MANILA, Philippines — President Benigno S. Aquino III, the 15th President of the Philippines, is delivering today, July 25, 2011, his second State of the Nation Address (SoNA) before a joint session of the Congress of the Philippines.

It is traditionally during the SoNA, delivered every fourth Monday of July that the Philippine President presents to the nation his program of action for the new fiscal year, as well as reports on gains in the past year.

President Aquino is expected to report on progress on the agenda of reforms he spelled out during his first SoNA on July 26, 2010, particularly in the education, health, and agriculture sectors.

He will report on the passage of significant laws: synchronizing the August 8, 2011, elections in the Autonomous Region in Muslim Mindanao with the 2013 mid-term polls, signing of the Government-Owned and Controlled Corporations (GOCC) Governance Act of 2011, continuing the Conditional Cash Transfer program for poor Filipino families, providing for the mandatory immunization of infants and children, amending the Electric Power Industry Reform Act, adopting a pocket open skies policy, and allowing the employment of night workers.

He will also report on his core program of Public-Private Partnership and how it enlivens economic activities in the countryside; and the recently launched Pilipinas Natin Program for volunteerism and partnership between the government and the Filipino people.

He will enumerate the benefits to the country of his seven foreign travels since he assumed the Presidency on June 30, 2010; he visited the United States, Japan, Vietnam, Indonesia, Singapore, Thailand, and Brunei.

He will also report on job creation, especially in rural areas; rice self-sufficiency, modernization of the Armed Forces; reforms for the police and military, including the provision of housing and other benefits; more assistance and protection for overseas Filipino workers; help for the elderly and physically challenged.

President Aquino said the seeds of change have been planted. Still, much has to be done in the fight against hunger, poverty, and lack of opportunity. To help in reaping the fruits of development and attain the President’s vision and commitment for the country and people, every Filipino should be a catalyst for change and contribute his share to the crucial task of nation-building.

We wish President Benigno S. Aquino III and his Cabinet all the best and success in all their endeavors. Mabuhay!

Presidential Development and Strategic Planning Secretary Ricky Carandang confirmed Sunday that the President already finalized his speech.

"It's done. The President saw six drafts before it was finalized, but we actually had about eight or nine drafts," said Carandang, one of the president's speech writers.

"The President will talk about transforming society," he added.

Not everyone is willing to just sit back and listen.

The party-list group Akbayan, for one, will hold a march rally outside the Sto. Rosario Church in Cebu City, while other groups led by the Freedom from Debt Coalition (FDC) will hold "The People's Sona" at the Tabunok Sports Complex in Talisay City.

According to FDC's press statement, "The People's Sona" will highlight the lack of a human rights agenda, the absence of an environmental advocacy as indicated by Aquino's endorsement of mining and coal-fired power plants, and his administration's failure to address poverty, joblessness and rising cost of commodities, among other issues.

"Usa na katuig ang nakalabay human mi asumir sa Aquino isip president sa nasud. Maayong edukasyon ug trabaho ang iyang saad sa mga kabataan apan wala pa kini matuman hangtud karon (It has been a year since Aquino assumed the presidency, promising good education and jobs for the youth. These have not been delivered until now)," said Mikay Dumabok, spokesperson of Akbayan Youth.

Dumabok said that Akbayan rates Aquino 5 out of 10 in his first year as president.

MANILA (Updated 4:08 p.m.) -- The hunger rate in the country is down by five percent, or from 20.5 percent in March to 15.1 percent this June, President Benigno Aquino III said in his address to the nation Monday.

Before a joint session of Congress, Aquino also said his anti "wang-wang" (car siren) policy has translated into a fight for what is right and into an intolerance for government abuses.

The reduction in the hunger rating was equivalent to a million Filipino families who used to go hungry, but who now say they eat properly every day.

Aquino said, through the initiative and leadership of Social Welfare Secretary Dinky Soliman, assistance has been given to an average of more than 100,000 families per month.

"I am optimistic that we will reach our target of 1.3 million additional beneficiaries this year. With a compliance rate of 92 percent, millions of mothers are already getting regular check-ups at public health centers, millions of babies are being vaccinated against common diseases, and millions of school-aged children are now attending classes," he said.

Aquino started his administration last year with a policy to stop abuses by public officials, like government cars using sirens to let them go through traffic, to the inconvenience of ordinary Filipinos.

