SINAS: SACK & PROSECUTE CENTRAL VISAYAS TRAINING OFFICERS FOR CORRUPTION
Press Release: PNP Chief, Police General Debold M Sinas, has ordered the relief of all PNP personnel assigned at the Regional Training Center-7 (RTC) pending a full-dress investigation into alleged irregularities involving excessive, overpriced and unauthorized deductions from salaries and allowances of police recruits and other PNP personnel undergoing training.
“File administrative cases against all personnel involved in these highly irregular, corrupt acts at the expense of the lowly recruits and other students. The training center should be the most ideal place to shape the character of police recruits, it should maintain zero tolerance to graft and corruption,” the Chief PNP ordered Police Major General Alex Sintin, Director of the National Police Training Institute (NPTI).
The Chief PNP took note of reports from PNP Intelligence Group Acting Director, Police Colonel Warren De Leon, that validated earlier information of highly irregular activities at the RTS-7 under Police Colonel Edwelito C Rosales, the Regional Training Director.
The IG report was validated by Class “Spartan” and Class “Madasig” recruits undergoing the Public Safety Basic Recruit Course (PSBRC) at the training school.
The recruits said upon instruction from Rosales, they were forced to pay overpriced amounts for their uniforms, accoutrements, and meals which were deducted from their monthly salary.
The IG investigation documented allegations from recruits that during the Christmas and academic break last December 2020, more or less one thousand combined students of PSBRC, Public Safety Junior Leadership Course (PSJLC) and Public Safety Senior Leadership Course (PSSLC) were each made to pay P10,080.00 for two months worth of meals despite the fact that they were on vacation, and P3,650 for COVID-19 Antigen test which the recruits claim is grossly overpriced.
Sinas also instructed Sintin to provide information to the CIDG for filing of criminal cases against all RTC-7 personnel involved in the alleged anomalies.
