EDUCATION
Governor Erico B. Aumentado was orphaned at eight years old by his fathers death, Erico learned early on the value of hard work and self-reliance. Rose from extreme poverty to become a scholar. He finished his elementary and high school at Holy Child academy, Ubay, Bohol as valedictorians. He graduated Bachelor of arts in Political Science in 1960 as magna cum laude and Bachelor of Laws at the University of Bohol in 1963 as cum laude. While studying as an outstanding student and scholar, he fought for the rights of students in the Visayas. he was also a former campus press editor, champion orator and debater.


LAW PROFESSION
When he became a lawyer, he was choosen "Outstanding Lawyer of 1974" by the Citizens Legal Aid Society of the Philippines (CLASP), headed by then Sen. Salvador Laurel, for bringing justice within the reach of the poor.


PUBLIC SERVICE
He was elected Provincial Board Member in 1967-1980 and 1984-1986. As a Senior Provincial Board Member, he went out of his way to negotiate for the surrender of the Rizalian rebels in their mountain citadel of Lundag, Pilar, Bohol in 1975. This courageous move earned him military citation for valor beyond the call of duty.

After then, he was elected Vice governor of Bohol in 1988-1992. As Vice Governor, he also successfully negotiated with the New Peoples Army (NPA) headed by Kumander Vargas in 1990 to withdraw its demands for the Japan International Cooperation Agency (JICA) to pay the insurgents P7.1 million access fee for Japan's multi-billion peso projects in Bohol. This paved the way for the implementation of the Capayas Irrigation Project, Bohol Circumferential Road Improvement Project (BCRIP), Bohol Irrigation (BHIP) and the Leyte-Bohol Interconnection Project (LBIP).

He became Representative of the  2nd district of Bohol for three consecutive terms in 1992-2001. His peers at the House of representatives best remember him for two unprecedented events.
First, as Vice Chairman of the House Committee on Appropriations, he stood for 12 hours to defend the general Appropriations Act of 1999, sometime in October 1998, in what was to be the longest budget defense in the history of Congress.
Second, as Chairman of the Committee on ethics he stood alone to successfully foil a House Resolution asking the Supreme Court to allow a congressman convicted of statutory rape, to attend the sessions and public committee hearing of the House of representatives pending the resolution of his case. Aumentado's fearless discourse triggered the withdrawal by about 40 congressmen (out of the 119 signatories) of their signatories, which led to the defeat of the masure on the floor during the marathon debate on the issue in 1999. Philippine Daily Inquirer columnist Belinda Olivarez-Cunanan, in a rare public commendation for a solon, raved about Erico's valiant efforts.

While at the House of Representatives, he gained membership to various committees such as the Commission on Appointments, Committees on Public Works and Highways, Agriculture, Education, Foreign Affairs, Energy, Transportation and communications, and was chairman of the Committee on appropriations, Sub committee on Justice and constitutional Bodies, Agriculture and natural Resources.

Moreover, he was elected unopposed by his peers as Deputy Speaker for the Visayas on January 24, 2000  and then as chairman of the 52 man  Visayas Bloc. He holds the distinction of being the first Boholano to ever hold these positions. The Visayas Bloc sponsored the multi-billion peso Trans-Visayas Intermodal Transport Network system (Trans-Viz Link) approved by congress and designated to establish Ro-Ro ports, fast craft services and access highways in the Visayas provinces, cities and municipalities.

As an esteemed member of congress, he was invited to be one of the keynote speakers during the International Symposium on human Rights on May 15 to 18, 1993 in Budapest, Hungary, and the Inter-Parliamentary Union Conference on March 24-30, 1999 in Brussels, Belgium. He was also one of the keynote speakers in the 102nd IPU Conference in Berlin, Germany from October 10-16, 1999 and the only ever member of the House of Representatives invited to speak on "Crime Prevention and criminal Justice and International Drug control" before the United Nations General Assembly in New York, USA on December 17-24, 1999.

