How Barangay Captains in Bohol Waste People's Money

It was this justification that ran him into trouble with concerned citizens who rang up public service radio programs in this city over the week after it was learned that the province's barangay officials will have to hold their provincial congress on September 13-16 in Baguio City.

Dr. Romulo Cepedoza, president of the Provincial Federation of Barangay Captains met with the Post editor Friday to clarify issues regarding the provincial congress.          

In an interview by the Post editor, one of the anchors of the prime time commentary program Cuentas Claras over Station dYTR, Cepedoza clarified that the decision to hold the congress in Baguio City was arrived at after a collective consultation with all the federation members.

The embattled ABC president said much to his desire to hold the congress elsewhere in Bohol, but he was overruled by the voice of the majority.

Overwhelmed by the majority rule, he justified the holding of the congress in Baguio City saying that in a way it will serve as an educational tour to most of the barangay captains especially first timers to the trip to the Pines City.

Citing the federation's by-laws, Cepedoza said it mandated the holding of a provincial convention every year to serve as venue to develop organizational capabilities and inform members on the updates with regards to barangay governance.

One highlight of the Baguio gab is the giving of award and recognition to third termer barangay captains who were elected to higher positions in government in the May 2007 elections.

One of the basis of Cepedoza's argument to hold the convention in Baguio was the endorsement of Regional Director Pedro Noval, Jr. of the department of interior and local government. The director said he interposed no objection to the Baguio confab of Bohol barangay officials.

The Baguio conference raised a howl of protest among concerned quarters saying that holding it outside Bohol was a waste of precious public funds.

Each barangay official who wishes to attend the Baguio shindig is appraised of P15,000 in expenses including an P8,000 registration fee.

And do they deserve it?

The politicians in the states pull this "bullsh_t" all the time, and they flaunt it in the peoples face.
Using peoples money for an all expense paid trip. For what a "meeting", Hog wash. Just an excuse, for education? in Baguio, are they going to learn how to make the weather in Bohol like the weather in Baguio City?

I have attended a lot of seminars and conferences with public officials. And my experience tells me that these officials don't really attend the seminars and conferences. They go to bars, clubs, massage, disco, name it...

Surely with Bohol being one of the most beautiful places in the Philippines, a wonderful location could have  been found for a conference?

I looked up Baguio City and while the weather is cooler it seemed like getting there would be a big headache, not to mention costing a fortune compared to even the monthly income of the average Filipino.

That being said, though, we're talking about US$300.  How much is the budget of a typical Bohol barangay?  Is $300 per attending member a big enough proportion of it to matter? 

I think a lot of time people focus on petty absurdities while ignoring areas where millions of pesos, or even dollars, may have been misspent.  For instance, in another discussion thread a building was constructed that is now being partially demolished.  I'll bet that's costing many thousands of dollars, as opposed to hundreds.  I would rather have people go to all the conferences and attend all the sporting events they want, if it helps them avoid fiascos like that.
