chatto is non-commitant primarily because no proper studies has been done so far...on onehand he is inclined towards rejecting the proposal for two reasons (i think)
1. He is pro-environment...and no reclamation whatever the proponents say is ever eco-friendly, as this would obstruct or disrupt the natural ecological cycle which had been established there ever since...
2. He is tha author of the Tourism Act anf spearheaded Bohol's march towards eco-tourism...Bohol's tourism industry is anchored on the premise of eco-cultural tourism...boasting of pristine beaches, rivers,seas, underwater attractions, caves, forests and of course biodiversity, the later of which would be gravely affected should the reclamtion push through.

On the other hand, the ecological disruption of the area to be reclaimed is not only the factor, the source of filling material would be another factor as land quarrying (another environmental disruption) is inevitable. Though the proponents claim they would use sand from the seabed, the experience in Cebu has indicated that quarry materials remained as the main bulk of the filling materials...this has led to the loss of some islets and sandbars off getafe, talibon and buenavista.

the environment should not be sacrificed in the name of progress...a balance has to be struck somehow, and a more in-depth study has to be conducted on the effects of the project...representatives from all concerned sectors should be consulted

unta , but you see there are considerations to make, without the study of what the future holds or the projected outcomes, lisod pod i-decide...things has to be weighted carefully...Bohol needs the investments and the jobs that go with it...on the other hand we need to preserve our environment and the loss of natural habitats...there has to be a balance

Now, before ma realize na, kanang propose nga proyekto sa panglao reclamation mahuman nalang ang termeno ni Aumentado dili pana mo kick -off kay daghan pa kore koreon sa mga ahensya...dili na sure cut parehas sa SALCON ...Basig ma governor si chatto , herrera or montano sila nay mag decide unsay ilang plano niana kay taas taas ang higayon sa pag review, pagtan aw ug maayo ba jud dili makahatag ug kadaot sa atong environment.   Mao ra sad na ma apply sa panglao airport nga lain lain nalang administrasyon ang minglabay ang until now karon pa nag award sa bidding.

in all forums, Chatto and Herrera doesnt have any stand on this issue. on the other hand, only Montano has said over and over again that he is against reclamation. come on guys! both of you who are known to be seasoned politicians should have a concrete answer for once!
