In mature democracies, like US and Japan, you never get surprise candidates. The presidential candidate is chosen first within the party, and the process usually takes long. You remember how Obama and Hillary Clinton stood neck and neck in the primaries, before Hillary finally yielded to Obama in what was generally perceived as a graceful concession.
In Japan, which has a parliamentary form of government, the president of the party that gets the majority of the vote automatically becomes the prime minister. Once you have the figures of the winning candidates, and tally them by party, you don't even second-guess who the prime minister will be.
The key to the operation of such stable and yet vibrant democracies is a well-developed party system, which we never have. Ang atong mga political parties murag ad-hoc organizations, more of like temporary alliances (that's why there are multiple hypens like Lakas-Kampi-CMD) formed merely for vote-getting, and you don't really know what they stand for.
Unless our next leaders work to strengthen political parties as institutions, as well as the co-equality of the executive, legislative and judicial branches of our government, Filipino voters will always be elementary graders, and get the short end of the stick.
