SK NATIONAL PRESIDENT JANE CENSORIA CAJES FACES RAPS AT OMBUDSMAN

Sangguniang Kabataan national president Jane Censoria Cajes is in hot water, facing graft and corruption charges before the Ombudsman Visayas.

Cajes, the daughter of Cong. Roberto Cajes and trinidad Mayor Judeth del Rosario Lao-Cajes, through her spokesperson strongly denied the accusation.

The Junior Graftwatch Unit (JGU) of Cebu accused the beleaguered SK provincial federated president of extravagant lifestyle, saying she should be the "role model" of her flock in the SK. she is also accused of lack of transparency, overpricing of SK registration fees, and purchase of luxury cars.

In its petition filed and received by the Ombudsman on April 23, 2010, JGU alleged that Jane Censoria Cajes "has been spending and cashing out thousands of pesos for Vicky Belo's Clinic every quarter of the year and buying high end items for luxury. as a role model of the youth she should live within her means."

The JGU's complaint quoted SK members as questioning "her lavish lifestyle as public servant," urging the Ombudsman to investigate Cajes "to give justice to the SK and the Youth i the country."

JGU said Cajes purchased and acquired "in just a matter of two years" two sports utility vehicles (SUV) - Nissan Patrol and Isuzu Altiera---registered "under her name". The Nissan Patrol with his father on board met a traffic accident last December 2009 along the highway of Barangay Oy, Loboc, Bohol. The Izusu Altiera is being used by Jane Cajes in Manila, the complainant said.

On the issue of SK registration fees, JGU also blamed on Cajes of negligence of duty for failure to render financial report to the SK national executive board after the holding of SK national congresses on 2008 and 2009.

Under her watch, Jane Cajes caused the imposition and collection of registration fees in the amounts of PhP 8,500 and PhP9,500 for the holding of 2008 SK national congress in waterfront Hotel in Cebu and in Subic Convention Center in 2009, respectively.

The petitioners said that the registration fees were supposedly be collected at a maximum of PhP1,200 per participant as allowed by Department of budget and Management. "It only means that there's an overpricing of the registration fees of more than 100%," said the graft-watch body.

JGU also claimed Cajes did not give "a single document" or present an accounting of P10 million financial assistance from President Gloria Macapagal- Arroyo to the SK national executive board.

Earlier, Cajes said that the first tranche of P20 million, intended for the "Sama-sama Para Sa Kalikasan" environmental program, is still "intact" and the second release of P10 million was already accounted for.

The Junior Graftwatch Unit (JGU) addressed its complaint against SK national president Jane Censoria Cajes to Deputy Ombudsman for the Visayas Pelagio Apostol, thru Director for Evaluation and Investigation Carla Narvios-Tanco.

On the question on lack of transparency, the JGU seeks an update on how SK spent the P10 million that president Gloria Macapagal-Arroyo released as financial assistance for the 2008 SK National Congress.

Two years had passed, but Cajes allegedly failed to submit a single document to the SK National Executive board to account for the money.

Moreover, JGU also alleged that Cajes "neglected her primary duty to render financial report" to SK National Executive Board immediately after the holding the national congress.

According to officer of JGU ,they received complaints from their colleagues that the registration fees had been the highest imposed in the history of SK national congresses.

this contradicts the Department of Budget and Management policy that sets P1,200 as the maximum registration fees for conferences nad congresses, according to JGU.

The Office of the Ombudsman organized the JGU to serve as its "mechanism for young citizens, effective participation " in campaigning for the prevention of corruption.

JGU is established in schools and communities in Cebu province, acting as junior watchdog of the government which shares the same vision "to have an integrity, efficiency and high ethical standards of public service in the country" which can be summed up as a vision to create a clean, transparent and honest government.

i know Jane when she was still in elementary. daan na gyud ni siya nga artehon. well, she's pretty, in fairness. but i can't believe that she's facing a graft and corruption case in the ombudsman. she's too young to be involved with such a big amount of money. but i won't judge her that fast. it could be better if her side will also be taken, to be fair.

