By Bohol Provincial Library: December 18, 1941, President Manuel L. Quezon issued Executive Order No. 386, s. 1941, mandating all Philippine flags to be flown with the red field on top to signify a state of war due to the Japanese invasion and occupation in the Philippines.
Commonwealth President Manuel L. Quezon’s Executive Order No. 386 was titled: “Placing The Red Stripe Of The Filipino Flag Up During The Present Emergency.” It was the first time since the Filipino-American War that the Philippine flag was ordered displayed in such manner.
The Commonwealth government-in-exile in Washington, D.C. continued to use the flag, and had flown with the red stripe up since the initial invasion of the Japanese. In the aftermath of World War II, the Commonwealth of the Philippines was restored with the combined forces of the Filipino & American soldiers liberating the Philippines in 1944 to 1945. And it was this flag that was hoisted upon the granting of Philippine independence from the United States on July 4, 1946.
