Congressman Edgar Chatto in a rare moment lambasted
City Mayor Dan Lim for peddling half truths or even lies regarding proposed House Bill 24 which includes policies behind the creation of new cities.
Chatto said the mayor should "study well lawmaking procedures and check his facts before lambasting other people."
The solon's statement came after the mayor branded the solon as well as other solons as having the courage to "steal budgetary allotments from existing cities by dividing the Internal Revenue Allotments (IRA) whenever more cities will be established in a certain province."
"Gi kawat sa mga kongresista," (solons steal the fund), the mayor blasted during his weekly radio program yesterday referring to House Bill 24 authored by Congresswoman Ann K. Hofer.
Lim said that the bill is now pending in the Senate after it was approved in Congress.
In reacting sharply to the statement of the mayor, Chatto stressed the problem with the mayor is he is fond of peddling lies. He said these lies should be corrected right away otherwise he (mayor) will be able to
trick the public into believing lies.
Chatto said the mayor statement is far from the truth since the bill is still with the technical working group in Congress and has not even passed the committee approval.
The solon in a radio interview, a couple of hours after the mayor lambasted him, said the problem with some people is that "
they could not stand on their own performances, thus, will venture on hitting other people."
The solon said he will "not allow people to pollute the airwaves by telling lies and fabricate scenarios to create hatred towards his political opponents."
Chatto said that upon reading HB 24, he manifested his objection in the committee level as it will reduce the IRA of an existing city once other cities will be established.
He likewise branded the bill as unconstitutional as it violates the basic rule to have standard procedures in determining on towns to be chartered as a city.
HB 24 is entitled "An Act Seeking to Exempt From The Income Requirement A Capital Town of a Province Without a City. Amending for the Purpose Sec 450 of Republic Act No. 7160 as amended otherwise known as the Local Government Code of 1991."