True, maybe she has the leadership skills. But as Kris Aquino puts it, " Only if I am no longer materialistic will I enter politics". I have to learn to live a simple way of living to be in politics. She has a point, and that's why she stays in showbiz because she gets to have nice things because she is paid good. But once you are in politics, and you are living a celebrity lifestyle, then you are prone to corruption and using public money for your material needs. Public service is not glamour clad where you walk in red carpets.

yeah, i agree. jane is still very young. she needs guidance. maybe, she doesn't know that politics means simplicity. she was brought up the other way around.

I do not know personally Jane Cajes and I do not know either his accuser Benjie Oliva. We might not know what the reasons behind the anonymous complaint against Cajes before the Ombudsman, political or otherwise, but I will summarize my opinion on the matter on a lawyer's point of view.

As a public servant, you are enjoined by law to live a simple life.

"REPUBLIC ACT No. 6713

AN ACT ESTABLISHING A CODE OF CONDUCT AND ETHICAL STANDARDS FOR PUBLIC OFFICIALS AND EMPLOYEES, TO UPHOLD THE TIME-HONORED PRINCIPLE OF PUBLIC OFFICE BEING A PUBLIC TRUST, GRANTING INCENTIVES AND REWARDS FOR EXEMPLARY SERVICE, ENUMERATING PROHIBITED ACTS AND TRANSACTIONS AND PROVIDING PENALTIES FOR VIOLATIONS THEREOF AND FOR OTHER PURPOSES

Section 4. Norms of Conduct of Public Officials and Employees. - (A) Every public official and employee shall observe the following as standards of personal conduct in the discharge and execution of official duties:

(h) Simple living. - Public officials and employees and their families shall lead modest lives appropriate to their positions and income. They shall not indulge in extravagant or ostentatious display of wealth in any form."

Whether it is your hard-earned money or a gift from your suitors or boyfriends, ostentatious display of wealth in any form whether by going to Belo or having Hermes brand of bag, is prohibited by law.

Let the Ombudsman determine if there is probable cause and merit on the charges against Jane Cajes.

meanwhile, glace, it's not easy for anyone to file a case against sitting legislators. these idiots can even have a judge transferred to antartica if he so dares to mete a fair judgment against a legislator. our politics also happens to be a game of whisperers, unfortunately.

outside of the rumored ambition of gma's eyeing the speakership of the house as a steppingstone to becoming prime minister in a possible charter change, being in congress is her best bet against hundreds of potential cases against her once she steps down as president. that's why she's running. what a crying shame.

the power of the legislators when it comes to the executive and judiciary branches lies in the committee on appointments. this committee is supposed to review the appointments to top government posts made by the president, and they can approve or disapprove, in keeping with the ideal of check-and-balance. and this is when collegial relationships between legislators are played out. congressman1-on-the-dock whispers to congressman2 to reassign a judge or to sit on his promotion in case he dares to do something about his pending case. will a judge risk his retirement and life's work? i doubt.

so maybe, and i say maybe because i don't really know the truth behind all this, it would have been next to impossible to file a case against jane censoria cajes before the election period, when her father was still a sitting legislator. more so that her father openly showed that he's the best friend of the first gentleman.

and yes, bohol's premier dirty trickster knows when to strike and to hit where it hurts most, without proof that he's behind it all.

2. a topnotch lawyer who joined the fray, purportedly to help the plaintiffs in the case against relampagos-chatto et al, was also paid. he was reported to have asked for the papers from the plaintiffs, and then gave these all to the other side for a certain amount.

3. when the plaintiffs raised their case to the court of appeals after failing at the lower court level, the case was never raffled off among the justices. it reportedly was permanently in the hands of one of these justices, who threw out the case without much of a hearing. a lawyer brother-in-law of relampagos is a ranking officer at the court of appeals.

if all these stories were true, including rumors that both relampagos and chatto were also paid, then no one has the moral ascendancy to throw stones at each otherâ€™s glass houses. all the campaigners in the world, tb posters most specially who seem to be everywhere in tb nowadays like some pestilence, cannot clean up the tarnished image of these political leaders even if they shred their throats and fingers to smithereens announcing how great their candidates are and how bad the opposing camps are.

but those who run for public office will always have winners and losers from among them. fereting out the truth in all these rumors could at least let voters know who and what they are voting for, for all their worth.

for my part, i'm a total outsider. but it doesn't prevent me from behaving as if i'm like an "insider"

our politicians are very predictable and openly making bold strokes of dirt which many of us continue to tolerate and ignore.

it seems to me every time we have an election it's a fight between evil and evil personified in our politicians' usual tactics. we may have never run out of good people, but election is apparently not their turf. i may sound pessimistic. i just have a feeling that this is gonna be the permanent face of our politics, and i am afraid i'm beginning to accept it.