He said the campaign against "utak 'wang-wang'" or an abusive mindset is starting to bear fruit.

Aquino also called for a sense of gratitude for the efforts of individuals to creating a better nation. He said the anti-wang wang campaign included doing one's part and not only complaining about government failures.

After the usual greetings, Noynoy proceeds thus:


I stood before you during my inauguration and promised: we would do away with the use of the wang-wang. This one gesture has become the symbol of change, not just in our streets, but even in our collective attitude.

Over the years, the wang-wang had come to symbolize abuse of authority. It was routinely used by public officials to violate traffic laws, inconveniencing ordinary motorists—as if only the time of the powerful few, and no one else’s, mattered. Instead of behaving like public servants, they acted like kings. This privilege was extended to their cronies and patrons, who moved along the streets as if they were aristocracy, indifferent to those who were forced to give way and were left behind. Abusing privilege despite promising to serve—this is the wang-wang mindset; this is the mindset of entitlement.

They had no right to do this. The law authorizes only the President, the Vice President, the Senate President, the Speaker, the Chief Justice, and police vehicles, fire trucks, and ambulances to use sirens in the fulfillment of their official duties—no one else. Yet the flagrant abuse we bore witness to prompts us to ask: if they felt it their privilege to flout the simplest traffic laws, how could we expect them not to help themselves to a share of projects funded by the Filipino people?

Do you want the corrupt held accountable? So do I. Do you want to see the end of wang-wang, both on the streets and in the sense of entitlement that has led to the abuse that we have lived with for so long? So do I. Do you want to give everyone a fair chance to improve their lot in life? So do I.

Hope it was translated into Bisayan as well. Ordinary people cannot understand English let alone the technicality of it all. They are also the one who needs to hear the speech, to let them know that they are one amongst us.

I am completely satisfied on what his speech delivers. I think, they are important points to start with..

Wish you luck, Pres. Aquino. We, Filipinas-married with a foreigners, might not be in the Philippines but we are up to date on what is going on in the Philippines and we talk about it in our group meetings, always.
We have brains ( not just like others who has but never used it!) and can push forward our views. We are not stagnant unlike others. We are strong and already been helping our economy through our remittances to give our family and friends the help of capital they need for their little businesses. We, the clever Filipinas, are all behind you! RH Bill  and divorce to be legal. f*** the religion who stop it. Put them all in the jail with rats, we shall see if their faith helps them. Scumbags!

An idiot’s tale

President Noynoy Aquino’s second Sona, in the words of Shakespeare in Macbeth, sounded like a tale told by an idiot, full of sound and fury, signifying nothing. But that is something that the majority of Filipinos that Aquino claims still approve of him still will never admit.

So that was the speech that we’ve all been waiting for. Fifty minutes of talk made longer by many interruptions precipitated by applauding lawmakers and at least two coughing fits.

To say that Aquino’s much-awaited second State-of-the-Nation Address was underwhelming is an understatement. No clear policy roadmap was expounded, no centerpiece program to tie up that policy across government instrumentalities was unveiled.

Indeed, while the speech was long on specifics (specifics that should have been included in the promised paper to be distributed after the monologue), it had no unifying theme. Except for the wang-wang imagery—flogged mercilessly in order to turn a brickbat into a praiseworthy achievement—there was no central point to the entire speech.

If the speech had truly wanted to outline Aquino’s plans for the five years that remain in his term, he would certainly have omitted mentions of the back roads he had built, like he was some electioneering barangay chairman.

He would have told us what happened to last year’s centerpiece program, for instance, the much-ballyhooed Private-Public Partnerships. (Perhaps the fact that not one PPP project has been signed in the past year may have had something to do with this grave omission.)

Sure, there were the expected comparisons between the gains in the first year in office of Aquino and the diametrically opposed achievements of the entire Arroyo regime. But all that comparing, while arguably an important part of the speech, was not done in the context of moving forward.

There were a lot of backward glances. But there were no forward-looking program, except more of the same conditional cash transfers and such like.

It was as if this Sona, commented one poster on a live blog I joined during the speech, was really intended for a ratings upgrade—Aquino’s own, in the popularity surveys. All motherhood statements and continuing down the road of vengefulness, without any clear plans for the future.

You certainly are entitled to ask: Will this be the default setting of next year’s Sona? And the one after that, and so on?

