Near gunfight, shout match mar Noynoy's visit

   Two factions fighting for control in promoting the gubernatorial ambition of actor-director Cesar Montano engaged in a shouting match resulting in a near gunfight late yesterday at the JJâ€™s Seafood Village along K of C Drive, Tagbilaran City.

   On one hand to stake his claim as his â€œbrotherâ€™s keeperâ€ was Rommel Montano, younger sibling of the actor. He reportedly drew his licensed 45 cal. pistol to ward off any provocation from another supporter of the Baclayon native identified as businessman Donald Sevilla.

   The confrontation broke into the open after the armed bodyguards of former mayor Doloriech Dumaluan came into the picture to back up Sevilla in his verbal skirmish with the young Montano.

   According to the younger Montano, he was provoked into drawing his firearm after he was allegedly berated by Sevilla in front of several Montano supporters.
   As far as the two factions were concerned, it was one accident waiting to happen. Reports said that the Sevilla-Dumaluan faction was reportedly irked of Rommelâ€™s over protective stance of his elder brother.
   He said what must have triggered Sevillaâ€™s outrage to him was the alleged disapproval of their groupâ€™s requests in promoting Montanoâ€™s candidacy.
   Rommel said as a close aide of his brother, he found it prudent not to approve all requests by the Dumaluan-Sevilla group in the interest of his brotherâ€™s welfare.

   The same group, according to Rommel, was at odds with another Montano ally Ariel Lim. As Montanoâ€™s campaign manager, Lim was also the object of the groupâ€™s derision when it canâ€™t have its way with the actor, at times.

   Lim was â€œloanedâ€ to Montano by former Ilocus Sur governor Luis â€œChavitâ€ Singson. Montano and Singson were party mates as senatorial bets in the administration juggernaut during the 2007 elections. Both suffered defeat.

   Yesterdayâ€™s incident happened after presidential candidate Benigno â€œNoynoyâ€ Aquino III sworn in the gubernatorial aspirant as a new member of the Liberal Party at the JJâ€™s Seafood Village. With Montano into the fold of the Liberal Party, the actor becomes the partyâ€™s standard bearer for governor in Bohol.

   With the two warring groups appeared ready to rumble with their drawn guns, cooler heads led by the actor himself stood in the middle to pacify his quarreling supporters.

   It was gathered that to cool off the situation from breaking into an armed confrontation, the actor-politician brought his younger sibling to Cebu early last night.

Yes. I think Boholanos deserve a new kind of leader. Cesar is young and dynamic and new. I believe he can do well as Governor of Bohol.

Who's afraid of Panglao's Mayor Dumaluan?

YOU can say it again and no one among his army of enemies in Panglao is scared a bit? Let alone that local elections is just around the corner. And it is presumed that Mayor Dumaluan is not one who is afraid either for a possible square off with anybody in Panglao's political arena. That will make an interesting match up if ever former mayor Benedicto Alcala will make good his threat for a return bout against the incumbent mayor. What makes the Panglao mayoralty derby exciting is the welter of chares and countercharges hurled by both camps over the airlanes. If Dumaluan has its radio program over Station DYRD entitled Ang Bag-ong Panglao, his enemies in return bought two 30-minute slots over Station DYTR which they call Panglao Pagpakabana.

The enemies of Mayor Dumaluan are not contented with sponsoring a radio program to balance the terror of the mayor's own â€œbarking dogsâ€. They (enemies of Dumaluan) also piled up a total of 13 criminal and administrative charges against the mayor before the Office of the Ombudsman. Among the string of cases Mayor Dumaluan is facing are malversation of public funds, abuse of authority, grave misconduct, conduct unbecoming of a public official,, another case of malversation of public funds for charging of gasoline used by his private vehicles, violation of the National Building Code, non-filing and late filing of Statement of Assets and Liabilities, unexplained wealth, non-issuance of occupancy permit, late issuance of business permit, perjury, falsification, dishonesty and gross misconduct.

The mayor was also hounded by his enemies involving a rape-slay case that took place near his resort in Bolod sometime in April 2004. According to reports reaching the Post, just as the policemen led by Chief Inspector Joseph Villas were zeroing in on the suspects of the crime, Dumaluan who eventually became mayor of Panglao unceremoniously transferred the two investigators to nearby Dauis. Some people in Panglao wondered aloud why the sudden transfer of the policemen when the victim was a cousin of the mayor. The victim was identified as Vivian Dumaluan. Only recently, one of the police investigators, SPO1 Dominic Ragusta, made a revelation, in an affidavit dated October 24, 2006 , that there were more than one perpetrator of the crime. So far only one suspect identified as Narciso Maghamil was made to answer for the gruesome crime and he is now locked at the Panglao PNP jail.

Dumaluan steps down; Fuertes sworn as mayor

PEACEFUL STEP-DOWN. Panglao Mayor Doloriech Dumaluan delivered his brief remarks before he peacefully stepped down as town mayor after DILG Asst Director Pedro Noval served the 6-month suspension order 11 o'clock yesterday morning. Foto above shows Vice Mayor Pedro Fuertes taking oath before Noval as acting mayor of Panglao. Panglao Mayor Doloreich Dumaluan was finally served his 6-month suspension as Vice Mayor Pedro Fuertes was immediately sworn in to assume as municipal mayor by Department of Interior and Local Government (DILG) Assistant Regional Director Pedro Noval 11 o'clock yesterday morning.

Moments after service of the suspension order, Dumaluan rushed to Cebu City with lead counsel, Atty. Victor dela Serna to file a petition at the Court of Appeals (CA) Visayas for a temporary restraining order (TRO).

