LEGISLATIVE INITIATIVES:1. The Sangguniang Panlalawigan of Bohol (2001-2004) headed by its Presiding Officer, Vice Governor Herrera, enacted 115 Ordinances and 2,240 resolution.
2. Conducted a province -wide agricultural data profiling in cooperation with Ford Foundation and Holy Name University.
3. Established and strengthened the Committee Secretariat.
4. Provided consultancy services to the eight (
pilot municipalities- Dauis, Maribojoc, Balilihan, Calape, Getafe, Dagohoy, Pilar, Bilar.
5. Established the Legislative Tracking System to ensure an effective and efficient data banking & retrieval of all SP Resolutions and Ordinances.
6. Conducted a Fund Raising activity for the Senior Citizen Health Care Program.
7. Renovation of the Vice-governor's Office, four (4) Board Members Offices, Pre-Conference Room and Sen. Benigno Aquino Session Hall
PROGRAMS/ INITIATIVES AS VICE-GOVERNOR & CHIEF EXECUTIVE OF THE LEGISLATIVE BRANCH OF THE PROVINCIAL GOVERNMENT OF BOHOL1. Initiated Libreng Tawag sa Middle East Program to assist Boholanos during the 2003 Middle East Crisis.
2. Facilitated OWWA cases involving Boholano Overseas Foreign Workers.
3. Extensive information dissemination of SP & VGO programs and initiatives to the 1,109 barangays of Bohol through the VGO News.
4. Encouraged the enhancement of human resource capability through regular assessment & planning workshops and CSC accredited Workshops/ Seminars to include an out of the province Capability Building Seminar in Cebu participated by at least 150 employees of SP -Bohol.
5. Supported the various undertakings of Bohol Alliance of Student Councils.
6. Facilitated the conduct of different sports activities for the youth.
7. 1st Vice-Governor Julius Herrera Football Cup.
8. 1st City Christmas Basketball Tournament and different sports activities in the barangays and municipalities.
9. Conducted several free medical and dental mission throughout the province.
10. Initiated the Independence Day Quiz Bowl for Government Employees
11. 1st Kiddie on the spot Painting Contest.
12. 1st SP Flag Trivia.
13. Facilitated indigent hospital patients
14. Extended financial assistance to the barangays for the construction of Day Care Centers, Health
Centers, road pavement, electrification, water system , social/ civil activities, among others.

LEGISLATIVE ACCOMPLISHMENTMOST NOTABLE ORDINANCES:
1. Instituting stringent measures to safaguard the health of the Boholanos and protect the ecological soundness of the Province of Bohol from the possible disastrous ill-effects of genetically modified organisms, providing penalties for violations thereof, and for other purposes.
2. Establishing an integrated fire alarm and other related emergency responders dispatching system in the province of Bohol.
3. Providing for the organization and institutionalization of the Bohol Poverty Reduction Management Office.
4. Providing for the creation and organization of the Bohol Employment and Placement Office.
5. Signing a memorandum of agreement with the Overseas Workers Welfare Administration, designated to promote the welfare and well being of families of migrant workers particularly in providing and facilitating welfare assistance.
6.Approving and adopting the Provincial Long Term Development Plan for Children .
7. Expressing the provincial government's willingness to be one of the sites/beneficiaries for the women's health and safe motherhood project of the Department Of health Of region VII.
8. Expressing willingness and support for the Balikatan Sagip-Patubig Program .
