Press Release - The Department of Information and Communications Technology (DICT) Undersecretary for Resilient Government Emergency Communications, Alan A. Silor, together with PECE, DICT Visayas Cluster 2 Regional Director Frederick DC. Amores, Government Emergency Communications Sytem (GECS) Project Management Team, and Deputy Country Director Mats Persson of the World Food Programme (WFP) paid a courtesy visit to Congresswoman Lucy Torres-Gomez of Leyte 4th District and Ormoc City Mayor Richard I. Gomez at the Ormoc Superdome, today, May 26.
The purpose of the activity is to showcase the specially-engineered Government Emergency Communications Sytem - Mobile Operations Vehicle for Emergency (GECS-MOVE) Set vehicles and its technical capabilities in responding to disaster for appreciation of the local responding agencies, and to establish the national significance of resilient government emergency communications in view of public service continuity.
This is in relation to DICT’s mandate in providing assistance in the dissemination of information vital to disaster risk reduction through the use of ICT.
Accordingly, the department pushed to acquire the said Mobile Operations Vehicle for Emergency (MOVE) through the Government Emergency Communications Sytem (GECS) Project.
The GECS-MOVE is a set of deployable communications systems composed of one six-wheeler truck, one 4x4 dispatch vehicle, and an off-road capable motorcycle.
This initiative aims to enhance the country’s capability to respond to disasters through ICT; and is a product of cooperation between two organizations, that is, the DICT and United Nations-WFP.
The original concept design of the project was based on lessons learned from the government response following the havoc and destruction brought by Super Typhoon Yolanda (Haiyan) in 2013, which typhoon resulted in an estimated of USD 255M in damages and affected about 17M families.
It was found out then that one of the areas identified as crucial to a more effective response was communications for better coordination and cooperation among various agencies.
During the aforesaid activity, Vice Mayor Leo Carmelo "Toto" Locsin, Jr., SP Member Lalaine Marcos, SP Member Vince Rama, and SP Member Tomas Serafica were also present.
In addition, Honey Jane Fernando (Information Officer lll) of the Information and Strategic Communications Division, Rafael Olivar (Chief of the Division) and Abegail Villanueva (Asst. Division Chief), Gladys de Ocampo (Asst. Project Manager) of GECS PMT also attended the activity.
