This is because he knows their genuine concerns and has no doubt in his ways of addressing them, according to analysts who see him fit for city hall’s top post.
“And there are solutions not presently applied but which can necessarily be done if one has only the foresight and will,†Gonzaga quipped.
In his sustained rounds “re-introducing†himself, Gonzaga would not miss a minute motivating the folk in the city’s 15 barangays to think of what they could contribute to Tagbilaran’s good because it would redound to no other but their welfare.
He promoted the involvement of the people because it is fundamental to transparent, consultative and accountable governance.
Gonzaga further advocated a leadership that knows administrative, social and environmental governance.
While people should have say in the administration of public affairs, their leaders must be sure of their programs for sustainability, he said.
The deaf incumbent administration accused the people of sounding like a broken record for repeating their demands for good roads.
Gonzaga said this only further legitimizes the call to fix the mess.
He heard of city investors securing permits from local government units outside Tagbilaran.
Gonzaga said this is disturbing since business and investment modify economy and, therefore, generate jobs and livelihood.
He offered a city government that is consultative with the business sector as he wants to treat the business community fairly.
The government is not intended to compete with the business sector as it is mandated to regulate and generate revenues which can be useful to improve roads, water services, garbage management, drainage system, etcetera, he said.
Also, Gonzaga recognized the need for health mapping in the city to be most effective in attending to the condition of the people, especially the lowliest who must have access to Philhealth services with city hall’s full support.
Because of his stunning familiarity with the pressing issues affecting the city and its constituency and his clear grasp how to address them, the other camps could only wrongly accuse him of being not a Tagbilaranon.
A city kagawad in the 80s and a consistent voter here, Gonzaga felt it would be so gravely unfair being misjudged.
“I should not be punished for my desire to share my experiences and learning and to serve and help my fellow Tagbilaranons,†Gonzaga appealed.
He said the city has long deserved positive transformations, which is a fact that now calls for who has the capability and vision equal to the tall order.
Candid as usual, Gonzaga foresaw a lucky city with Gov. Edgar Chatto and Rep. Rene Relampagos supporting his development programs for Tagbilaran.
Between mere popularity and competence, Gonzaga preferred to give Tagbilaranons a good choice.
