THE "SHOES" OF GOVERNOR RICO

The Bohol Chronicle

In a Hollywood film, Anthony Quinn portraying the role of the Pope in Rome, referred to his responsibility as taking on "The Shoes of the Fisherman ". The Fisherman, of course, was St.Peter the Apostle, the first bishop of Rome.

When the founder -publisher of the Chronicle bade goodbye, we editorialized then whether his sandals we were worthy to step into. It has been a metaphorical element for succession.

Who will fill then in Governor Rico's huge shoes as he steps out of Capitol?

An objective assessment of his nine-year term is in order.

Poverty has been partially beaten. From No. 16 poorest province, Bohol has moved to No.41. From 30% of barangays infiltrated by rebel ideology, Bohol is now declared "insurgency free" and a model for peaceful resolution of conflict.

Rice sufficiency is 113% while the Philippines remains the biggest importer of rice.

Tourism has done a "Great Leap" forward- ushering Bohol to eminence among the most preferred tourist destinations.

The circumferential roads glowingly litter the idyllic coastal towns, hydro electricity trying to compliment the Leyte grid supply, waterworks better in the city and some places, health benefits expanded, ports improved for RORO access and international airport soon to grace the Panglao rugged plains.

On balance, there are power shortfalls in some peak periods, a large percentage of households do not have access to potable water 50% of the time, Panglao does not even have adequate water supply, some irrigation projects not up to par in efficiency and NEDA rates of return and lack of adequate hospital facilities still felt by the rural poor.

The city airport remains an embarrassment.

Of course, there are questions, answers of which need validation as to how "clean" these mega projects: road, irrigation dams, and airports are. Only time will unravel those.

But in sum, it is hard to argue, that Governor Rico, being the province's Captain Ball, has left behind a legacy of achievement, buttressed by his undying loyalty to the President of the republic, Gloria Macapagal-Arroyo, Chief Budget Dispenser.

Of course, he had an undivided Capitol and three party mates as Congressman, in the midst of all these. But that also calls for expert human management skills to make all toe the line.

Still, the Man in the Capitol, has much to be proud of.

ENDURING STRENGTHS

The problem with an Achiever is the search for the successor who will try to approximate or duplicate his one tough act to follow, will be difficult. There are candidates and there are candidates. Who can stand up to Gov. Rico's outstanding traits?

Governor Erico B. Aumentado is a known workaholic whose sense of direction and sense of urgency was there on Day One he become a public official. This being "organized" in order to beat deadlines he probably partly got as reporter/writer/columnist of this paper for 15 years and editor of the Rafael Palma College campus newspaper. He also later became provincial correspondent of the Manila Times, one of the two biggest national papers in his time.

No less than President Carlos P. Garcia had egged Aumentado to try politics. He obliged by getting elected as board member( 19 years), vice-governor( 4 years), congressman ( 9 years and one time one of House Majority floor leaders and deputy Speaker of the House) and governor ( 9 years and head of league of governors).

Large shoes, those have to be. Governor Rico had personal strengths that carried him through quite handsomely through nine years as Chief Executive of the province.

What traits should his successor therefore have?

as governor, one needs a lawmaker who understands the workings of legislation as adjunct to development. Bohol needs a governor with endurance for long hours of work and seasoned enough to withstand the pressure cooker of a job.

Bohol needs a statesman who is not onion-skinned and can take a punch as well as given one; one vast experience in governance to know what switches to turn on linking Bohol to Manila's corridor of budgetary and administrative powers.

Bohol needs one with a certain sense of party principles as Governor Aumentado had, for the most part shown- endearing him to the party in powers- that- be for a good part of his nine years.

Lastly, governance is also salesmanship- of ideas and the skill to push the frontiers of Bohol's potential to the max level- to all parties- such that communication and empathy (verbal and written) is a must.

Are we looking for a superman? Maybe not?

What we are merely foisting are standards- and we have to raise the bar because this unfolding drama of national development has raised the stakes higher too- maybe even more than when Governor Rico Aumentado first started in 2001.

Study therefore your candidates and their platforms. Read more and guess less.

The next Governor should skillfully carry the baton from where Rico Aumentado had left his indelible mark. It would be a pity to lose this sense of momentum.

It's time for Aumentado to retire from politcs. He is very old. In 1966 when I was a first year college, he was already a board member. I'm 62 years old now. How old is Erico Aumentado?

I hope the next governor will do even better than Erico Aumentado, who has certainly raised the bar for public performance in local government.

If his predecessor's shoes are too big for him, he need not go barefoot at the capitol. The next governor should be willing to be mentored or take advice from him, while pursuing his own vision for Bohol.

eddie chatto is also undefeated in the field of politics. from being a mayor to vice governor to congressman. if the reports are true that majority of the mayors are no longer in his then this could his first debacle.

