Ortigas Center, Pasig – Mayor Jimmy Jimenez of Dauis, Bohol took the lead in presenting the Bohol Marine Triangle (BMT) local economic development (LED) idea last December 13, 2010 at Crown Plaza Hotel. Under the Local Governance Support Program (LGSP), eleven (11) LGU alliances nationwide compete for LED assistance from the CIDA-DILG LED program. Mayor Jimenez as the Chairperson of the alliance – PADAYON BMT Management Council, gave the snapshot and vision of how the Bohol Marine Triangle area covering the towns of Panglao, Dauis and Baclayon become better-positioned, resilient and sustainable. In 10-minutes, Mayor Jimenez communicated briefly and justify the BMT LED idea summarized as SHARES – “Stake Holders Accessing Resources Equitably Shared and sustainedâ€. This project seeks to address the 18% unemployment rate in the BMT area, limited participation by micro-small enterprises in the booming tourism industry, and weak LGU management of environmental and economic facilities. BMT LED SHARES targets to develop the competitiveness of local unemployed, under-employed, marginalized sector particularly women, and micro-entrepreneurs to be mainstreamed into the growing tourism industry while sustainably practicing biodiversity conservation-enabling activities thru public-private partnerships. The LED Actions to pursue includes TechVoc (technology vocational), value chain analysis of BMT LED SHARES, policy formulation and enforcement.
The BMT LED SHARES idea was collectively conceptualized from participatory process, the mark of Boholano culture in engaging development. Mayor Benedicto Alcala of Panglao and Mayor Alvin Uy of Baclayon were individually interviewed to discuss their Executive Legislative Agenda (ELA) and update of DTI-GTZ LRED as ongoing complementary initiative for LED, and a BMT Stakeholders LED idea forum held last December 9, 2010 at the Governor’s Mansion, Tagbilaran City with the inspirational leadership of Governor Edgar Chatto, the 32 multi-stakeholders participants reflected on the current situation and gave their insights for innovative solutions towards creating a vibrant and sustainable local economic development. Present were representatives of DILG, TESDA, DENR, BFAR, the MPDCs, Municipal Tourism Officers, MSWD, MLGOO of Panglao, Dauis and Baclayon, Baclayon Agri.Technician and Dauis MAO staff, Cristal E-College, Panglao Parish Pastoral Council, Resident Manager of Balicasag Island Dive Resort and Tourism Infrastructure and Enterprise Zone Authority (TIEZA, formerly PTA), BANGON, PBSP, and people’s organizations of PASEO, ISKPCFA, DOPAFIAS and BIFA. Chairman of ABCAI was also interviewed.
In line with the provincial development cry, which is prosperity, PADAYON BMT Management Council is taking the driver’s seat for a balance ecological and economic development pursuit because of its active stakeholders from fishing, diving, hotel and resort, transport, academe, LGUs, NGAs sectors are jointly taking the development challenges of local governance to sustain biodiversity of a world renown and globally significant BMT resources where tourism and fisheries are depending upon. Mayor Jimenez, concluded his presentation with an appeal to the LGSP LED selection committee and to the alliances nationwide to help in realizing the BMT LED SHARES as vehicle of transforming poverty to prosperity and that Bohol will be able to continue its commitment to the implementation of the Philippine Biodiversity Priority Setting Program of averting hotspots to sustainable condition for quality of life, and enjoin all to work together to keep our seas alive!
