The grand plan to successively file three identical impeachment complaints against President Gloria Macapagal-Arroyo at the House of Representatives was thwarted Saturday by the simple matter of there being no Secretary General to receive it.
Businessman Jose De Venecia III, who led the group, said House secretary general Marylyn Yap was in Switzerland.
He said his group would instead file the complaint Monday, when the officer-in-charge’s temporary appointment takes effect.
De Venecia added that House Speaker Prospero Nograles promised on Friday that he would have the office of the secretary general open for half the day to allow the group to file the case.
