DOE lists energy conservation measures
Cagayan de Oro City (30 August 2005) -- THE Department of Energy has proposed several measures that will decrease the country’s fuel consumption based on different diesel prices threshold.

Three scenarios have been used as basis for the measures, including the current situation with diesel retailing for an average of P29 a liter scenario; with diesel at P40/liter; and with P50/liter.

These recommended measures are expected to cut the country’s fuel consumption by 1.34 million barrels of fuel or an equivalent savings of close to P41 billion a year:

Setting of temperature levels of air-conditioning at 25 degrees Celsius;
Use neon signs only from 9 PM to 1 AM;
Reduce mall hours by an hour a day;
Limit the operating hours of gasoline stations;
Boosting the impact tariff on guzzlers;
Strict implementation of speed limit of 80 km/hour on highways;
Banning of night golf;
Interacting power capacitors in government buildings;
Conducting an audit of commercial and industrial establishments; and
Enhancing the implementation of energy efficiency programs across all sectors.
Reducing mall hours by an hour a day, for example, will cut the country’s final requirements by 49 million barrels of fuel oil equivalent to a year, resulting in corresponding savings of 149,000 barrels of fuel oil or P450.8 million.

Gas stations not located in traffic-heavy thoroughfares will close from midnight to 4 AM to save on electricity and fuel.

The Department of Labor and Employment shall impose staggered working hours in commercial and industrial working hours in a day or week for all businesses, while the Department of Trade and Industry may restrict the number of hours that business and entertainmet establishments may operate.

All government agecies, state-run corporations, and universities shall implement a gas rationing scheme to enable them to reduce their monthly fuel consumption by 10%.

All government vehicles would be restricted to essential activities and weekend travel would be banned.

There will be carpooling express lanes; support for the use of FX taxis as an alternative to limited occupancy caps; encouragement of the use of liquefied petroleum gas and other alterative fuels ad transport fuels suspension of the 10 AM- 3 PM open window provision color coding scheme and the implementation of nine-day work cycle for government agencies and public schools.

Government agencies and public schools will have to follow a four-day work cycle. An odd-even license plate fueling restriction system will take effect, color-coding scheme restrictions will be extended from one day to two days, and power generation agencies will be required to use alternative and cheaper fuels.

Uninterruptible power supply will be implemented in Visayas and Mindanao and will be required to implement measures that will enable them to achive a 10-percent reduction in electricity consumption.

These measures are expected to generate savings of 42.23 million barrels of fuel equivalent to P126.78 billion in a year. (DOE/PIA-10)