SK NATIONAL PRESIDENT JANE CENSORIA CAJES FACES RAPS AT OMBUDSMAN

Sangguniang Kabataan national president Jane Censoria Cajes is in hot water, facing graft and corruption charges before the Ombudsman Visayas.

Cajes, the daughter of Cong. Roberto Cajes and trinidad Mayor Judeth del Rosario Lao-Cajes, through her spokesperson strongly denied the accusation.

The Junior Graftwatch Unit (JGU) of Cebu accused the beleaguered SK provincial federated president of extravagant lifestyle, saying she should be the "role model" of her flock in the SK. she is also accused of lack of transparency, overpricing of SK registration fees, and purchase of luxury cars.

In its petition filed and received by the Ombudsman on April 23, 2010, JGU alleged that Jane Censoria Cajes "has been spending and cashing out thousands of pesos for Vicky Belo's Clinic every quarter of the year and buying high end items for luxury. as a role model of the youth she should live within her means."

The JGU's complaint quoted SK members as questioning "her lavish lifestyle as public servant," urging the Ombudsman to investigate Cajes "to give justice to the SK and the Youth i the country."

JGU said Cajes purchased and acquired "in just a matter of two years" two sports utility vehicles (SUV) - Nissan Patrol and Isuzu Altiera---registered "under her name". The Nissan Patrol with his father on board met a traffic accident last December 2009 along the highway of Barangay Oy, Loboc, Bohol. The Izusu Altiera is being used by Jane Cajes in Manila, the complainant said.

On the issue of SK registration fees, JGU also blamed on Cajes of negligence of duty for failure to render financial report to the SK national executive board after the holding of SK national congresses on 2008 and 2009.

Under her watch, Jane Cajes caused the imposition and collection of registration fees in the amounts of PhP 8,500 and PhP9,500 for the holding of 2008 SK national congress in waterfront Hotel in Cebu and in Subic Convention Center in 2009, respectively.

The petitioners said that the registration fees were supposedly be collected at a maximum of PhP1,200 per participant as allowed by Department of budget and Management. "It only means that there's an overpricing of the registration fees of more than 100%," said the graft-watch body.

JGU also claimed Cajes did not give "a single document" or present an accounting of P10 million financial assistance from President Gloria Macapagal- Arroyo to the SK national executive board.

Earlier, Cajes said that the first tranche of P20 million, intended for the "Sama-sama Para Sa Kalikasan" environmental program, is still "intact" and the second release of P10 million was already accounted for.

The Junior Graftwatch Unit (JGU) addressed its complaint against SK national president Jane Censoria Cajes to Deputy Ombudsman for the Visayas Pelagio Apostol, thru Director for Evaluation and Investigation Carla Narvios-Tanco.

On the question on lack of transparency, the JGU seeks an update on how SK spent the P10 million that president Gloria Macapagal-Arroyo released as financial assistance for the 2008 SK National Congress.

Two years had passed, but Cajes allegedly failed to submit a single document to the SK National Executive board to account for the money.

Moreover, JGU also alleged that Cajes "neglected her primary duty to render financial report" to SK National Executive Board immediately after the holding the national congress.

According to officer of JGU ,they received complaints from their colleagues that the registration fees had been the highest imposed in the history of SK national congresses.

this contradicts the Department of Budget and Management policy that sets P1,200 as the maximum registration fees for conferences nad congresses, according to JGU.

The Office of the Ombudsman organized the JGU to serve as its "mechanism for young citizens, effective participation " in campaigning for the prevention of corruption.

JGU is established in schools and communities in Cebu province, acting as junior watchdog of the government which shares the same vision "to have an integrity, efficiency and high ethical standards of public service in the country" which can be summed up as a vision to create a clean, transparent and honest government.
