Ormoc City Mayor Richard I. Gomez signed Executive Order (EO) No. 159, Series of 2021, today, April 14.

Press Release: It is an Executive Order providing guidelines for the referral to the Philippine National Red Cross Ormoc City Chapter (PNRC Ormoc) and availment of the use of the Apheresis Machine.

The LGU-Ormoc owns an apheresis machine that is installed at the PNRC Ormoc, which was the subject of a Memorandum of Agreement (MOA) between Red Cross and the City Government dated March 8, 2021.

In addition, any fees that PRC-Ormoc will collect for every apheresis machine procedure shall be solely for donor screening and apheresis kits, and shall be in accordance with existing guidelines pertinent to it.

No portion of the amount collected for apheresis machine procedures will be devoted to any commercial purpose or for any other purpose inconsistent with the nature of the PRC as a donor-funded, non-stock, non-profit organization.

The MOA further states that subject to the condition that the screening tests and apheresis kits are directly or indirectly provided by LGU-Ormoc, that Red Cross-Ormoc shall provide free apheresis machine use to individuals and patients guaranteed by LGU-Ormoc, otherwise, applicable fees shall be charged accordingly; provided further that patients endorsed by LGU-Ormoc who do not qualify for assistance shall be accommodated for apheresis procedure, at rates lower than assessed all other individuals.

Accordingly, the acquisition by LGU-Ormoc of the apheresis machine and the subsequent partnership with Red Cross-Ormoc is to ensure that the increasing need for transfusion of safe blood and blood components is met by maximizing the limited supply of blood, as the apheresis procedure is said to be the most efficient and a safe way to extract qualitative and quantitative volume of blood.
