The Bohol Detention and Rehabilitation Center (BDRC), Center for Culture and Arts Development (CCAD), and Bohol Center for Development Studies (BCDS) are at the bottom of the survey with a weighted average points of 4.08; 4.16; 4.17, respectively. They are followed by number three Office of the Secretary to the Sangguniang Panlalawigan with 4.54 points. The Office of the Governor (4.51) and Vice-Governor Office (4.52) almost tied in fourth place with a difference of only point zero one (.01).