Dumaluan was in his office at the town hall yesterday morning with his staff when Noval handed his suspension order which was meted by the Office of the Ombudsman last January 12.

Dela Serna received the order in behalf of the mayor who delivered a short talk at the municipal hall infront of some 100 employees and supporters.

As promised by Dumaluan, he stepped down from office peacefully 11 o'clock yesterday morning.

Vice Mayor Fuertes, on the other hand, who was in his office at the municipal hall, was sworn in by Noval minutes after serving Dumaluan's suspension order.

Efforts to interview Fuertes yesterday proved futile as he conducted a series of meetings with Panglao officials to implement his duties as acting mayor.

Fuertes was also instructed by Noval to issue a memorandum to the municipal chiefs of offices informing him that he is assuming in an acting capacity as mayor while Dumaluan is suspended.

SECURING TRO
According to Noval, Dumaluan is given 10-days to secure a TRO starting yesterday and another 5-days to get an injunction at the appellate court.

Dumaluan said in his speech that he is optimistic a restraining order will be granted by the CA while claiming he was not given due process with the implementation of the suspension.

The mayor said he has complete records and documentation on the case filed against him to discredit the Ombudsman decision.

BACKGROUND
The 6-month suspension stemmed from an administrative case filed by Panglao councilors Telesforo Mejos, Cerino Hormachuelos and Dennis Hora with municipal treasurer Rena Guivencan and budget officer Catalino Sumaylo.

The case arose from the mayor's alleged collection of gasoline allowances for his personal vehicles.

Dumaluan will be serving his suspension without pay and benefits for six months.
The Ombudsman decision found Dumaluan administratively guilty of 'simple misconduct' and that there is "substantial evidence proving that [Dumaluan] charged to the account of the municipality in the amount of P5,661.23" gasoline and diesel fuel expenses "supplied to his private vehicles."

Suspended with Dumaluan is municipal accountant Elvira Celnuar, who is meted a one-month suspension without pay and benefits for 'simple neglect of duty'.

since confrontation started when dumaluan's bodyguards helped mr. sevilla, then plus gi note pa nga sevilla-dumaluan faction got mad at montano meaning, apil jud si dumaluan. kana pang naa iyang mga bodyguards naa sad siya. nganong moabot man ang mga bata-bata kung wala ang amo?

Cesar Montano should be very careful and discerning in accepting offers from persons who want to handle his campaign. Cesar and his trusted inner circle should do a background check on this persons. He should ask, "Will these people help me get votes or would I be losing votes because of them?" His brother, Rommel, is correct to be protective of Cesar.

much as i agree about protecting Cesar, an acting and political celebrity, does that make the drawing of gun justifiable in front of the Boholanos? are they not thinking that we are somehow violent and uncivilized people that a gun or bullet in our head is what we Boholanos are only worth for? how disturbing! or should i say we Boholanos are not worth risking after all by any of those soft sweet spoken politicians? far from it. by the moment they take their post, their time will all be spent entirely protecting their arse, and forget that handshaking with them for that means nothing.

good day sheng kim. wala ako ma-mersonal to anyone. wala ko ma-affected in any event. i am sorry if i offended anyone...it was not my intention.
i raised these questions/issues because i am a registered voter in bohol. and thru these questions/issues (w/c i hope be answered or clarified) it will help me whom to vote for governor this coming election.
i have no political affiliation. i have no politcal agenda. i have no political interest. i do not even know them personally (montano, chatto, herrera). all i want and hope for is the best person to lead bohol for the next three years. and if i find buboy to be the best.....you can count my vote for him.

Who's afraid of Panglao's Mayor Dumaluan?

YOU can say it again and no one among his army of enemies in Panglao is scared a bit? Let alone that local elections is just around the corner. And it is presumed that Mayor Dumaluan is not one who is afraid either for a possible square off with anybody in Panglao's political arena. That will make an interesting match up if ever former mayor Benedicto Alcala will make good his threat for a return bout against the incumbent mayor. What makes the Panglao mayoralty derby exciting is the welter of chares and countercharges hurled by both camps over the airlanes. If Dumaluan has its radio program over Station DYRD entitled Ang Bag-ong Panglao, his enemies in return bought two 30-minute slots over Station DYTR which they call Panglao Pagpakabana.

The enemies of Mayor Dumaluan are not contented with sponsoring a radio program to balance the terror of the mayor's own â€œbarking dogsâ€. They (enemies of Dumaluan) also piled up a total of 13 criminal and administrative charges against the mayor before the Office of the Ombudsman. Among the string of cases Mayor Dumaluan is facing are malversation of public funds, abuse of authority, grave misconduct, conduct unbecoming of a public official,, another case of malversation of public funds for charging of gasoline used by his private vehicles, violation of the National Building Code, non-filing and late filing of Statement of Assets and Liabilities, unexplained wealth, non-issuance of occupancy permit, late issuance of business permit, perjury, falsification, dishonesty and gross misconduct.

The mayor was also hounded by his enemies involving a rape-slay case that took place near his resort in Bolod sometime in April 2004. According to reports reaching the Post, just as the policemen led by Chief Inspector Joseph Villas were zeroing in on the suspects of the crime, Dumaluan who eventually became mayor of Panglao unceremoniously transferred the two investigators to nearby Dauis. Some people in Panglao wondered aloud why the sudden transfer of the policemen when the victim was a cousin of the mayor. The victim was identified as Vivian Dumaluan. Only recently, one of the police investigators, SPO1 Dominic Ragusta, made a revelation, in an affidavit dated October 24, 2006 , that there were more than one perpetrator of the crime. So far only one suspect identified as Narciso Maghamil was made to answer for the gruesome crime and he is now locked at the Panglao PNP jail.
