With the atmosphere of unity, Bohol mayors on Friday agreed on term-sharing between Jagna Mayor Exuperio Lloren and Catigbian Mayor Roberto Salinas in the presidency of the local chapter of the League of Municipalities of the Philippines (LMP).

      Outgoing LMP president and former-Inabanga Mayor Josephine Socorro Jumamoy, now Provincial Board member, presided over the LMP meeting and election of officers at the MetroCentre Hotel, while Provincial Administrator Tomas Abapo Jr. served as moderator.

      Jumamoy first gathered the mayors in a closed-door meeting to get the consensus as to how they would do the election, considering that there were only two mayors lobbied for nomination.

      After the meeting and the tacit yet official election, DILG Provincial Director Rustica Mascariñas, Abapo, Jumamoy, Lloren and Salinas, then interacted with the local media for a press conference.

      Jumamoy reported to the media that the mayors agreed that as a last-termer, Lloren will serve as president until December 31, 2008, then Salinas will take over in 2009 until the next LMP election in 2010.

      Around 40 mayors were present during the LMP election as the others had earlier informed Jumamoy that they could not make it.

      There was a mass nomination for Lloren and Salinas for LMP president. Then the mayors again in mass motion, agreed to unanimously elect Lloren as president and Salinas as the executive vice-president, on the condition that Lloren shall resign on December 31, 2008.

      This way, it would be easy for Salinas to assume as president in 2009 after Lloren resigns.

      The mayors unanimously agreed to have this set up to express their fair treatment on the nomination of the two contenders for the LMP presidency and their equal amount of loyalty to both Lloren and Salinas.

      Jumamoy said that it was the second time money was not involved in LMP election, as principles prevailed.

      Lloren, for his part, vowed to respect the agreement as a gentleman and as a respectable elected official.

      Sticking with the agreement, Lloren said, will prove that as mayors, they are responsible enough to understand the essence of word of honor.

      The set up will also facilitate sharing of experiences, considering that there are 23 newly-elected mayors, though two of them are not really new on the job, being returnees. Of the new mayors, 13 are women, Lloren said.

      Lloren also said he will work closely with Salinas and utilize the Executive Committee to strengthen the league and ensure that its presence is felt in all the 47 towns of the province.

      For his joint term with Salinas, Lloren said, they will identify the problems in the different towns, discuss them and come up with a common solution to each of the problems, especially on water, ecological solid waste management.

      Salinas also said that with the cooperation of the other LMP officers, they would improve and strengthen inter-town relations by rotating the LMP meeting venues.

      As Provincial Administrator Abapo relayed Governor Aumentado’s intention to facilitate the provincial government’s all-out support to the LMP, Lloren assured that the unity of LMP members would be instrumental in the smooth implementation of the projects and programs of the national and provincial governments. 

      Without the atmosphere of stiff competition between contenders for LMP presidency, the mayors will be able to maintain unity and cooperation among themselves, according to Salinas.

      “I’m happy that we came up with a unanimous manifestation of support on common ground to maintain unity of LMP,” he said.

      Lloren, for his part, explained that though it is not binding on basis of technical and legal papers, he would observe it based on the essence of word of honor as he said it is a matter of principle in unifying LMP.

      The unity among mayors will benefit the constituents, as municipalities will be able to smoothly coordinate with each other in expanding or replicating foreign-assisted projects from a local government unit to another.

      Also, on mass motion, the mayors approved the list of officers presented by Lloren and Salinas.

      Other officers are Dimiao Mayor Sylvia Adame as the executive consultant on LMP affairs, Baclayon Mayor Alvin Uy and Tubigon Mayor Luna Piezas as legal counsels, Dauis Mayor Luciano Bongalos as treasurer, Danao Mayor Luis Thomas Gonzaga as assistant treasurer, Antequera Mayor Cecile Rebosura as secretary, Calape Mayor Sulpicio Yu as assistant secretary, and Getafe Mayor Theresa Camacho as auditor.

      The vice-presidents are Balilihan Mayor Victoria Chatto for the first district, Sagbayan Mayor Jimmy Torrefranca for the second district, and Loboc Mayor Leon Calipusan for the third district.

      Under Chatto in the first district, Cortes Mayor Jasmine Balistoy and Alburquerque Mayor Jose Ugdoracion Jr. are the members of the Board of Directors, while Loon Mayor Lloyd Peter Lopez is the PRO and Corella Mayor Vito Rapal is the sergeant-at-arms.

      Under Torrefranca of the second district, the BOD members are Clarin Mayor Hermogenes Diezon and Dagohoy Mayor Germinio Relampagos, while Inabanga Mayor Jose Juno Jumamoy is the PRO and Bien Unido Mayor Rey Niño Boniel is the sergeant-at-arms.

      Under Calipusan in the third district, the BOD members are Mayors Paulino Amper of the Anda, Henrieta Gan of Valencia and Rosemarie Imboy of Loay, while the PRO is Candijay Mayor Sergio Amora, and Alicia Mayor Pedro Miasco is the sergeant-at-arms. (AV-PGMA)
