Pork barrel is not about funds or money. It is all about "politics" Philippine style. Even in western countries it is being practiced, so partly you are correct for their own "thru the efforts" line. However, and strictly, legislators like "Representa-thieves" and "Sena-tongs' are not supposed to disburse or have discretionary funds, like the pork barrel because it is in a true sense that's executive's prerogative. It was only during the regime of distatos Marcos that this is being practiced and now highly politicized. Mao na nga kining mga remnants ni Marcos like Chatto, et. al. cannot and probbaly would die without pork. (Please don't look at their bellies)
