Author of the "Code of Conduct and Ethical Standards for Public Officials and Employees (R.A. 6713)", the "Anti-Coup d'état Act (R.A. 6968)", and the "Anti-Plunder Law (R.A. 7080)".
He led the Senate that said NO to the US bases.
Full of decency, compassion, and patriotism, he would never have sanctioned EJKs, fake news, corruption, and misogyny. He would have respected the Constitution and defended the West Philippine Sea.
He was the great President we never had.
