As to the pork barrel, it is otherwise known as COUNTRYWIDE DEVELOPMENT FUND (CDF) allocated for all members of Congress (Senate & House) intended for their programs and projects in their respective jurisdictions - Senators (nationwide) while Congressmen or Representatives (district or party list).  Depending on the requests of various groups whether govt or political and private the same can be responded by the congressman using their CDF

Not because it is in the inquirer, you will believe na  Bella 5!  I am sure you are aware that Chito Fuentes is Herrera's man.  He is the short man who comes to VGO every now and then wearing shorts.  He is the dear friend of Herrera's newspaper writer Ric Obedencio, whose being a permanent employee of the Provl Govt is because of Cong. Chatto when he was the Vice-Gov.  I know deep inside Ric is a Chatto man but because of circumstances, he is just forced to be where he is now.    I know them very well, their true colors and intentions because I am from VGO.  Try to ask the present permanent employees of VGO and SP in general who will they vote for come May 10 - you might be disappointed to know the real score and story!!!  Do you know what you are saying?  Do u know what is a Pork Barrel? Please try to research what it is. . .

Sa DYRD & DYTR Survey ga lead si Herrera coz naa may manipulation nga gihimo.  Natingala ang mga bol-anong lungsuranon y man pugson hi Herrera ang iyang kaugalingon nga di pa man cya hinog.  Unsa may track record niya - mayor of calape & vice-gov of Bohol?  compared to chatto - provl board member of bohol, mayor of balilihan, vice-gov of Bohol & cong of 1st dist bohol - murag bija ra kaayo herrera.  In fact, i bet you come May 10 election, pildi herrera in his own home town calape while landslide chatto in his hometown balilihan!  Si Herrera sayon pangitaon pero lisod duolon, si Chatto lison pangitaon pero sayon duolon!  Bisag mangutana pa ka Bising, naa na cya VGO!!!

   Edgar Migriño Chatto of Balilihan, Bohol was born to proud parents Eladio & Victoria Chatto, married to Pureza Veloso and father of Esther Patrisha Veloso Chatto.  He is a lawyer by profession and a public servant by heart.

"Flying voters" involved in on-line
survey exposed

In a bid to improve the rank of their favored bets in the local elections, a widely circulated "instruction slip" asked people to used several email addressed in order to vote repeatedly.

This scheme was known when a copy of the slip reached the studios of station dyRD last Friday narrating the "technical guide", including the specific instructions saying "so as not to waste our votes if we are to send the text again, resend the text vote after a lapse of time. Also, multiple sim number are encouraged."
       

With this scheme done, a person can vote as many times as he can thereby creating an effect of having "flying voters" in the on-line survey.

The instruction slip specified that senders should cast their votes to Julius Herrera for governor and Tomas Abapo, jr. for vice governor.

The same slip spceified the instruction to use public computers at computer cafes or shops for multiple votes.

PRECAUTION DONE

The on-line survey at the website of dyRD instituted measures that votes cast from the same senders will be rejected in the computer system so as to maintain the credibility of the survey.

During the past two weeks, the trending showed the people's preference for governor, vice governor, congressmen, city mayor and city vice mayor.

However, because of this advisory to register more votes for their favored candidates, the results are expected to shift from the previous trend.
         

In the Jan 17 tally, Rep. Edgar Chatto maintained his lead over Vice Gov. Julius Herrera in the gubernatorial race. Out of the 230 respondents, Chatto garnered 103 votes (45%) followed by Cesar Montano with 72 votes (31%) and Herrera, third with 55 votes (24%)

After reports on the massive "instructional campaign" for Herrera and Abapo got implemented, the results as of 7:30pm last night showed a sudden shift giving Herrera the lead over Chatto.

Out of 654 respondents, Herrera ranked first with 365 votes (55%), Chatto, 198 votes (30%) and Montano, 100 votes (15%)

In the vice gubrnatorial race, Abapo ranked first with 328 votes (62%), Concepcion Lim, 114 votes (21%) and Elpidio jala, 90 votes (17%).

ADVISORY

In order to serve the purpose of the on-line survey, dyRD News & Public Affairs advised the public not to resort to "flying voting," meaning one sender should vote only once.

Casting more than one vote for each sender will only create an unrealistic survey result which will not serve the purpose of the candidates to monitor the real preference and trend of the voters.

