He knows that from the start he is waging a losing battle. But if perseverance is what it takes to keep the momentum going, he slowly reaps what he sows.

There's nothing more we can describe the persistence of Senior Supt. Edgardo Ingking, provincial director of the Bohol Philippine National Police, in his bid to stamp out the illegal numbers game called swertres.

Just like any skeptic including this Bglante about police campaigns against all forms of illegal activities, the latest Ingking drive was another of those much-publicized campaigns. Or so we thought.

But this time, we are confronted with a different kind of police leadership.

Although we find Ingking to be a man of several words, on the other hand, we were made to believe that he can match his words with unwavering commitment to make things happen.

On the surface, it really appears that the drive to eliminate swertres was just another publicity stunt to gain pogi points on the part of lawmen out who have nothing productive to crow about.

But not this latest Ingking caper. From where we sit, we feel that Ingking is serious in his bid to stop the inroads of swertres from being a social menace.

And there are tell tale signs that he is going to make it.

How else explain the fact that some financiers, coordinators and their cohorts are lying low for fear that Ingking would make good his threat to arrest those who defy his order.

From the field, we heard refreshing reports that indeed swertres have lost patronage from its usual takers. This is a good sign that Ingking was able to strike fear among those involved in the illegal numbers game.

We in the sidelines who are watching Col. Ingking do his thing, we can only applaud him for a job well done. After all, if there's a will, there's a way.

To those whose livelihood is affected, we can only say, that in this world of free men, there's no such thing as you can win 'em all. And be consoled with the thought that there's always a next time. So better luck-next time.