He led the Philippine delegation of Senators and congressmen to the 2001 ASEAN Inter-Parliamentary Organization (AIPO) in Singapore where he delivered the Philippine position on various concerns in Asia including the Spratly Island flash points.

He was chosen by the Philippine News Agency as One of the Top 10 Performers in the 10th Congress for filing 133 bills of local and national application. These include the Limited Potability Scheme (RA 7699), Philippine Health Insurance Corporation Act of 1995 (RA 7875), Agricultural Tarrification Act (RA 8178), Social Security Act of 1997 (RA 8282), Official Development Assistance Act of 1998 (RA 8555), GSIS Act of 1997 (RA 8291), Agriculture and Fisheries Modernization Act of 1998 (RA 8435), Home Guaranty Corporation Act 2000 (RA 8763) and the Fair Election Act (RA 9006), among others.

Aumentado was also cited by then President Fidel V. Ramos as the "Philippines 2000 Advocate for Bohol's Development" for securing the approval of flagship projects such as the first phase of BCRIP, LBIP, and BHIP, as well as other vital projects for the province amounting to P6.9 billion. He also played a major role in the approval of the P2.38 billion BHIP II, and the P1.4 billion BCRIP II, for funding under the Japan Bank for International Cooperation (JBIC) 23rd Yen Loan Package. He pushed for the approval of these projects when he represented Congress to the Tokyo Pledging Session on the loan package in April 1999. He then worked for their favorable action by the national economic Development Authority, the National Irrigation - Department of Agriculture and the Department of public works and highway as project proponents.

Aumentado likewise worked with another Boholano, national Power Corporation (NPC) executive vice president Asiscio Gonzaga, for the implementation of the P2.4 billion LBIP I and the P2.1 billion LBIP II for a power generation of 100 megawatts to spur the economic development of Bohol. The mega projects which are under implementation amount to P5.88 billion, or a total of about P12 billion worth of projects he brought to Bohol during his nine year stint in congress.

On May 14, 2001, he won landslide victory where he garnered a 39,550 vote lead over then incumbent governor Rene Relampagos to elevate him to the highest public office in Bohol as provincial governor. He officially assumed office at the Capitol on July 1, 2001.

Today, he is on his unprecedented 3rd term as Governor of Bohol, being the only governor elected for three consecutive terms, and winning all his political battles since 1967 to the present. He presided over Bohol's phenomenal socio-economic development which pushed the province outside of the 20 poorest provinces to its present 52nd position upwards of the country's 81 provincial LGU's.

He has served as the immediate past National President of the League of Provinces of the Philippines (LPP)  and, is on his last mile as National president of the Union of Local Authorities of the Philippines (ULAP), the umbrella organization of the 1.5 million local officials of the Philippines, the 1st Boholano ever elected to the position. He likewise sits as co-chair of the Council of Advisers of the LPP.

He also served as Regional Development Council and Regional Tourism Council chairman of Central Visayas and as a major regional tourism destination of the country.

He has brought to Bohol about P15 billion worth of mega infrastructures. He is now working for the civil implementation of the P6 billion Panglao Bohol Island Airport Development Project (PBIADP) targeted for completion on 2013. This is a domestic airport but of international standard - as recently approved by President Gloria Arroyo and her Cabinet under the Medium Term Investment Philippine Development Program and poverty reduction projects. He has restored Bohol as one of the country's most peaceful provinces through his program on Poverty Reduction For Peace and development as cited by the National Peace and Order Council, the Gawad Galing Pook and the National Security Council.

He also supervises the completion of the provincial flagship projects in agriculture, eco-tourism and livelihood.
Under Aumentado watched, Bohol attained a 113% rice self-sufficiency in 2008 through Project RACER- Rice Accelerated Enhancement Response to the rice crisis in tandem with the Department of Agriculture's rice hybridization and fertilizer subsidy program, additional appropriation from the province and with the full operation of major irrigation projects.

