#OnThisDay January 7, 1945, President Sergio Osmeña, Sr. and Senator Carlos P. Garcia took off at Tacloban on an armored U.S. transport plane. President Osmeña appointed and sent Senator Garcia to Washington D.C. to work in the U.S. Congress for early realization of a program for reconstruction and rehabilitation of the Philippines brought by the Second World War.
During the administration of President Sergio Osmeña, Sr., Senator Carlos P. Garcia was a Member of the Rehabilitation Commission and then designated member of the Philippine delegation to the World Conference in San Francisco, U.S.A. in 1945 to help draft the United Nations Charter. This was CPG’s first task in the field of diplomacy. Subsequently, Carlos P. Garcia had been Commissioner to Washington, D.C., for the War Damage Claims in 1945. He was a delegate to the Interparliamentary Union Conference at Dublin, Ireland. He represented the Philippines in the Southeast-Asian Conference in 1950. He was the able Chairman of the Philippine Delegation to the Geneva Conference in 1954 for Korean Unification. CPG was the presiding officer of the Southeast Asia Treaty Organization (SEATO) Conference in Manila in 1954 that produced the Manila Treaty and the Pacific Chapter. He was the Chairman of the Philippine Delegation to the SEATO Conference at Canberra, Australia in 1957.
