Grievances cropped up following the extravagant "Christmas party" introduced in the ploy of a year-end assessment/strategic planning wrapped with questionable monetary transactions, as alleged by the complaining members led by Tagbilaran City Councilor Anne Mariquit Oppus.
All these, PCL president Brigido Imboy, councilor of Loay, quickly denied.
Aggravating the controversy was the role of the PCL president's wife, Loay Mayor Rosemarie Imboy, who reportedly meddles in PCL affairs.
She made it a habit to influence the PCL president's prerogative in running the PCL office at the Capitol, according to a PCL officer who requested anonymity for the meantime.
It was also learned that there was never any accounting and auditing procedure on PCL's expenditures which lead the members groping for explanation, the officer told the local media.
Moreover, the present PCL treasurer, Ariel Lungay of Catigbian town, confirmed that until now he still awaits for the turn-over of the organization's financial records.
In a separate interview, the PCL president merely laughed off the accusations and, instead, dared the complaining members to confront him during their regular meetings, further saying that they could have discussed the matter with him first before resorting to media hype.
During the recent regular session of the City Council, Oppus criticized PCL's supposed assessment/strategic planning held on December 17 at the Bohol Tropics Resort Club that turned out to be just a Christmas party, for which every member was asked to contribute P3,000. During the event, the PCL never discussed any detail about assessment and planning.
Oppus was among those who boycotted the "Christmas party".