In tourism, Bohol has breached the 500,000 mark of foreign and domestic tourists last year and still counting with the implementation of the Panglao Bohol International Airport Development project. Arrivals got a big boost with Danao Eco-/ Extreme Adventure Tourism.

Late last year ,the military declared Bohol as an insurgency free province. Team Bohol is the key player in sustaining the province's peace and development. As the quality of life improved, insurgency dwindled.

Leveraging the budget. through prudent fiscal fundamentals, Bohol steadily increased locally generated revenues, allowing it to leverage a growing 20% Development Fund for ODA-NGO-LGU counter parting.

Aside from construction and improvement of roads and bridges, hospitals, school buildings, housing, barangay water works and electrification projects, among others, the province also invested in human development, including the skills trainings, civic actions especially in former conflict areas and free medical-dental- surgical missions .

For not tainting a single office of the provincial government with corruption in his 9 years stint as governor according to surveys made by the Holy Name University Research Center. While not working just for awards, Governor Aumentado is nonetheless proud of these.

add to that the fact that this thread was posted in capital letters.  not only does it shout, it also pretends to be of utmost importance.  but we have become inured to how politicians sell themselves.  this is nothing new. ::) 

by the way, it glosses over the tricks the honorable governor/congressman resorts to to win in elections.  no other current boholano politician can be as slippery.  but if the good that he does outweigh the bad, then congratulations.

let's then wait and see anyway if the soon-to-be-congressman-again could do this one heroic act of advocating anti-dynasty laws against all odds.  let's see if he could extricate himself from the vampires of congress by putting to good use his slippery abilities.

as sure as i'm sitting here, yes, they owe us and not the other way around.  by the way, can anybody win in bohol without buying votes?  of course, they won't call it vote-buying because there's a law against it.  i heard one euphemism for it is 'representation'.  a rose by any other name...

I don't think that should be an issue. Ang problema kon gibutang sa pwesto nya dili qualified. I mean, maka pasulod man gani sila laing tawo ? Asa na man lang diay padulong and politiko? Ang mga anak kon mag negosyo, nang influence, kon naa sa politics nag dynasty, kon naa sa government office, uses influence as well? Di ba pod diay mahimo nga mag trabaho sa government like other ordinary citizen? Kon huna hunaon maayo nga nag trabaho kaysa mag dawat ug limpyo?

why himuon ang issues ang mga anak ni EBa nanarbaho sa gobyerno...? Kanang naa sa BFAD 7 1990 pana si Maam Rica aumentado usa ka pharmacist nagsugod sa ubos nga position hangtud mingsaka iyang position sa  Bureau Food and Drugs sa iyang hard work and experienced...kanang naa sa Don Emelio Del Valle Hospital sa Ubay nagsugod ang anak ni EBA sa pagka Nurse-2 position sa 2001 until nahimo og Chief Nurse kay ming retired man si Dela Serna nga maoy ex -chief nurse last 2 years ago. Why himuon nimo issues jas4 mga professional man sad na sila?... Ngano dili man ka maghisgot sa duha pa jud nga daughters anak ni Gov. Aumentado nga naa sa DPWH nga casual hangtud karon and the other one naa sa Register of Deeds(ROD)   casual gihapon??? Nag antus og casual pila ray suweldo og casual? Why dili man maka pahiluna si Governor Aumentado sa iyang duha ka anak nga babay nga casual sa DPWH and ROD??? Kay gumikan daghan pa nga senior og mas qualified pa nila o ba kaha naa pay taas nga rate nila sa civil service??? Gi- influence ba ni Aumentado ang DPWH and ROD nga mahimo nga permanent employee iyang duha ka anak??? arks, if you could, please ask the honorable congressman to advocate in congress the enabling law in our constitution against the creation of political dynasties.  no legislator had ever touched this provision with a ten-foot pole.  let's see if he could make the sacrifice of being bitten by all the vampires in the legislative house.  that would be the day when he would really go down in history as one of the most heroic legislators in the country's modern democracy.

second the motion. i'm not a huge fan of the honorable gentleman from the 2nd district of bohol. but what strikes me with his political career is there seems to be no other in his family that is into politics. so, yes he can be a good advocate on this. NO TO POLITICAL DYNASTY!

