SONA AGENDA: MASS TESTING, RESCUE OF SMALL BUSINESSES
[The COVID-19 pandemic will of course be the dominant issue at the SONA on Monday]
I will support targeted funding for mass testing and for more contact tracers in the provinces. But here in Metro Manila, where there is clustering of coronavirus spread, contact tracing should take the back seat to strict community quarantine measures.
What is important is following the protocols. No one should be sent home for quarantine. Basta nag-positive sa rapid bring to a facility right away while waiting for the confirmatory RT-PCR test results. Ang daming hospitals and even DOH is encouraging home quarantine and this is very dangerous.
It is now quite abundantly clear that the DSWD has performed poorly as regards the Social Amelioration Program. We are quite disappointed with the DSWD on the SAP cash aid. Pinaasa sa wala ang milyung-milyong Pilipino.
Now, we must help the small businesses recover. Congress must approve a substantial rescue package for micro, small and medium enterprises. The balance sheets and income statements of the big corporations can absorb the blows of the pandemic, but the MSMEs have been crippled and many have shut down. They are the ones who need rescuing.
I acknowledge the growing frustration among our citizens because of the rising numbers of COVID-19 cases--confirmed, probable, and suspect--and the spread of the coronavirus to the provinces because of the stranded people being sent home and the repatriated OFWs. It is necessary to acknowledge this glaring reality because denying it only serves to further stoke the anger of the people.
The IATF decision to require motorcycle barriers is a mistake. They should humbly admit the mistake. The motorcycle manufacturers and mechanical engineers have already spoken out clearly against the barriers. It is time to stop its implementation.
To slow down the spread of COVID-19 in the provinces, it is but right that the mayors and governors must protect their constituents from COVID-19. The middle ground for this is the rapid deployment or building of quarantine facilities that are isolated but accessible from the airports and seaports, so the stranded people and OFWs need not be brought through the town centers or near any populated areas.
