Social Welfare and Development Secretary Corazon “Dinky†Juliano Soliman has expressed optimism that total
poverty alleviation could be attained by 2016.
Sec. Soliman, in reply to a question asked during the Communications and News Exchange (CNEX) Forum on Wednesday, March 07, 2012, at the Philippine Information Agency Conference Room in Quezon City, said the goal of the Millennium Development Program is to attain for 16 percent Filipinos to be below the poverty line by 2015. She said as of now, their (DSWD’s) assessment is that 26 percent are still below the poverty line.

SWS survey Filipinos who rated themselves as poor decreased by 7 percent from 52 percent to 47 percent,†she claimed.
According to the chief social worker, she finds optimism among the poor in her personal dealings with them whenever she goes around the metropolis and the provinces where she brushes elbows with them.
She also based her own optimism in attaining full poverty alleviation on her experiences with the poor in the implementation of the Pantawid Pamilyang Pilipino Program (Conditional Cash Transfer(CCT), where the beneficiaries expressed satisfaction and see their future to be bright,believing that one day they would be free from the clutches of poverty.
