now i know why balilihan is such a sleepy town when i went there. granted it was about ten years ago when i tag along to a training involving my fellow researchers (i was doing another research in another site), but like what you said 'bnc' i can compare it to the other towns. and to think that the chattos have been ruling it for decades. that is why although i admire edgar chatto for his intelligence and leadership abilities but somehow there was a big doubt at the back of my mind.

on the other hand, you said elsewhere you'll vote for chatto because you still believe that he can do wonders for bohol and that he's better than the other two candidates. i'm a bit confused because he cannot even do wonders to his own hometown, how much more for bohol? they look at balilihan as if it is their personal fiefdom, what makes you think they will not do that to bohol and in the process disregard the overall development of the province by upholding their own vested business interests? please enlighten me.

They are considered to be grave administrative offenses punishable by dismissal from the service on first offense.

Government workers are banned from using their authority or influence to coerce the political activity of any other person.

In general, they cannot form organizations, associations, clubs, committees or similar groupings to solicit votes or campaign for or against a candidate.

For the same reason, they should also refrain from holding political caucuses, conferences, meetings, rallies, parades or other assemblies.

The CSC said state personnel are also banned from making speeches, announcements or commentaries, and from holding interviews in favor or against a particular candidate.

Direct or indirect solicitation of votes, pledges or support as well as solicitation or receiving of contributions for political purposes are also prohibited.

They should also do away with publishing or distributing campaign materials to support or oppose the election of any political aspirant.

Likewise, government employees are not allowed to be delegates of any political convention and from being officers or members of any political club, committee and other similar political organizations.

They are also prohibited from becoming publicly identified with the success or failure of candidates.

However, they are not prevented from expressing views or current political problems or issues or monitoring the names of candidates they support.

NAY JUY PROBLEMA ANG CASUALS...you see they are not even considered as government employees, but are hired by the government just the same, under the COA having been hired as contractuals does not qualify them to be government employees...I think COA should do something about this classification so that in the future...dili na sila magamit for campaigning...ang casuals gud are hired in a padrino system..as elected officials use this hiring system to pay back political debts...there are some people who would do everything...for the promise nga mahimong casual pohon...a sad reality tungod sa daghan nga mga hinungdan,..its complicated...hehehe...the educational system nato may be faulted for training graduates to be employees...ang ato direction is not for self-employment...the economy on the other hand can not simply absorb thousands of graduates who are churned out by the system...and other reasons...kaning mga casuals usually are college graduates, nga walay mapa-ingnan as their skills are barely able to meet the needs of business...nga ang pangitaon experience...mag-pacasual na lang aron maka-experience...ug daghan pang hinungdan...
