Last week’s regular session of the City Hall sent frustration to observers from the private sector and the councilors themselves, following the harsh comments that Councilor Zenaido Rama addressed to City Accountant Kurt Bungabong.
Bungabong gained the sympathy of the observers whenever Rama batted in just to confront him about his letter to the councilor even before Councilor Lucio Balbin, the acting presiding officer, could give him the floor.
Rama wanted Bungabong to explain why he claimed he was insulted.
Rama even asked if Bungabong, indeed, wrote the letter.
Before Bungabong could utter a word, Councilor Oscar Glovasa came to the rescue and rise, questioned Rama’s approach.
Glovasa explained that Rama should not be asking Bungabong by that time since the latter was invited to answer queries from City Councilor Bibieno Inting about the unliquidated financial assistance of the barangays.
However, despite Glovasa’s intervention, Rama continued to be rude in questioning Bungabong until Glovasa requested Rama to be declared out-of-order.
On this, Glovasa asked that Bungabong be allowed to leave the session and will be invited in their next regular session to answer the queries of Rama.
But Rama continued harassing Bungabong which prompted Glovasa to escort the accountant out of the session hall to stop the discussion.
While Glovasa and Bungabong were already outside the session hall, Rama turned to
ABC president Faro Cabalit to the extent of daring each other to a physical fight.
It only stopped when the other councilors pacified them.
After the incident, department heads of the city government expressed fear of appearing before the City Council in aid of legislation.
Inting said he hopes the incident won’t be repeated considering that the officials were duly elected by the people and are supposedly professionals.
Inting and Glovasa said that next time that they would invite a department head, the city council must make the invitation formal, indicating in the letter the intention and the issues that they shall shed light on.
Majority of the councilors pointed out that in case they have to resolve an issue it must be tackled in a civilized manner to avoid a repeat of the incident.
However, when the session resumed, Cabalit extended a reconciliation hand to Rama. - source: Sunday Post
