Revilla got only P100-million 'pork'; Abad says sorry

MANILA, Philippines - Budget Secretary Florencio Abad apologized yesterday for inaccurate entries on the website of the Department of Budget and Management (DBM), which earlier showed Sen. Bong Revilla getting the largest pork barrel allocation among all lawmakers in 2011 and wrong expenditure figures for Senate President Pro-Tempore Jinggoy Estrada.
“We apologize to the public and to Senator Revilla for the confusion caused by the error in our published report. We place a very high premium on the publication of accurate data in our website, and we have taken steps to fix the inaccuracies and ensure that similar mistakes do not happen in the future,†Abad said.
He blamed the error on a computer glitch.
“The entries are computer-generated and uploaded in real time,†Abad said. “I just checked with our ICT (information and communications technology) people and have corrected the error.â€
The DBM’s clarification came after Revilla complained that his P5-million expenses for the purchase of patrol vehicles for Cavite had been incorrectly stated as P115 million in the agency’s website. A story in The STAR on the senators’ Priority Development Assistance Fund (PDAF) or pork allocations was based on information lifted from the DBM website.
“It’s a typographical error. I allocated only P5 million for patrol vehicles for use by barangay communities in Cavite (his home province), not P115 million as reflected in the DBM website,†he said in a phone call to The STAR.
“I cannot blame you, you just based your story on the DBM report,†he said. Revilla, who said he was in Los Angeles, California vacationing with his family, said he could not understand why a single request for P5 million for patrol vehicles was repeated 23 times in the budget agency’s website. He lamented that because of the error, his political enemies went to town to attack him.
Revilla also said Cavite, the recipient of his P5 million, would buy “brand new, and not used, patrol vehicles.â€
He said he gave away the bulk of his funds to other areas. “If you take away the padded amount from my alleged P210-million allocation as reflected in the DBM report, I only received P100 million, equal to the amount received by other senators,†he said.