UPDATES

In the 1st district congressional race, City Kagawad Oscar Glovasa pooled 285 votes (57%) against former Gov Rene Relampagos with 188 votes (37%) and Edgar Kapirig, 30 votes (6%) Gov. Erico aumentado continued to lead in the 2nd district congressional race with 348 votes (73%) followed by Trinidad Mayor Judith Cajes, 99 votes 21%), Andy manated and Danilo mendez with 16 votes each (3%)
In the city mayoralty race, Vice Mayor Jose Antonio Veloso maintained lead over Mayor Dan Lim with 223 votes (53%) against 200 votes (47%) while in the city vice mayoralty race, Barangay Captain Glorivic Yap-dela Serna with 248 votes (56%) against former Vice Mayor Nuevas Montes, 195 votes (44%).

Sa DYRD & DYTR Survey ga lead si Herrera coz naa may manipulation nga gihimo.  Natingala ang mga bol-anong lungsuranon y man pugson hi Herrera ang iyang kaugalingon nga di pa man cya hinog.  Unsa may track record niya - mayor of calape & vice-gov of Bohol?  compared to chatto - provl board member of bohol, mayor of balilihan, vice-gov of Bohol & cong of 1st dist bohol - murag bija ra kaayo herrera.  In fact, i bet you come May 10 election, pildi herrera in his own home town calape while landslide chatto in his hometown balilihan!  Si Herrera sayon pangitaon pero lisod duolon, si Chatto lison pangitaon pero sayon duolon!  Bisag mangutana pa ka Bising, naa na cya VGO!!!

Administration bet Rep. Edgar Chatto is on top in the latest survey among the gubernatorial bets conducted by the Holy Name University (HNU) Research Center last Jan. 28 to Feb. 8, 2010.

The last termer solon garnered 48%.

Boholano movie director/actor Cesar Montano trailed far behind at 24% while Vice Gov. Julius Caesar Herrera got only 19%. Eight percent (8%) of the province-wide respondents did not give an answer to the question "If elections were held today, who would you vote from among the candidates for Bohol governor?"

His accomplishments like numerous development projects and competence by experience were the top two reasons why the Boholanos want him to be the next governor, according to the HNU survey.

The people also cited Chatto as a leader who is approachable, amiable, helpful to the needy, a good man and has principles which other do not possess.
         

Chatto consistently garnered highest votes in the First District at 57%, Second District, 46%, Third District, 42%, and Tagbilaran City, 52%.

Across economic class, 56% or more than half of Class ABC picked Chatto for next governor. He is also the commanding choice of class D at 46% and class E at 46%.

Herrera got 8%, 23% and 16% from the three classes, respectively. Montano got 19%, 23% and 29%, respectively.

Fifty percent (50%) of the female and 46% of the male voters preferred Chatto as against the two other contenders.

Voters in all age brackets from 18 to 45 and above gave Chatto a wide margin.

In the survey in the urban areas, Chatto got a total of 51% and in rural areas, 47%, as against Herrera's 15% and 21% and Montano's 26% and 24%.

The survey noted an "almost" equal distribution of Boholano voters in the three Bohol districts.

Chatto topped in the previous surveys of HNU, which has learned and mastered its public pulsing system from the Social Weather Station (SWS), and those initiated by other independent outlets.

Fifty percent (50%) of the female and 46% of the male voters preferred Chatto as against the two other contenders.

Voters in all age brackets from 18 to 45 and above gave Chatto a wide margin.

In the survey in the urban areas, Chatto got a total of 51% and in rural areas, 47%, as against Herrera's 15% and 21% and Montano's 26% and 24%.

The survey noted an "almost" equal distribution of Boholano voters in the three Bohol districts.

Chatto topped in the previous surveys of HNU, which has learned and mastered its public pulsing system from the Social Weather Station (SWS), and those initiated by other independent outlets.

Pork barrel is not about funds or money. It is all about "politics" Philippine style. Even in western countries it is being practiced, so partly you are correct for their own "thru the efforts" line. However, and strictly, legislators like "Representa-thieves" and "Sena-tongs' are not supposed to disburse or have discretionary funds, like the pork barrel because it is in a true sense that's executive's prerogative. It was only during the regime of distatos Marcos that this is being practiced and now highly politicized. Mao na nga kining mga remnants ni Marcos like Chatto, et. al. cannot and probbaly would die without pork. (Please don't look at their bellies) :) ::)
