For the third time, Bohol Vice-Gov. Julius Caesar Herrera was re-elected as national president of the 81-strong member League of Vice-Governors of the Philippines (LVGP) during the league’s 33rd National Assembly held at the heritage Hotel on July 31-August 2, 2007.

Herrera was uncontested since most of the 69 vice-governors who were present and participated in the assembly chose him for him to continue his programs he initiated in the past six years, said Negros Oriental Vice-Gov. Jose Baldado.

Ilocos Sur Vice-Gov. Jeremias Singson was unanimously chosen as chairman of the board; Bukidnon Vice-Gov. Alex Calingasan as executive vice-president and Baldado as secretary-general.

Other officers elected were Leyte Vice-Gov. Ma. Mimietta Bagulaya, treasurer; young Nueva Ecija Vice-Gov. Thomas Edward Joson, vice-president for Luzon; Western Samar Vice-Gov. Jesus Rejada, VP for Visayas; Surigao Sur vice-Gov. Librado Navarro; Benguet Vice-Gov. Cresencio Pacalso, auditor; and Leviste, PRO.

Other officers were appointed by the President in accordance with the league’s Constitution andBy-Laws.

There was no much-a-do during the election of officers on August 1, 2007 since almost all positions were automatically closed and duly seconded without any other nomination except for the position of the Public Relations Officer. Batangas young Vice-Gov. Jose Antonio Leviste II was pitted against Mindoro Oriental Vice-Gov. Estela Felipa Aceron for the position of PRO. The former won as PRO.

The officers-elect were sworn in immediately after the election.

Meanwhile, LVGP members agreed to undertake a training workshop on the second week of September 2007. The activity is aimed to enhance their main function as presiding officer of the Sangguniang Panlalawigan, including annual budget preparation with other national government agencies conducting it.

The assembly’s guests of honor were senator Migz Zubiri, Unicef’s deputy representative Colin Davis during the firsrt day and Senator Mar Roxas and DILG Undersec. Panadero. Team Unity spokesman Tonypet Albano and Congresswoman Cynthia Villar, wife of Sen. Manny Villar also huddled with the vice-governors.