I believe that we should not believe all that's been said about candidates, and all that's been written...among the three governatorialbles...we should study hard and in depth the qualities, personalities, achievements and track record...Who has done the most for Bohol, Who is actually a Boholano? Should they win, would they stay and or reside in Bohol?...mao man gud ni ato pilitka...bisan ug taga Cebu registro lang one year before taga Bohol na...bisan tua nagpouyo sa Bulacan...the same thing... weel guess what? asa diay ila dughan?

I dont see in the horizon nga naay maka duplicate sa achievement ni Governor Aumentado. Even former boholano President carlos P. Garcia who groomed Aumentado for a seat in the provincial board in 1967, and lending him campaign funds because Pres. Garcia believe on him nga adunay abilidad, skills, and gi-destined nga maayong leader ug achiever sa bohol...

The greatest thing that Hererra has done was to give his full pledge support and trust to the leadership of Aumentado. He was good partner. Wala siya ma molitika. Dili pareha sa uban nga kay nag plano naman nga molansar, so nagpahiluna na daan aron mailhan ug naay ikalista kon unsay nabuhat ( nagpahumot na ba... calculated na ang actions). As a politician, I would say he was sincere in serving the Boholano people by trusting that the projects that Aumentado has implemented would have a big impact on the lives of Boholano.

You're doing the late President CPG a big injustice for implying that mas menos pa siyag agi kay ni Aumentado, which I suspect di ikahimuot ni Aumentado. You yourself said that he is Aumentado's mentor but it so happen that CPG was destined for a much higher public office, that as the President of the Republic of the Philippines. Does Aumentado have that destiny? I doubt it especially kon mobalik siya as a congressman unya ang presidente di niya kapartido. Diha ra siya kutob I even doubt his chances nga mahimong senador. Of course, only time will tell but basehan ang mga events sa karon I still stick to what I think.

Chances are Chatto might be the next governor, who knows? But he is a political butterfly (survivor diay matod pa sa iyang PR man) like Aumentado. Proof? Chatto was KBL, LDP then nahimong Lakas (later nahimong PaLaKa) sigon sa kinsay naa sa poder sa Malacanang. Aumentado was originally NP unya mibalhin sa Lakas (later nahimong PaLaKa).

Indeed, the "shoes" of Aumentado is big for the the next Governor but, it is not the only one available for the successor. Kanya kanyang style ug diskarte lang na. Ang importante para sa kaugmaon ug kalambo-an sa Bohol ug sa mga Bol-anon ilang buhaton.

All this talk of who's better is part and parcel of any election. Importante kaayo nga sala-on nato ang atong mga nabasa unya ila-ilahon ang mga nagsulti ani. I am neither a supporter nor an admirer of the two but I do appreciate all the good things they have done to my beloved province.

cesar montano - he's a new player to the politics of bohol. doesn't have experience at all since he lost in 2007 senate. however some people think he has the tool to be a great leader others said otherwise. but who knows, he might have a brilliant mind and can propel bohol to greater heights.

julius herrera - he's the current vice-governor and he belongs to a political clan of the herreras in cebu and we can say of bohol as well as his brother is a former 1st district congressman and senator while his nephew served as a mayor. most of his critics said that he's an incompetent vice-governor therefore not good to become a governor. he doesn't have the accomplishments of his predecessor who happens to be his bitter rival.

edgar chatto - he's the most popular political figure among the 3. we can see his name on TV, newspapers and magazines, we can hear it on the radios, we can see him on speaking engagements; he's everywhere. they said he's the best to become the next governor because of his experience. however critics said that he's a grand manipulator and deception is his game.

but then again, all has it's own if's and but's as we are not born perfect. choose what you think is the best for you because i will also choose what i think the best that can make bohol much better. i can't stand going back to bohol and see no big improvement. i have been to other provinces and all i feel is envy when I see things that I can't see in bohol. Fully paved wide roads, blooming businesses, new structures among others. we have no other option but to choose between the 3 men. however i still believe that there is still someone out there lurking around who is much better than them.

Agree ko aning past two threads...good observation and reasoning...maayo unta ingani ang mga botante nato...lisod jud tuod pulihan si Gov. Aumentado...whose numero uno quality is being a workaholic...I've known that he has some skeletons in his closet, but that does not diminish the things that he has done for the province...he brought bohol from one among the poorest to one among the best...in fact lakbay aral or its new name,...murag "benchmarking something" has attracted so many provincial delegations to see how this was done in our province.
Now we have a very limited choice for the next governor...mao jud na ang problema, naa untay mga maayo..di man winnable...so we are left with the three contending wannabees...analyse, discern and study the three, find a basis for your vote...then DECIDE...VOTE WISELY...DO NOT MAKE A GAMBLE OUT OF YOUR VOTE...make it count...in the hope that we could put in office One who could do an Aumentado or better...lastly let your vote carry a prayer for Bohol...

i couldn't have said it better than you, bnc...of topic, i once describe myself as bol-anon nga cebuano tungod kay after high school, cebu na akong base but staying true to my bol-anon roots, i remain a bohol voter during those times.

i did not transfer my voter's registration in cebu. im loyal to my birth place which is bohol. i always go home during election. i even served as BEI or poll watcher before.