Kay para sa mga anak ni EBA, enough na ilang amahan nga mao ray mo-entra sa politics kay gi pakyaw na tanan ang legacy sa ilang amahan...Unsa paman i- prove sa mga anak ni EBA nga walay maka duplicate sa accomplishment ni EBA...Matud pa sa anank ni EBA nga extra- ordinary ang guihimo sa ilang amahan nga matawag nga proud sila sa legacy nga mahinumdoman nila hangtud ikatiguwang og sa ilang sunod nga generation sa ilang pamilya...Besides, sa nag work pako kaniadto ni EBA staff ko sa congress sa 1st term...A lot of EBA childrens ming ingon nga samok ang politics ang friend mahimo enemy, daghan tawo way hunong  ask help, magtan-aw sila sa trabajo ni gov walay kahumanan bsag kadlawon nag dukdok sa iyang type writer hehehe, nagdako tanan ni EBA nga naa sa politics...Na inspire sila nga maayong politico ilang amahan pero na turn -off sila sa pamaagi sa sistema sa politics nga hugaw...Better to live in normal life nga sila ra mga pamilya lang kay nanagko sila nga puro lakaw byahe si Governor dili magpuyo sa balay...

thats true, mas gusto pa sa mga anak ni Aumentado mang migrate sa gawas...infact ang tulo niya ka anak naa na sa america mga US citizen mga professional nurses...Kanang naa anak ni EBA nga casual sa gobyerno sige sad na anha sa america come and go  nag tourist for 1 year unya at the same time bantay tiguwang pahid tae hehehe atleast maka kwarta dolyar sad sa amerika puslan nga 10 years or multiple entry us visa... Kanang youngest ni EBA nga businessman lumargahay sad sa gawas kay iyang asawa nurse... Kanang anak ni EBA nga nurse sa Ubay hospital nang apply sa London and New Zealand... Halos wala nay mahabilin sa pilipinas nga walo ka anak  ni EBA kay mang migrate sa gawas...Mas maayo pa sa gawas manarbaho kay limpyo pa, imong hinaguan nga singot kaysa uban diha naa halos tanan sa ilang pamilya naa sa politics pero guihimo og livelihood ang position sa gobyerno mangilkil sa kaban sa tawo ,mao nay uwaw...Bilib lang ko aning pamilya ni EBA kay naa pay delicadesa...

Dili man sad lain kung ang imong amahan maayong tawo , maayong leader sa Bohol, maayong accomplishment and achievement nga walay ming sunod sa ilang amahan enough na ang tanan nahimo sa ilang amahan...Parehas gud pod ni Pres. carlos Garcia, ExGov. Bernido, Butalid, exMayor Rocha, formerCongressman Castillo, former gov. nonoy torralba ug uban pa mga former official sa Bohol , they are great leaders sa Bohol pero dili kinahanglan musonod sa ilang sapatos ang mga anak kay lain lain ang mga priority og responsibilidad ang tawo. ;) :D 8)

well done, arks for the clarifications. yes, i've heard about the 2 casual children of aumentado. and for that, i admire his decision. and i agree, with a parent like him, it would be hard to follow in his footsteps if i dont have the necessary skills and hard work. aumentado is known to be a workaholic and 'slave driver'. dont get me wrong on the latter, i've experienced it and it does have its positive points.

thanks for all your to-the-point answers, arki.  they show firsthand knowledge and should thus be appreciated for what they are.  some things are clearer now.  for once, the bias against the shrill campaign, black propaganda and all, have been shed. 

may congressman aumentado show his mettle and succeed in congress enough to make not only his family proud but all boholanos as well.
