P1 million GMA fund used to plant fruit tress
Libagon, Southern Leyte (30 August 2005) -- The P1 Million received by the municipality from President Gloria Macapagal-Arroyo about three years ago was channeled to farmers for them to plant various varieties of fruit trees.

This was disclosed by Mayor Rizalina Espina during the first-ever "PIA Kapihan sa Panaon" forum supported by Plan International, an NGO which was held at the rooftop of a new two-story town building here August 24.

Asked about her priority programs for the development of the municipality, Mayor Espina said her prime focus was in the field of agriculture, saying the GMA money she got in the second year of her first term was intended for this purpose, with particular focus on the planting of fruit-bearing trees.

She said the money was loaned interest-free to marginal farmers with the understanding that they use it to propagate the planting of fruit trees.

"The LGU had a counterpart of around P200,000.00 in kind to match with the GMA fund that we revived. I loaned it to farmers, those who are interested to plant fruit trees like lanzones, longkong, and rambutan," Mayor Espina said.

Based on the lending mechanics that was administered by the Municipal Agriculture Office (MAO), the borrowed amount would be returned on a staggered basis after two years, until such time the farmers can harvest the fruits and so the whole amount can be returned and re-lent anew to other interested farmers, Mayor Espina explained.

Other guests during the Kapihan forum were Vice Mayor Aniceto Ranque and Sangguniang Bayan Member Paul Constantino Mantilla.

Selected high school students from Libagon Academy (LA) were invited to witness the first media inter-action with Libagon officials and were given time to pose questions as well.

Mayor Espina also discussed briefly other priority programs of her administration like the unrelenting campaign against illegal fishing, infrastructure and the setting aside of counterpart equity funds for school building under the TEEP and SEDIP programs.

There is only one public high school in Libagon, the Nahaong National High School, and the towns' counterpart fund for a SEDIP building was already deposited, Mayor Espina added. (PIA-Southern Leyte
