popularity contest or "miss-miss".
