Financial Accounting Demanded from PCL-Bohol Chapter

New Philippine Councilors' League (PCL)-Bohol Chapter president, Carmen Municipal Councilor Ramonito Torrefranca declared transparency as the battle cry of his leadership.

While Torrefranca intends to set PCL-Bohol's financial record straight, he expressed concern on his predecessor's claim that past PCL-Bohol provincial president Brigido Imboy - now a Sangguniang Panlalawigan member - had not turned over any accounting of the league's fund status.

Imboy's successor upon his election as SP member, Councilor Ariel Lungay, disclosed that he received no accounting of the P460,000 share of PCL-Bohol from PCL-national and the total of P180,000 counterpart provided by the provincial government.

The P180,000 was the accumulated annual counterpart of the provincial government of P60,000 per year.

Torrefranca's crusade for transparency is seen to harmonize the pursuit of PCL-Bohol executive vice-president Ariel Lungay, his immediate predecessor, for a scrutiny on the unaccounted P460,000 share from PCL-national and the provincial government's counterpart that had accumulated to P180,000 in the past three years at P60,000 a year.

Torrefranca had the freeway to garnering 401 votes in last Friday's PCL election and assembly at the Bohol Plaza, after his strong contender - Tagbilaran City Councilor Leonides Borja backed out at the last minute.

Lungay garnered 298 votes, while his staunch rival, Loay Councilor Tony Supanga settled with 94 votes.

On the other hand, eight of the 14 contenders managed to get the required votes for the Board of Directors - Felix Tan, 220 votes; Constancio Atuel, 209; Jescelo Adiong of Loay, 190; Danilo Cal, 182; Leonides Borja, 175; Danilo Bandala of Corella, 152; Nicomedes Tago, 124; and Carmen Jaminal of G-Hernandez, 117.

Other uncontested officers included Councilors Calixto Garcia of Valencia as vice-president for external affairs; Nimfa Lloren of Jagna, VP for internal affairs; Bernard Lansang of Balilihan, VP for 1st district; Ranie Torregosa, VP for 2nd dist; and Julieta Senen Tan of Alicia, VP for 3rd district.

Other officers include Councilors Ephraim Licayan of Guindulman as secretary-general; Renato Villaber of Tubigon, deputy secretary-general; Ricky Masamayor, treasurer; Manuel Gara, assistant treasurer; Teodoro Ruizol of Calape, auditor; Victoriano Dellosa, assistant auditor; Cesar Cagulada of Jagna, business manager; Jose Allan Tinaja, assistant business manager; and Councilors Asterio Coquilla, Vicente Auza and Antonio Po (Candijay) as public relations officers for first, second and third districts, respectively.

The Sangguniang Panlalawigan is convened today on its first regular Session for the term 2007 until 2010. We are here today because of the sovereign mandate of the Boholano people, and I am standing before you because for the third time the Boholanos have shown their overwhelming support for me as Vice Governor. I am proud of this achievement but at the same time I am humbled by the continued trust and confidence. This gives me assurance and renewed energy to push forward with the programs and projects which I have initiated.

Having devoted most of my years in government service, heading the Sangguniang Panlalawigan as its Presiding Officer was a whole new experience. The past six years have been challenging and fruitful. While there may be moments of conflicting opinions, it was also in those times when the wheels of democracy turned and the essence of legislative independence was felt. Indeed, the democratic process, if allowed to blossom to the fullest, brings forth the best results.
