Leaders of Sangguniang Kabataan (SK) Reform Coalition-Bohol came up with addendum to their earlier allegations on funds and staff hiring irregularities against Jane Censoria Cajes, former SK Provincial Federation (SKPF)- Bohol president and Sangguniang Panlalawigan (SP) ex-officio member.
The complainants representing SK Reform Coalition-Leo Udtohan, Manuel Ferdinand de Erio, Edeliza Macalandag, and Shem Quezon-requested the SP to withhold the exit clearance of Cajes as ex-officio member "until such time that she has been cleared of money and property accountability as public official".
This is stated in their follow-up letter to Vice Gov. Concepcion Lim dated Nov. 26, 2010 and notarized on Dec. 1, 2010.
The letter reached the Office of the Vice Governor in the afternoon of December 2.
In the same letter, the complainants also requested the SP to refer their previous letter dated November 5, 2010 to the Committee on Public Accountability, chaired by SP Member Gerardo Garcia "as originally requested".
"With due respect to the referral of our letter to the Committee on Good Government, we firmly believe that the issues raised in our letter must and should be handled by the Committee on Public Accountability which was created to cover cases whose complainants and respondents are provincial employees and other sectors," the complainants stated in the follow-up letter.
Also, as supplemental to their previous letter dated November 5, 2010, the complainants cited more irregularities in the issuance of the job order of personnel upon Cajes' request.
Referring to the same copy of job order attached to their previous letter, the complainants' additional qualm is on the hiring of one Ma. Reina Torralba as nurse by the provincial government only to be designated to render services in Leona O. Lim Memorial Hospital which is a private entity in the town of Valencia .
"We believe that this act of hiring a nurse who is paid by people's money to work in a private enterprise or business is immoral and illegal," the complainants pointed out.
The complainants added that her job order was prepared by her older brother-Chris John Rener Torralba, legislative staff assistance III of SK and also acting as Cajes' chief of staff.
"We would like to inquire if this can be considered as a manifestation of a daring self-serving act of Mr. Torralba in preparing the Job Order for his younger sister," the complainants added.
In their earlier letter to the vice governor as presiding officer of the SP, the complainants requested the SP Committee on Public Accountability to investigate and conduct fact-finding efforts on several issues and concerns involving Cajes.
The issues they cited included the financial statement of the SKPF of Bohol during the entire stint of Cajes as SKPF president.
They called on the SP to cause the intervention of the Commission on Audit to check the collections that may include registration fees, donations, annual dues collection and the expenditures of the SKPF for the past three years.
They also called for an investigation on whether the transactions made by SKPF that amount over P50,000 went through the bidding process as provided in Republic Act 9184 or the Government Procurement Reform Act, and other related laws.
Another issue they raised was on the hiring of a certain Derom Dabalos as nurse assigned to Cong. Natalio P. Castillo Sr. Memorial Hospital in Loon through the same Job Order designating Ma. Reina Torralba as nurse of Leona O. Lim Memorial Hospital .
The core members of SK Reform Coalition questioned why Dabalos, was hired "as Job Order worker" Cajes' office when he was in fact, serving as volunteer nurse at Loon District Hospital .
"While we recognize the prerogative of Board Member Cajes to hire job order workers in her office, we see the hiring of Mr. Dabalos as unfair to the thousands of volunteer nurses who are serving in hospitals without salary or wages. The said hiring may also defy the essence of volunteerism which we believe is the soul of the policy of volunteer nursing in communities and hospitals," according to the complainants.
Cong. Natalio P. Castillo Sr. Memorial Hospital could be the same institution that the complainants referred to as Loon District Hospital .
"The action of the Sangguniang Panlalawigan to this letter is crucial, especially for the youth sector who are the constituencies of ex-officio Board Member Cajes. Prompt and speedy action on this matter shall be greatly appreciated, otherwise there would be great disappointment, disservice and waste of votes of the people," the complainants pointed out.
