Executive Order No. 12, Series of 2021 from the Office of the Provincial Governor: AN ORDER EXTENDING THE IMPLEMENTATION OF THE MODIFIED GENERAL COMMUNITY QUARANTINE (MGCQ) IN THE WHOLE PROVINCE OF SOUTHERN LEYTE FROM APRIL 01, 2021 UNTIL APRIL 30, 2021
The following are the salient points:

SECTION 1. MOVEMENT OF PERSONS. The same policy for movement of persons, ages 15-65 years old and those with immunodeficiency, comorbidity or other health risks, and pregnant women shall be applied, consistent with that of the NIATF.

SECTION 2. STRICT IMPLEMENTATION OF MINIMUM PUBLIC HEALTH STANDARDS. Minimum public health standards, including but not limited to: physical distancing, hand hygiene, cough etiquette, and wearing of face masks and face shields shall be strictly implemented.

SECTION 4. GUIDELINES FOR NON-APORS. All LGUs are directed to comply with the following guidelines on the testing, quarantine and documentary requirements which are imposed to travelers who are not classified as Authorized Persons Outside the Residence (NON-APOR):
4.1 CLINICAL AND EXPOSURE ASSESSMENT. It shall be implemented in all ports of entry and exit to ensure that only asymptomatic, non-close contact individuals are allowed to travel or enter the local government unit of destination. Health assessment of passengers supervised by medical doctors shall be mandatory upon the entry in the port/terminal and exit at point of destination.
4.2 TESTING IS NOT REQUIRED WHEN ENTERING THE PROVINCE OF SOUTHERN LEYTE. Reverse Transcription Polymerase Chain Reaction (RT-PCR) Test is not required when entering in our province. Anyone entering in our province presenting a Negative Philippine Red Cross’ Saliva Test will be honored but not a requirement. Only that we will honor the said saliva result should it be opted to be presented in our province.
4.3 TRAVELERS SHALL NOT BE REQUIRED TO UNDERGO MANDATORY QUARANTINE OF 14 DAYS UNLESS they exhibit symptoms upon arrival at the LGU of destination.

SECTION 5. POLICY ON ISOLATION AND QUARANTINE. Isolation is done when someone is suspected or confirmed to have COVID-19. Quarantine is done when there is potential exposure to COVID-19. Below are the specific guidelines, to wit:
5.1. Mandatory Home Quarantine of 14 days for close contacts.
5.2. For those tested positive, further isolation is required to ensure safety of all concerned most especially the households or the immediate members of the family.
5.3. If a person in a household tests POSITIVE for COVID-19 and has cough, colds and/or fever, that person needs to immediately ISOLATE. All his/their household and close contacts need to undergo home QUARANTINE. Quarantine for the household and close contacts is MANDATORY for 14 days.
If anyone develops symptoms, they should be tested and ISOLATED. For asymptomatic close contacts, TESTING is NOT mandatory but may opt to be swabbed AT LEAST 5 days from exposure. If it yields a negative test result, still no roaming around outside the house as it DOES NOT release the asymptomatic from quarantine if a known close contact. They are encouraged to continue and to stay quarantined for the remaining 14 days whether negative for precautionary and safety purposes of oneself and to others concerned.
At the end of the mandatory 14 days quarantine, testing is not necessary for as long as a close contact remains asymptomatic.
5.4 ISOLATION typically lasts 10 days from the start of symptoms if you only have mild or moderate COVID-19. If at the end of 10 days, the patient has NO MORE SYMPTOMS for AT LEAST 3 DAYS, then he/she can be released from isolation by a competent authority (usually a physician). If the patient still has symptoms, isolation should continue until the patient has no more symptoms for at least 3 days. Patients with SEVERE COVID-19 shall undergo 21 days of isolation and to undergo repeat testing upon assessment and at the discretion of the healthcare provider.
5.5 For completely asymptomatic individuals with a positive COVID-19 test result, to undergo ISOLATION for 10 days from the date of the first positive test result. If the person develops symptoms during the isolation period, the 10 day period restarts from the exhibition of the first day of symptoms.
5.6 For travelers from abroad with possible exposure, they are required to undertake the following upon their return to their final destination LGU:
A. If they are able to present a valid proof of compliance of certain days of quarantine completion and upon verification of its validity, shall undergo the remaining days of the mandatory 14 days quarantine in the designated quarantine facility of the LGU concerned.
B. In the absence of any valid proof of compliance, they shall complete the mandatory 14 days quarantine in the designated quarantine facility of the LGU concerned or opt for a swab test on the 5th day of their quarantine and shall undergo the following:
b.1 Negative Result – continue and complete 10 days quarantine
b.2 Positive Result – additional 10 days quarantine from the day he/she was tested.
C. If they are able to present valid proof of a DOH Certification of application of vaccine from the country of origin coupled with a Certificate of Negative Swab Test Result in the Philippines, they shall undergo home quarantine for 14 days and shall strictly refrain from going out in the LGU concerned.
However, on account of the deadlier variant of the COVID-19 virus (B117 B1351), for ROFs who obtained a negative swab test result, the advice of the Quarantine Doctors will prevail.

SECTION 6. INTENSIFYING THE QUICK RESPONSE (QR) CODING SYSTEM. To ensure in every port areas and terminals the presentation of QR Code for the province or city concerned, whichever is applicable. Assigned personnel in port and terminals are required to religiously check the respective QR Codes of individuals upon entering in our ports and terminals and the record of those already vaccinated for registration in our QR Code system. With the use of the QR Code, this will show upon verification if they are vaccinated already.

SECTION 7. SALIVA TESTING. Saliva specimen on RT-PCR test is not required upon entry to the province. However, if required for employment or for any other purpose in the province, we will honor the saliva test result. If in cases that the LGU point of destination will require testing, we have the Philippine Red Cross for access on the conduct of saliva testing if other places will require negative result prior to entry.

SECTION 8. HOLY WEEK PROTOCOLS. In observance of the Holy Week, to ensure that in the religious place of worship or venue or where the religious activity is to be conducted, social distancing of 1 or 1.5 meters apart will be strictly practiced.
Tanods shall be deployed to ensure implementation of social distancing during the observance of the Holy Week.
For the conduct of religious procession, participation shall be limited to church officials/organizers and a maximum of 75 devotees only.
The percentage of churchgoers as pronounced by the National IATF guidelines will be followed. (Under Resolution No. 43, Series of 2020, Item No. 4 (d): “Mass gatherings such as but not limited to movie screenings, concerts, sporting events, and other entertainment activities, religious services and work conferences shall be allowed provided that participants shall be limited to 50% of the seating or venue capacity.)