Will Aquino continue to bitch about how bad things were before and how much better things are now, without presenting a real roadmap for the future for his administration? Who knows?

If this Sona goes down as the “Wang-Wang Speech,” no one will be surprised. According to media, Aquino mentioned the once-common wailing sirens that became iconic for their supposed reduction under Aquino’s short stint a full 20 times in his speech.

The regulation of sirens was used by Aquino as a metaphor for how government today is more responsive, thrifty, caring and generally a lot less corrupt than the one that went before. In other words, Aquino attempted to turn a symbol of his perceived lack of real accomplishments that benefit majority of the people into a weapon to beat the heads of the people who oppose him with.

But the new spin on wang-wang by Aquino quickly became tired. He still had to justify what he’s been doing, after all—like his controversial decisions to revoke a valid contract to dredge the Laguna lake, his postponement of the elections in Muslim Mindanao and the like.

Then Aquino started calling for an end to the “negativism” that pervades Philippine culture, the crab mentality that drags down others, incessantly criticizes and postulates that nothing good will come out of anything.

But that note couldn’t be sustained, either. Aquino, after all, was at the forefront of all the negative campaigning that was used to great effect in the last elections—a conscious policy of negativism that was also employed to tar and feather his rivals in the elections for their association with the Arroyo administration and which is still used today to discredit everything that his predecessor has done.

I’ve often asked the question of why it was all right to criticize the Arroyo government when it was in power and when the then-opposition was doing it—but not when the former critics are now in power and the hated regime is no more. I believe I shall not have the answer to that anytime soon.

Surely, the Arroyo administration did some really execrable things during its long tenure—and it was justly pilloried for them during its reign. But why are the missteps committed by its successor in office immune from the same criticism?

Finally, it is disappointing to hear calls for unity from a President who still persists in wearing the symbol of his partisanship very prominently on his clothing. Yes, the yellow ribbon that Aquino refuses to admit is a divisive icon to the majority of Filipino voters who did not choose him in May 2010 is still very much a part of the President’s wardrobe—giving mute testimony against his calls for unity and pulling together.

Perhaps calling the President’s speech an idiot’s tale is too harsh. But you really can’t make a Porsche (with or without a wang-wang) out of rusted, broken-down jeepney parts, so the image will have to do.

I did listen to the speech. But I was “live-blogging” while doing so—and gathering a lot of honest, real-time comments while at it.

Some of the comments blurted out by the posters in an anti-Aquino Facebook group were certainly a lot better than the ones gathered by the broadcast media from the lawmakers and other muckety-mucks who attended the President’s Sona at the Batasan complex. Here’s a sampling of the remarks:

“This Sona is just for a ratings upgrade —Aquino’s own. And I’m scared he accomplished just that. The ‘man-on-the-street’ will like this speech.”

“What happens if [new Ombudsman] Justice Morales decides to pursue cases against Aquino’s wishes? Another impeachment? Or is her mandate only to go after officials of the Arroyo administration?”

“Gloria Arroyo was never mentioned in the Sona! Now that’s a true accomplishment!”

“I thought he’s not a micro-manager? Why is he talking about a mosquito trap?”

“Yes, it might be cheaper to build a light rail system using local engineering and materials. But if they raise the fares to unaffordable levels, what’s the point of that?”

“He’s coughing into his hands as he’s walking out. I hope nobody shakes his hands.”

“I got a ‘job mismatch’ for this guy: him and the presidency!”

“He wants to defend Filipinos in their own land. How about the foreigners in our own land? Maybe that’s why that hostage crisis took place.”

“Why is there a delay in the clapping? Does he need to stop before they can clap? Is the audience just being courteous?

“Why is there no mention of tourism plans or achievements? Is it because the tourism secretary is really about to be fired?”

“It’s not true that Noynoy has no allies among the bishops. See the one leading the prayer—the one hit with water cannons in GMA’s time?”

perhaps he views their rice bowl as being too full. maybe pnoy believes rice bowls shouldn't be filled to the brim, but then again he probably believes in 'quality' over quantity. Porsche quality. :P

In approximate value 1 Noynoy porsche = 3 x bishop Pueblos Monteros  so you might have a point there!  Mind you, he did buy it with his own cash so he owed no favours in return.

maybe, just maybe, the state of the nation is the state of the realities of a sitting president, a president's personal perception being part of the equation.  i'm thankful though that our country is done with a president who wants to be president for life.
